Passive voice is used when the focus is on the action rather than the subject performing the action. It is formed by using some form of "to be" plus the past participle of the main verb. When changing an active sentence to the passive voice, the subject of the active sentence becomes the object of the passive sentence and vice versa. Sentences with two objects in the active voice can have either object become the subject in the passive form.
