Consuming large span of time, involving lot of manpower and requiring considerable resources, master plans has made planners chase the development instead of leading the development. Rigidity of master plans, based on defining the use of every piece of land, has made the master plans irrelevant, irrational and illogical in the face fast changing urban dynamics. Master plans, prepared for a period spanning over two decades, try to freeze the city. As planners, when we do not know our own future, what competency, capacity, expertise and capability we have to define the future of the cities. In the process, majority of cities have been suffering from illegal, sub-standard, haphazard and unplanned growth. Master plans have accordingly, emerged as the major road block in promoting planned urban development and making cities sustainable . Indian urbanization is characterized by urbanization of population, urbanization of poverty, urbanization of pollution and urbanization of environment.Looking at the existing scenario, all evidences suggest that despite best of the efforts of Planners to contain the population and limit and regulate the growth of large cities, they continue to grow and expand at an alarming pace; despite best of the efforts to promote planned growth, haphazard and unplanned development has emerged as the order of the day; despite best efforts made to contain slums, their number and size are growing much faster; despite pursuing the objective of ensuring quality of life to all, majority of urban dwellers are facing deprivation and lack of access to housing, basic amenities and facilities resulting in constant degradation of living environment. Thus, wide gaps have emerged over the years between what is planned and what actually comes on the ground.The dualities and contradictions emerging in the settlement scenario accordingly call for having a closer look at the very mechanism of city planning, development and management. It also calls for evaluating the concepts and systems, which have been followed in the past, for promoting planned growth of human settlements and have resulted in high level of distortions emerging in settlement planning and development mechanism. Since the existing systems and concepts have resulted in widening the gap between planning and development and have failed to achieve the goal of planned growth, surely it calls for their substitutions by some innovative concepts and systems, which would remove emerging distortions, dualities and contradictions in the settlement planning and make them rational and orderlu.

Land, despite being a gift of nature, is being grossly misused, abused , manipulated and traded like a commodity for generating largest financial dividends for both parastatal agencies and individuals. Land is globally used for providing platform for all human driven activities, based on living, working, culture of body/ mind and travel. Limited availability, coupled with large number of human beings trying to source land, has invariably created large demand for land resource for human consumption. Land, in urban context, is required for meeting the specific needs of urban dwellers for residential, commercial, institutional, recreational, travel& traffic purposes besides providing space for infrastructures , amenities, services, trade and commerce etc. Land in urban context remains under large demand and command high price due to concentration of large population in small physical area, with stakeholders making competing claims.
Rapid and uncontrolled growth in population experienced by urban areas has adversely impacted and generated considerable pressure on land resource in cities and towns , leading to large scale conversion, sub-division and occupation of urban land. This pressure on land has largely been met by means of both formal/informal sub-division and development of land. Growth of the urban settlements and entire mechanism of urban planning and development remains land based/ land focused, based on a strategy of sub-division of the land, dictated by the economic forces prevailing in the market. Irrational and ineffective public policies of urban planning and land sub-division, devoid of prevailing ground realities, have turned out to be incompatible with the demands of urban expansion, leading to large scale un-authorized and illegal sub-division of land. In order to make city planning, growth, development and management ,both rational. realistic, orderly and promoter of quality living, it will be critical and essential, that all urban centres are made to focus on eliminating the culture and practices promoting un-authorized/illegal sub-division of land for ushering an environment and era of planned urban development in the country and restoring the glory of land resource.

In a world of rapidly increasing urbanization, striving to develop more livable cities, the city’s streets designing and planning should be high on the agenda for policymakers, city planners and other practitioners, as well as researchers. Designing streets is not as easy as it might originally seem, however, done correctly it means that one third of the city was designed successfully with an immense impact on the rest of the city. The key challenge in developing sustainable and fulfilling streets is to develop an integrated approach in planning them, where it is necessary to consider all aspects involved. Meanwhile, efforts devoted to this topic vary considerably from place to place. Thus, this paper aims at discussing the main elements involved in designing streets for a livable city, in a comprehensive approach including pedestrians, vehicles, and parking areas.
Sustainable Urban Transport Planning Considering Different Stakeholder Groups...BME
Sustainable urban transport requires smart and environmentally-friendly technical solutions. It also needs to meet the demands of different user groups, including current and potential future users, in order to avoid opposition of the citizens and to support sustainable development decisions. While these requirements are well-known, conducting full surveys of user needs and preferences are tedious and costly, and the interests of different user groups may be contradictory. We therefore developed a methodology based on the prevalent Analytic Hierarchy Process (AHP), which is capable of dealing with the inconsistencies and uncertainties of users’ responses by applying an Interval Analytic Hierarchy Process (IAHP) through comparing the results of passengers to reference stakeholder groups. For a case study in Mersin, a coastal city in southern Turkey with 1.7 Million inhabitants, three groups were surveyed with questionnaires: 40 users of the public transport system, 40 non-users, and 17 experts. Based on interval pairwise comparison matrices, consisting of whole judgments of all groups, the IAHP methodology could attain a consensual preference ranking for a future public transportation system between the three groups. A sensitivity analysis revealed that the factor ranking was very stable.

Abstract Transportation network has become nerve of any city, the paradox here is that though meant for human travel, these roads hardly provide any quality space for those who are without vehicles (well known as pedestrian). Due to the ambiguous position of non-motorized travel in an urban transportation system, the transportation conditions for non-motorized travel are getting worse in cities, which illustrate the urgent need for the improvement for same. There is a requirement of combining traffic issues with pedestrian in a comprehensive manner and will make it an important part of road design. For urban development, pedestrian system should be well designed, safe and convenient. The Pedestrian Zone is the primary component of every street in a city. It is not only a zone to ensure smooth, comfortable, conflict free movement of pedestrians and public transport users, but also an area which shapes social interactions, safety and quality of life of people in a city. Pedestrian priority thus becomes a major and a very important phenomenon for urban development which in a way helps quality of life in an urban area. With the increase in population and keeping in view the world pedestrian scenario, this paper will bring some notices to facilities required, mode of travels to be looked upon and other such major issues are discussed.
Based on the mandate given in SDG 11, calling for promoting an affordable and sustainable transport, globally all nations are trying to come out with an agenda and a vision for achieving carbon neutrality. Nations must make commitment to promote emissions-free mobility as a fundamental human right; doing the best things for humanity and society to lead towards a better and sustainable future and proactively promoting a paradigm shift towards electrification and creating a hydrogen based society for bringing sustainability. Sustainable transport is known for its distinct and numerous social and economic benefits for the communities, cities, environment and ecology. Studies made and analysis carried out has concluded that; Sustainable transport can help create large number of jobs; improve commuter safety through investment in bicycle lanes; reduce use of fossil fuel ; minimize pollution and congestion, making cities walkable; and making access to employment and social opportunities more affordable and efficient besides decarbonizing cities and making urban settlements more livable and sustainable. This article aims at measuring the sustainability of the streets of Khartoum using the Pedestrian Environmental Quality Index (P.E.Q.I.). This index has six categories: Intersection safety; traffic; street design; perceived safety; land use; and perceived walkability. Each category has several items. As a case study, Mohammed Najeeb main street is studied since it represents main streets in Khartoum. Results show that the sustainability standard of the studied street is below average (40%). Conclusions are written. And recommendations are drawn.

Congested road is a perfect example of tragedy of the commons as there is no restriction for drivers not to
exploit it. Car users are independent in their traveling decisions but their decisions have negative consequences for
others for which they do not pay rather the non-users pay for them in the form of hard cash, inconvenience and lack of
safety. This unwanted but widely practiced phenomena has over-shadowed the livable environment even in universities
all across Pakistan particularly in Peshawar university campus (case study) where the environment is exacerbated by
minimum personalized vehicle holders for the maximum non-car commuters resulting from the free vehicular entrance
and biased provision of infrastructure. This leads to huge social divide, inequality and gender disparity. In addition to
finding appropriate rent for provision of new equitable, environment and gender friendly modes of transport like rental
bikes and golf carts, Willingness to pay for congestion pricing as proposed solution is investigated through online webbased questionnaire survey from 580 respondents and statistical analysis is used for selecting most feasible mode(s) of
alternate in-campus transportation. Results showed that 67.6% respondents were WTP for congestion charging and
55.3% selected golf carts as their preferred mode in campus followed by rental bike with 27.6%. Appropriate rent chosen
for golf cart was PKR 20 and less than PKR 20 for rental bikes by more than half of the respondents. Congestion pricing
was perceived as effective solution and proposed modes were opted as the preferred modes for traveling in campus.

It’s not about adding extra, but thinking more carefully about the design of buildings and incorporating technologies that can offset the rising costs of energy, water and other services. Affordability and sustainability are known to fit together perfectly’.
Through excellent design, buildings can be made more sustainable and affordable. Smaller the footprint of buildings, lower will be the upfront costs and embodied energy and lower shall be the running costs of buildings. Looking at the entire context of health, rising cost of amenities/services; Sustainable/Green designs are now being increasingly adopted, to make built environment more cost-effective and affordable. Considering the enormous amount of built environment to be created, India will have no option but to tread the path of sustainability and sustainable development in the built environment. Neighborhood as an idea, concept, option and strategy has been extensively used locally and globally by the Urban Planners to plan and decentralize cities, create cities within cities, promote self-contained communities and to make cities more humane, safe and socially vibrant. Neighborhood has also been used recently to define the city in terms of travel time - making 10/15 minutes city
Accordingly, large typologies of NH ,in terms of planning and designing , with varying shapes, sizes and contents have emerged in the urban context. Americans have used superblock and French using Sector for defining the neighborhood. Despite distinct advantages, holding high degree of relevance in urban and local area planning , NH planning has not been able to deliver the envisioned objectives of safety and social vibrancy. Cities in the process have been socially, economically and physically fragmented, leading to clear division of cities into different communities with little economical and social connectivity. Variance of planning and designing norms followed at NH and sub-neighborhood levels have promoted more dichotomy and contradictions with varying quality of life inducted at local level. Differential population and infrastructures have divided the city into the categories of high/low end NH units. Fabric and morphology of cities, in large cases, has been distorted with urban settlement emerging as a distinct social map of communities graded economically and socially,on the basis of area/location . In the process, the way NH planning concept has been used, neighborhood planning has emerged as an instrument of social and economic segregation/division. In fact in number of cases, concept has been used, misused, abused in intent and content to divide the cities into distinct social and economic layers. Instead of unifying , concept has led to division of cities.
Genesis of modern application of NH can be found in the planning and designing of Chandigarh where entire city fabric of capital city was woven around Sector as the basic unit of planning, concptulasied as self-contained and self-sustaining unit at the local level. However, the way sectors have been planned, it has led to dividing the cities into different and distinct communities. Individual status in Chandigarh can be judged from his/her residence. Concept of Sector has done more damage than good to the fabric of the city. Chandigarh is likely to face considerable problem in making city socially and economically cohesive/vibrant,. Sectors in Chandigarh remain anti-thesis to the basic concept of NH planning of safety, involving walkability, vehicular movement, putting commercial space in the centre. Considering role, relevance, importance and usability , NH needs to be planned, designed with care and caution, in order to make cities socially and economically vibrant, inclusive. NH planning deserves a new definition and approach to make it relevant and rational.

Preparing Master Plans/Development Plans for any urban settlements, basically and essentially, involves declaring a planning area for which the said long term plans are prepared. Planning area invariably includes and involves, number of rural settlements, which comprise of the planning area besides the urban settlement. It has been observed that in majority of cases, while detailed studies and analysis are carried out of the urban settlements but villages in the study and analysis remain marginalized, diluted and muted. Despite the fact, villages have critical role in the rational development of the urban settlement, but in preparing Master Plans their role and relevance is not made part of the said plan. Accordingly, this text tries to bring out the typologies of villages falling in the planning area and the suggested framework to develop these villages in making Master Plans, better Master Plan. In order to improve Master Plan qualitatively, quantitively, both in intent, contents and scope, It will be appropriate that all the villages falling in the planning area must be studied , analyzed and made integral part of the final outcome of the proposals of Master Plan. In-fact one Chapter must be exclusively dedicated to detail out the issues faced by the Villages and options which can be leveraged to promote the rational growth of villages ,as an integral part of the long term development of the urban settlement , for which the Master Plan is being prepared. This will help not only in integrating the urban- rural settlements falling in the planning area, but would also go a long way in promoting and ensuring rational growth and development of the urban settlement, for which the Master Plan is being prepared.

“Decarbonization” of cities ,as an issue ,as an option and as a strategy , has been gaining currency in the parlance of; making planet earth livable and sustainable. “Decarbonization has been globally valued for keeping the global temperature below 1.5C, and achieving the agenda and goals defined in the 17 Sustainable Development Goals, defined by UN for achieving universal sustainability. Despite distinct role and relevance, criticality and importance of decarbonization of cities has neither been properly understood and appreciated nor made integral part of the architectural practice and art and science of designing and construction of buildings. Consuming one -third of global energy (33%) and generating 39% of greenhouse gas emissions buildings have been considered as the major player in the domain of climate change and global warming. Since Architects and Architecture are
actively involved in the making and unmaking of buildings, accordingly it becomes important that planners and architects must play a significant role in making

Producing 30.91 million motor vehicles in the year 2018-19, India was
globally ranked the fourth largest car manufacturer in the world; largest
manufacturer of three-wheelers as (1.27 m units) and seventh largest
commercial vehicle (1.11 m units). In addition, India's two-wheeler
manufacturers rolled out 24.5 m units during the same period (Indian
Automobile Association). Considering the fact India is fast becoming global
hub of manufacturing the automobiles,leading to addition of more and more
vehicles on the urban roads, safety on urban roads and that of road- users
is fastemerging as a major concernand issue forthe state, communities and
people.With more and more accidents taking place, Indian roads are being
consideredhighly unsafe, reporting huge loss of life and property on day-to-
day basis.According to areportbythe transport researchwing of the Ministry
of Road Transport and Highways, Indian roads remain highly unsafe,
recording largest fatalities in the world, followed by China. Report further
revealed that a total of 151,113

offenders. Road safety, as an issue, has never been addressed holistically

management and sustainable urban mobility plans.
Road safety includes large number of stakeholders involving state, urban
local bodies, parastatal agencies, road users, vehicles plying on the roads,
drivers, infrastructure providers, urban/transport planners, unified traffic
regulatory authorities, police etc. Stakeholders have never been brought on
same platform to discuss, deliberate and address the issue of urban safety
in a rational, focused and holistic manner.
Unfortunately, road safety has
been considered largely a
government responsibility with
least involvement of the road
users, communities, society and
other stakeholders. This has led to
emergence of a peculiar culture
being developedamong road users
of violating all norms and standards
of road safety, when assured that
there is no body monitoring their
road behavior. This notion and
culture have led to making roads
highly unsafe particularly during evening, night and early morning hours,
when there is minimum surveillance on roads.Formaking urban roads safe,

vision/mission; absence of adequate research in the area of road safety;
non-involvement of communities in making roads safe etc.

increased mobility without putting road users in danger. This would
require dedicating some of the space currently reserved for motor
vehicles, for walking and cycling.
Empowering pedestrians and cyclists in terms of safety would
require imparting education, creating awareness and creating
appropriate features/infrastructures
for their safety while using the
roads. Heavy traffic flows remain
invariably major deterrent to
cycling. Conflict between cyclists
and motor vehicles can be
effectively reduced by introduction
of specific bicycle lanes; making
areas car-free; closing minor
streets to motorvehicles to facilitate
cycling. Installing cyclist sensors at
junctions with traffic lights for
detecting a cyclist and extending the green light timing to give the
cyclist enough time to pass through the junction, has led to change of
a mindset in traffic management, as cyclist mobility stands prioritized

Road safety will require special focus on children, elders, senior

road users by creating appropriate framework for safety.
Partnering, co-operating and collaborating with voluntary based
organizations, community-based organizations and non-
governmental organizations will be vital to make road safety as the
people led movement.
Creating a think tank at local level, comprising of subject experts,
academicians, voluntary organizations, industrial/trade organizations,
professional bodies like Indian Institute of Architects/Institute of Town
Planners /Institute of Engineers etc ,would help in creating a realistic
road map for achieving road safety for the city.
Since road safety revolves around behaviour, capacity , knowledge
and understanding of the driver while on the road, it will be critical
to educate and train them about the importance of safe driving while
being on the road. Making licensing stringent and ensuring continued
evaluation of the drivers, with regard to their eligibility, capacity and
commitment to rational and orderlydriving, would help in making urban
roads safe.
Ensuring cyclists and pedestrians have a minimum level of traffic
education and awareness of the risks imposed by the current traffic
system; introducing/ enforcing a system of sanctions on pedestrians
and cyclists, exposing themselves/other road users to unnecessary

safety besides licensing of the driver in an integrated manner. Agency
should also be empowered to adjudicate on all road-based
offences/issues for speedier/rational resolutions.
Developing, encouraging and capacity buildings of the city level
institutions to create and implement appropriate framework related
to traffic calming, intersection improvements, safe pedestrian
crossings ,cycling infrastructure design and renewing/maintain
them on regular basis , based on the latest research and innovation in
the area of road safety.
Setting up a knowledge sharing platform at the state /regional
levels, for documenting all prevailing good practices related to road
safety and sharing among cities for adoption and implementation, will
help local agencies adopting and innovating new options for road
safety at local level. Awarding and recognizing agencies/
individuals/organizations, doing exemplary work in the domain of road
safety will help in improving road safety in urban areas bringing more
innovations.
Rationalizing existing legal framework, governing traffic and
transportation by including road safety as an essentialingredientof the
urban transportation, will be critical for promoting road safety.
Creating an effective and efficient mechanism of checking the health
of vehiclesregardingtheirroad worthiness onregular basis can be
a major contributor to promoting urban road safety
Rational siting and use of Traffic Signs are known for the value to
communicate laws, directions, crosswalks, designated areas,
pedestrian zones, speed limits, work zones, and other key pieces of
information that help increased awareness and confidence fordrivers,
pedestrians, and cyclists.
11. Active co-operations and collaborations regarding cross-border
exchange of information on traffic offences will help in promoting
road safety and minimizing road related offences.
Creating a national/state/local level data bank regarding vehicles

London Prepared Vision Zero Plan—for road safety;
mandating by 2041, 80% of all journeys to be performed bywalking,
cycling and public transport ; investing in streets to make them safer
for walking / cycling; lowering speed limits in congested areas;
transforming dangerous junctions; prescribing safety standards for

programme supported by Intelligent Speed Assistance ; launching
training course for all drivers; defining CongestionCharging Zone and
intensifying police enforcement activities.
Amsterdam is trying to achieve highest degree of road safety by
systematically stripping its inner-city parking spaces since 2019;
reducing the number of permitted parking annually by around 1,500 to
remove 11,200 parking spaces by the end of 2025; using cleared
parking spaces forbike parking, creating wider sidewalks and planting
large number of trees.
Conclusion
Urban settlements are fast
emerging places where the
majority of journeys begin and
end. Accordingly, these urban
centers are facing multiple,
often conflicting needs and
challenges, when it comes to
managing the way people and
goods move around. With fast
changing options of urban
travel and mobility, nature of
these challenges is also
evolving and devolving. With
rapid increase in urban
population coupled with
increasing longevity of life and low affordabilityof majority of urban residents,
large proportion of urban population is being forced to walk and cycle,
making them most vulnerable to the prevailing chaotic traffic conditions on
urban roads. Increasing concern about vehicles, causing high degree of air
pollution is also gaining currency on political agenda to promote
sustainability by reducing/limiting the number of personalized vehicles onthe
urban roads.
15. Considering the entire context of traffic and transportation in urban setting,
Road safety remains largely a complexand vexed issue, particularly in the
Indian context, due to large number of factors involved, which inter-alia
include; unpredictable behaviour of road users; large number of old and
outdated vehicles using roads; callous driving; lack of respectforother road
users; limited availability of space under roads; poor and outdated road
geometry;high degree of encroachmenton road space; mixing of passenger
and good traffic;lack of understanding and respect forrules and regulations
governing the use of the road and road behaviour; outdated rules and
regulations focusing primarily on punishment; large scale corruption
prevailing in the police force manning the traffic; absence of well-defined
criteria for man power deployment in traffic management; poor road
infrastructure; lack of availability of trained manpower in traffic and
transportation; road safety commanding low priority; large disconnect
between road safety and urban planning, development and management;
inadequate/absence of availability of dedicated funds for road safety;
multiplicity of agencies operating in the area of traffic planning; delayed
delivery of justice etc. Providing safe mobility, to vulnerable road users
remain the most challenging task and presents a major challenge to
agencies engaged in making urban roads safe. This challenge needs to be
effectively met and taken up on priority for winning the confidence of road
users, by authorities operating at local level.
Considering the emerging role and importance of urban India in; housing
large proportion of national population; making India a 5 trillion economy;
generating large employment;eradicating poverty and ushering prosperity;
providing quality infrastructure, acting as centers of innovations and quality
living etc, it will be both critical and vital that urban settlements are made
operationally efficient, economically vibrant, socially inclusive,
environmentally sustainable. This can happen only if the urban roads are
made safe to walk, drive and are able to lead urban residents to their homes
in a safe mode. Since efficiency and efficacy of urban areas is largely
contingent upon its efficienttransportation and mobility network, accordingly
making urban roads safe will be vital, critical and essential to make urban
areas more sustainable, safe, resilient and inclusive, as mandated in the
SDG 11, defined by United Nations.
16. Achieving the objective of promoting effective road safety would also require
involving and creating appropriate and dedicated funding, duly supported by
well-defined long term realistic and rational planning, policies and programs.
Considering the nature of road safety, local level authorities would need to
be empowered, adequately and appropriately, with financial resources and
technical manpower to professionally address the complexityof road safety
and effectivelyimplementing the road safety related plans at the local level.
How best it will be done effectivelyand efficiently,will hold the key to make
urban settlements more productive and great places to live and work.
