Turning FAIR into Reality: Briefing on the EC’s report on FAIR datadri_ireland
DRI Director Natalie Harrower, a member of the European Commission's Expert Group on FAIR (Findable, Accessible, Interoperable and Re-usable) data, delivered a lunchtime briefing on the recently published 'Turning FAIR into Reality' report on Tuesday 26 February in the Royal Irish Academy, Dublin.
In 2016 the FAIR Data Principles were developed to support the position that effective research data management is ‘not a goal in itself but rather is the key conduit leading to knowledge discovery and innovation’. The new publication is both a report and an action plan for turning FAIR into reality. It offers a survey and analysis of what is needed to implement FAIR and it provides a set of concrete recommendations and actions for stakeholders in Europe and beyond.
The briefing provided an overview of the contents of the report, which include the principles of FAIR, as well as the elements required to implement FAIR data.

Norman Bergrun, RIMGMAKERS OF SATURN, SATURN.
Norman Bergrun is a scientist/engineer who worked in an above top secret capacity (his level of clearance, way above the President) for Lockheed. Prior to that he was at NACA a precursor to NASA.
Upon leaving Lockheed, he wrote “Ringmakers of Saturn” about the enormous craft spotted in the rings of Saturn and became something of an outcast in the scientific community. This interview covers his views on time travel, the nature of the vehicles that he says are creating the rings and much more… His conclusion is that the Ringmakers of Saturn are now creating rings around other planets and they are on their way here….

Dans son Appel du 18 Juin 1940, le Général De Gaulle avait lancé cette affirmation restée légendaire : « Quoi qu'il arrive, la flamme de la résistance française ne doit pas s'éteindre et ne s'éteindra pas. ». Nous devons aujourd’hui continuer à porter cette flamme, à défendre la paix et la liberté, dans un monde ébranlé et mouvant. Après 1945, nous avons créé en Europe, les conditions d’une stabilité durable. Le Prix Nobel de la Paix 2012 avait récompensé l’Union européenne, qui avait su favoriser la construction d’un espace uni et apaisé. Mais si nous avons su associer les peuples européens, nous manquons désormais de résolution pour enrayer le cycle terrible des guerres. Nous devons être portés, par une nouvelle ambition pour la paix. Notre vocation n’est pas de nous aligner, mais d’agir en toute indépendance, au service d’une vision partagée. Alors que le monde semble se perdre, dans une logique de conflits incessants, dont les ficelles sont tirées par des acteurs influents et empressés. Alors que de grands empires activent tous leurs leviers d’influence et d’action, dans une course machinale à la puissance. Alors que l’aventurisme généralisé, paralyse l’expression des intelligences et la recherche d’un véritable sens. Il est temps que la France assume son rôle et son message. Il est temps que l’Union européenne se dote des moyens nécessaires à la conduite d’une véritable action universelle. Il faut une Europe politique, qui s’affirme sur la scène internationale. Il n’y a que l’Europe pour devenir le point d’équilibre d’un nouvel ordre mondial. La France a un rôle déterminant à jouer, dans la construction d’une nouvelle architecture européenne. Elle a aussi une place qui compte dans les relations internationales. C’est à la France et à l’Europe de se remettre en mouvement, pour faire bouger les lignes. Reprendre l’initiative, ouvrir le dialogue, être une force motrice pour l’instauration de la paix. Voilà ce doivent être nos résolutions. Nous ne pouvons plus rester figés dans des schémas dépassés, nous devons recouvrer notre capacité à inventer et à innover. Retrouvons le sens de l’Histoire et portons une véritable vision, au service de la paix et de la réconciliation.

Neuro-symbolic (NeSy) AI is on the rise. However, simply machine learning on just any symbolic structure is not sufficient to really harvest the gains of NeSy. These will only be gained when the symbolic structures have an actual semantics. I give an operational definition of semantics as “predictable inference”.
All of this illustrated with link prediction over knowledge graphs, but the argument is general.

7. Open Research Data (ORD) Pilot
Pilot focuses on research data specifically
'Research data' refers to information, in particular facts or numbers,
collected to be examined and considered and as a basis for
reasoning, discussion, or calculation.
In a research context, examples of data include statistics, results of
experiments, measurements, observations resulting from fieldwork,
survey results, interview recordings and images. The focus is on
research data that is available in digital form.

8. Which data does the pilot apply to?
Data, including associated metadata, needed to validate the
results in scientific publications
Other curated and/or raw data, including associated metadata,

9. Key requirements of the open data pilot
Beneficiaries participating in the Pilot will:
• Deposit data in a research data repository of their choice

for validating the results (where possible, provide the tools
and instruments themselves)

• If results are expected to be commercially or industrially exploited
• If participation is incompatible with the need for confidentiality in
connection with security issues
• Incompatible with existing rules on the protection of personal data
• Would jeopardise the achievement of the main aim of the action
• If the project will not generate / collect any research data
• If there are other legitimate reasons to not take part in the Pilot

at the proposal stage. It’s a deliverable (due by month 6).

The background to this is about making the most of the data that has been created through publicly funded research. The guidelines speak of:

For those that do take part in the pilot, the starting point is to make all data that underpin publications open. After that, it’s for researchers to define what else should be shared and can be made open. This should be outlined in the DMP.
Sometimes sharing is not appropriate (e.g. due to ethical rules of personal data, intellectual property protection, commercial restrictions etc). It’s fine to apply restrictions in such cases. This could be an embargo period prior to publication or while a patent is sought, or controlling access and re-use to protect participants’ identities (e.g. via the use of secure data services / data enclaves or data sharing agreements). Restrictions should be outlined up-front in the DMP.
So the specific requirements on projects that participate in the pilot are to:
- Deposit data in a repository
Enable reuse via open licensing
Provide any tools (or at least info on them) needed to validate the data
The focus is planning for data sharing and then facilitating that through deposit, licensing and enabling reproducibility
Projects in these seven areas aren’t forced to participate. There are various reasons to opt out e.g. if results can’t be shared due to confidentiality, legal restrictions or commercial opportunities.
Opt out is available at any point. It can also apply to certain parts of the data e.g. they could share some aspects but not others.
Although DMPs are a project deliverable and not required at the application stage, proposals can include a section on data management if desired. The info suggested here is similar to the preliminary DMP, so essentially gets that started.
A Data Management Plan is often written early on in the research process to determine what data will be created and how it will be managed. Sometime you are asked for a DMP as part of a grant application, but they are useful to write regardless as it helps to develop consistent procedures from the outset.
Let’s adopt the perspective of a future data user – maybe yourself: what should your data organisation – folders with data, metadata and documentation – look like at the moment that you start sharing - outside your team - and archiving?
When you are part of a large project which has been going on for some years already, this may be obvious, but for many researchers it isn’t clear from the start.
To answer that broad question, you want to come up, at an early stage, with answers regarding:
Types and formats of data;
New and/or existing;
Expected size;
Metadata;
Documentation;
Software.
It’s no fun to do the exercise by yourself, so use this as a communication opportunity.
These are not the same thing! When the EC asks about your approach to sharing data they’re interested in the latter.
When data are stored on ‘active data storage’ they’re subject to change. Anyone with permission could edit or delete files. They may still be there in 10 years time, but this is not guaranteed.
An archive is different as the data and associated metadata is packaged up together and protected.
Backup is not the same as preservation. If you want your data to be accessible in the future, you should deposit in a trustworthy digital repository which commits to preserving it.
From the start, the DCC has offered guidance, independent of funder or discipline. EUDAT and OpenAIRE and others are developing extra guidance as well.

OpenAIRE is also worth checking out. This is an EC-funded project to provide infrastructure for open access. They’ve recently released a short video that tells you how they can help.
Essentially OpenAIRE aggregates metadata from different repositories to compile a complete list of publications and related outputs. They mine and enrich the content, de-duplicating entries and linking together publications with data, details about the project, authors, funders etc. OpenAIRE also provides a number of useful services & APIs, for example you can embed a publication list for your project in your website that is automatically updated whenever someone adds a new paper to a repository (this is harvested into OpenAIRE and pushed out to your list).
