This document summarizes Corey Harper's presentation on metadata and linked data. It discusses publishing and consuming linked bibliographic and cultural heritage data from libraries, archives, and museums. Examples are given of projects linking data from different institutions to provide richer context and enable new discovery experiences for users. Emerging roles for metadata experts are described, including curating linked open data on the web and collaborating with developers.

The Bibliographic Framework Initiative, or BIBFRAME, is intended to provide a replacement to the MARC format as an encoding standard for library catalogs. Its aim is to move library data into a Linked Data format, allowing it to interact with other data on the Web. In this session, Emily Nimsakont, the NLC’s Cataloging Librarian, will cover the basics of BIBFRAME, describe what it can provide for users of library catalogs that MARC can’t, and outline what librarians should be aware of regarding this change in the cataloging landscape.

I start with an opinionated history of the evolution of repository data harvesting since the late 1990's to the present. A conclusion is that we are currently in danger of creating a repository environment with fewer cross-repository services than before, with the potential to reinforce the silos we hope to open. I suggest that the community needs to agree upon a new solution, and further suggest that solution should be ResourceSync.
MementoMap Framework for Flexible and Adaptive Web Archive ProfilingSawood Alam
In this work we propose MementoMap, a flexible and adaptive framework to efficiently summarize holdings of a web archive. We described a simple, yet extensible, file format suitable for MementoMap. We used the complete index of the arquivo.pt comprising 5B mementos (archived web pages/files) to understand the nature and shape of its holdings. We generated MementoMaps with varying amount of detail from its HTML pages that have an HTTP status code of 200 OK. Additionally, we designed a single-pass, memory-efficient, and parallelization-friendly algorithm to compact a large MementoMap into a small one and an in-file binary search method for efficient lookup. We analyzed more than three years of MemGator (a Memento aggregator) logs to understand the response behavior of 14 public web archives. We evaluated MementoMaps by measuring their Accuracy using 3.3M unique URIs from MemGator logs. We found that a MementoMap of less than 1.5% Relative Cost (as compared to the comprehensive listing of all the unique original URIs) can correctly identify the presence or absence of 60% of the lookup URIs in the corresponding archive while maintaining 100% Recall (i.e., zero false negatives).

This keynote, at the Upper Midwest Digital Collections Conference, provides and update on the National Digital Platform and 20 projects supported to enhance it. The national digital platform is a way of thinking about and approaching the digital capability and capacity of libraries across the US. In this sense, it is the combination of software applications, social and technical infrastructure, and staff expertise that provide library content and services to all users in the US. As libraries increasingly use digital infrastructure to provide access to digital content and resources, there are more and more opportunities for collaboration around the tools and services that they use to meet their users’ needs. It is possible for each library in the country to leverage and benefit from the work of other libraries in shared digital services, systems, and infrastructure.
We need to bridge gaps between disparate pieces of the existing digital infrastructure, for increased efficiencies, cost savings, access, and services. To this end, IMLS is focusing on the national digital platform as an area of priority in the National Leadership Grants to Libraries program and the Laura Bush 21st Century Librarian program. We are eager to explore how this way of thinking and approaching infrastructure development can help states make the best use of the funds they receive through the Grants to States program. We’re also eager to work with other foundations and funders to maximize the impact of our federal investment

My colleague, (Merrick) Lex Berman, who is Web Service Manager & GIS Specialist, at the Center for Geographic Analysis at Harvard presented this as part of the Program on Information Science Brown Bag Series. Lex is an expert in applications related to digital humanities, GIS, and chinese history -- and has developed many interesting tools in this area.
In his talk, Lex notes how the library catalog has evolved from the description of items in physical collections into a wide-reaching net of services and tools for managing both physical collections and networked resources: The line between descriptive metadata and actual content is becoming blurred. Librarians and catalogers are now in the position of being not only docents of collections, but innovators in digital research, and this opens up a number of opportunities for retooling library discovery tools. His presentation will presented survey of methods and projects that have extended traditional catalogs of libraries and museums into online collections of digital objects in the field of humanities -- focusing on projects that use historical place names and geographic identifiers for linked open data will be discussed.

Building Web APIs on top of SPARQL endpoints is becoming common practice. It enables universal access to the integration favorable data space of Linked Data. In the majority of use cases, users cannot be expected to learn SPARQL to query this data space. Web APIs are the most common way to enable programmatic access to data on the Web. However, the implementation of Web APIs around Linked Data is often a tedious and repetitive process. Recent work speeds up this Linked Data API construction by wrapping it around SPARQL queries, which carry out the API functionality under the hood. Inspired by this development, in this paper we present grlc, a lightweight server that takes SPARQL queries curated in GitHub repositories, and translates them to Linked Data APIs on the fly.

Links are valuable. Links between documents, between people, between ideas, between data. Data is now a first class Web citizen, and the Web is expanding as more of these valuable networks are deployed within its fabric. Well-established knowledge organization systems like the Library of Congress Subject Headings will play a major role within these networks, as hubs, connecting people with information and providing a firm foundation for network growth as many new routes to the discovery of information emerge through the collective action of individuals. Or will they?
This talk introduces the Simple Knowledge Organization System (SKOS), a soon-to-be-completed W3C standard for publishing thesauri, classification schemes and subject headings as linked data in the Web. This talk also presents SKOS in the context of the W3C’s Semantic Web Activity, and in particular the work of the W3C’s Semantic Web Deployment Working Group where other specifications are being developed for publishing linked data in the Web, for embedding linked data in Web pages, and for managing Semantic Web vocabularies. Finally, this talk takes a mildly inquisitive look at the value propositions for linked data in the Web, and how LCSH might be deployed in the Web for better information discovery.

This presentation introduces the main principles of Linked Data, the underlying technologies and background standards. It provides basic knowledge for how data can be published over the Web, how it can be queried, and what are the possible use cases and benefits. As an example, we use the development of a music portal (based on the MusicBrainz dataset), which facilitates access to a wide range of information and multimedia resources relating to music.

The common use by archaeologists of ubiquitous technologies such as computers and digital cameras means that archaeological research projects now produce huge amounts of diverse, digital documentation. However, while the technology is available to collect this documentation, we still largely lack community accepted dissemination channels appropriate for such torrents of data. Open Context (http://www.opencontext.org) aims to help fill this gap by providing open access data publication services for archaeology. Open Context has a flexible and generalized technical architecture that can accommodate most archaeological datasets, despite the lack of common recording systems or other documentation standards. Open Context includes a variety of tools to make data dissemination easier and more worthwhile. Authorship is clearly identified through citation tools, a web-based publication systems enables individuals upload their own data for review, and collaboration is facilitated through easy download and other features. While we have demonstrated a potentially valuable approach for data sharing, we face significant challenges in scaling Open Context up for serving large quantities of data from multiple projects.

Large amounts of cultural heritage material are nowadays available through online digital library portals. Most of these cultural items have short descriptions and lack rich contextual information. The PATHS project has developed experimental enrichment services. As a proof of concept, this paper presents a web service prototype which allows independent content providers to enrich cultural heritage items with a subset of the full functionality: links to related items in the collection and links to related Wikipedia articles. In the future we plan to provide more advanced functionality, as available offline for PATHS.
A Strategic Approach: GenAI in EducationPeter Windle
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

The empire's roots lie in the city of Rome, founded, according to legend, by Romulus in 753 BCE. Over centuries, Rome evolved from a small settlement to a formidable republic, characterized by a complex political system with elected officials and checks on power. However, internal strife, class conflicts, and military ambitions paved the way for the end of the Republic. Julius Caesar’s dictatorship and subsequent assassination in 44 BCE created a power vacuum, leading to a civil war. Octavian, later Augustus, emerged victorious, heralding the Roman Empire’s birth.
