PMEs make up more than half of Singapore's workforce. During the last recession, nearly 10,000 of them were made redundant and labour economists are saying this group may again be affected as the anticipated economic slowdown looms over this region. This revealed unsettling statistics that PMEs were not insulated from such devastating economic onslaughts. In fact, anecdotal evidences indicate that PMEs could actually take longer to regain employment, and under-employment would persist for some time even after the economy recovered. Although the concept of training with incentives was introduced, there is only so much policy can help the PMEs. This has also led some researchers to question whether our education and training strategies have created an over-education but under-employment situation. With even more resources being devoted to CET for PMEs in the coming years, are we able to avoid the phenomenon of over-education-under-employment?

A new independent research report from ZZA Responsive User Environments has scotched the myth that flexible working means home-working. The report, which was supported by Regus, the world’s largest provider of flexible workspace, combines data from a global 17,000-strong business survey with in-depth qualitative interviews with business people across the world, and demonstrates that working in ‘third places’ – neither office nor home – is the new normal. These ‘third places’ encompass business centres, clubs, libraries and informal areas such as coffee shops. Moreover, the report also reveals that ‘third place’ working brings a wide range of benefits, including improved work-life balance, reduced stress and improved productivity for the employee, as well as cost-effectiveness, scalability and reduced property commitment for businesses.

Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. Removing Uninteresting Bytes in Software FuzzingAftab Hussain
Imagine a world where software fuzzing, the process of mutating bytes in test seeds to uncover hidden and erroneous program behaviors, becomes faster and more effective. A lot depends on the initial seeds, which can significantly dictate the trajectory of a fuzzing campaign, particularly in terms of how long it takes to uncover interesting behaviour in your code. We introduce DIAR, a technique designed to speedup fuzzing campaigns by pinpointing and eliminating those uninteresting bytes in the seeds. Picture this: instead of wasting valuable resources on meaningless mutations in large, bloated seeds, DIAR removes the unnecessary bytes, streamlining the entire process.
In this work, we equipped AFL, a popular fuzzer, with DIAR and examined two critical Linux libraries -- Libxml's xmllint, a tool for parsing xml documents, and Binutil's readelf, an essential debugging and security analysis command-line tool used to display detailed information about ELF (Executable and Linkable Format). Our preliminary results show that AFL+DIAR does not only discover new paths more quickly but also achieves higher coverage overall. This work thus showcases how starting with lean and optimized seeds can lead to faster, more comprehensive fuzzing campaigns -- and DIAR helps you find such seeds.

23. Tips for Networking at an Event
1. Reach Out. Optimize the Opportunity
Don‟t stay only with your friends or the people you came with. Extend yourself and reach
out to people you don‟t know or haven‟t met.
2. Break the Ice
Use neutral „small talk‟ to get the conversation going. You can use the event as a topic:
“I thought the speaker was quite animated; what did you think of her remarks?”; “This is the
first of these conferences I‟ve attended. How about you?”; “I really appreciated your
comments in the workshop. Can you tell me more about your work in that field?”; “Well, the
hockey team is young this year, but I think their prospects look good – what do you think?”
3. Introduce Yourself
„Small talk‟ is only for breaking the ice and getting started – don‟t dwell there forever.
Good eye contact, firm handshake, give your first and last name, …smile!
4. Be Generous. Make it Mutual
Share information; ask about the other person‟s interests; make it a mutually enjoyable (and
useful) conversation. Give your Elevator Speech – and allow the other person to give theirs.
5. Be Yourself. Be Genuine

Start Small and Personal
Start with gatherings of friends, family, acquaintances, and „known‟ contacts.
Get comfortable with this before branching out to other events.
Attend Gatherings That Interest You
It‟s easier to start a conversation when you have some connection or common interest with
others - for example: college events; conferences in your career field; gatherings centered
around a hobby or interest such as sports, political, religious, reading groups, etc.
Be Yourself
Effective networking is not defined by how gregarious or outgoing you are. It is the ability to
make a genuine connection. Two essential ingredients of good networking are listening and
curiosity (interest in the other person). These are particular strengths for most introverts.
Don’t Feel That You’re Imposing
You are not imposing on the other person, you‟re simply introducing yourself and asking for
information – and offering to share information as well. It‟s likely that you also have
information that may help or interest the other person!
Extend Yourself. Ask for Introductions.
You might be most comfortable talking to the one or two people you know at the
