This was the first event in a programme of work with the Republic of Montenegro to assist them improving the decision making capacities of their government through the better use of the Regulatory Impact Assessment process. In January 2012, Montenegro introduced a new requirement that all ministries must analyse whether a regulatory intervention is needed and, if so, which of the possible options is the best solution to the problem. The Regulatory Impact Assessment process (RIA) brings many benefits including government processes becoming more transparent and accountable to the public and greater likelihood of the proposed changes working, as stakeholders have been involved in the development of the solution from the outset.
The RIA process enables Governments and citizens to understand the costs and benefits of potential changes and make informed decisions about things that affect their lives. However, more could be done to improve the effectiveness of the RIA in Montenegro. At present, the quality of fiscal analysis is varied, how policies will be monitored and measured is not always explained in sufficient detail and stakeholders are sometimes unclear about how the consultation process actually influenced the development of a policy.
To support Montenegro in making the RIA system more effective this seminar enabled: 1) a review of the first year of implementation 2) the Ministry of Finance to share examples of good RIAs 3) hear practical solutions to the analytical challenges faced by Montenegro from EU Member States.

There are various sources of data that are used in the process of evaluation in that data is easily acquired in most convenient forms such that it can be used in proper evaluation that aids the best result (Long, et al 2015).
Current and Previous Data
An individual who is involved in an evaluation should start by considering data that is already available as well as the data that had been used previously. According to the program it has been out of operation for more than five years, therefore, being inactive. Knowing what program had been used by checking records that have been documented (Boulmetis et al, 2016). For example, looking at reports written previously allows the evaluator to have the whole idea.
Plan Recipient
The most convenient way to source data is when an evaluator relies on the plan or the program that the recipients have in existence. This is because this is a way that can provide a route way to achieve evaluation needs (Greene et al, 2017). Discussion together with the recipients is a better way to access information while surveys that are involved verify the whole process.
Records from observation
Images that have been recorded in various forms are essential data capturing sources (Greene et al, 2017). Some of these sources include pictures, stored clips, and videos which is the preferred data acquiring points that have been in use. This rationale provides well-elaborated information to the evaluator since well-represented data in form of images and videos that a good example of well-processed data that can be used in making the final resolution in management. However, other means of collecting data depend on the source and individuals that are being involved in their disposition and capacity to provide information (Boulmetis et al, 2016). Actual situations are preferred as they can give accountancy of the real experiences in the entire program and the reason behind occurrences.

The program evaluation is a viable mechanism that is used in schools that seek to strengthen the quality of education that they offer as well as improving the outcomes of the students. Today, many approaches that are used in the evaluation focus on education and especially about the key features of the program that will be evaluated. This paper will seek to describe the planned approach as it applied in education as well as the rationale for the strategy, description of the question areas and their rationale and finally the stockholders and the reasons they should be involved as well as the ways that can be used in obtaining their involvement.
Description and Rationale the Program Evaluation Approach
The Tylerian evaluation approach usually has a significant influence on both evaluation and education. His theory foresaw the concepts that will be used in today`s world in the improvement and multiple as the means of assessment. He defined the objectives as a way for the teachers to explain what they wanted to teach in the classes (Posavac, 2015). Through stating the goals in terms of what the students should do, Tyler believed that the teachers should plan more on their curricula so that they can be able to achieve more. Tyler eventually defined the program evaluation approach as a process of determining how best one is achieving its objectives (Jacobs, 2017). In the evaluation process, one should consider the following steps; establishment of the broad goals as well as the objectives, classifying the goals, define the objectives in terms of behavior, finding situation in which the achievement of the targets can be shown, development of the required measurement techniques, collecting the performance data and eventually compare the performance of the data with the behaviors that have been stated in the objectives.
Description of the Question and their Rationale
Some of the description questions that can be asked on the process are why is there a discrepancy? The discrepancy in education is the model that is usually used in the determination of whether a child is eligible for education. It usually refers to the mismatch between the child`s intellectual ability and their progress in schools (McKenney, 2018). This is a way that can be used in determining the different scores of the children in schools. When such conditions are evident, then it means that the child is having some challenges in their learning. The major sub-sets of the question include; Is the child eligible for special education? Is your child being evaluated for special education? Is your child having challenges in their learning? What is the ability of your child?
