U.S. Substate District-Regional Council as a Geospatial Unit of Analytical Ge...Tom Christoffel
Abstract
States and their counties or equivalents are the two major political geographies in the United States. National and State data is collected for these boundaries. When it comes to regional analysis, the states are too large and the counties too small. Metropolitan statistical areas reflect major regional economic relationships, but that focus leaves out the non-metro counties. A longitudinal analysis for MSAs over decades is not fruitful, since the underlying composition changes.
A geospatial unit of analysis that is used in many states and could be used nation-wide is the sub-state district, generically known as the regional council. Over half of the states have a complete system where the regional council is organized and may be a political subdivision. Long term analysis can be done for these State standard regions. The analyses can be used by these regions for programmatic purposes, such as economic development.
Data solutions exist for States with an incomplete system or no system. The products of these base analyses would contribute to the analysis and planning by making the existing regional networks more visible, enabling greater use of existing data and, for data like County Business Patterns, overcome confidentiality concerns through multi-county datasets. It also enables aggregation to multi-region datasets that fit the issue at hand, be it a watershed, transportation corridor or other significant geography, in state or multi-state. Today, most regional science practitioners have no awareness of the regional council networks that represent a market for their work.

With the Census in England and Wales taking place on 21 March 2021, we created a programme of webinars to showcase our plans for design and quality assurance. The series, which was carried out through November and December 2020, included a high-level introductory overview as well as 'In Focus' sessions that outlined specific aspects in more detail. These webinars gave attendees the opportunity to ask questions and provide feedback.

When developing your First Steps plan (and when applying to other funders) it is important to have good evidence of what your area is really like. Statistical information collected by various public bodies can be an excellent way of doing this.
This guidance provides information on: Why statistical data about your local area is important, what statistical information is available for public use, and how to find & present data about your local area.
Census data can provide a unique picture of local communities, by providing information on indicators such as household income levels, the age and education-level of a population, the race and ethnic makeup of a community and how a population has changed over time. This type of information is particularly useful when trying to write a grant proposal to demonstrate the need for resources within a community, or when trying to assess the needs and issues of a community. This session will explain how to access census information and use it to create maps and graphics to visualize the information being written about in proposal submissions.

Libraries have been offering programming for decades, and in many cases the model has been, "Let’s plan a program, promote it, and see who shows up." This approach hasn’t changed much, even with social and technological changes, not to mention the pandemic and streaming programs. Program planning with a marketing mindset starts with identifying your customer’s needs and wants, then developing programs and services to meet those needs and wants. We’ll discuss how to use research – quantitative and qualitative – to plan and market programs that will engage your customers. We’ll talk about "bundling" programs and services for different audience segments. We’ll also cover how this more strategic approach can save time and resources for your library.

While every library is unique, they all seem to share one thing in common: they could use more money! Grant funding might be the just thing to help buy technology for STEM programming, get a new service initiative off the ground, or complete a renovation. But applying for grants can be overwhelming – and that’s assuming you can even find one for which you qualify. This session aims to introduce you to the tools to make the grant application process more easily navigable. In this session, Kathryn will provide tips for putting your best foot forward when it comes time to submit your proposal. Handouts include a roadmap to success and descriptions of various sections of the application.

Have you wondered if your library's website needs some work? How do you decide that, without being subjective? How do you know what to measure, or how to measure it? There are many current standards for content, images, navigation, usability, and more that can be readily applied to your website, allowing for a more objective analysis of what you currently have. A website audit can provide a valuable framework, especially before beginning a full or even partial redesign of your library's site. Learn about data-based principles that can guide your future work and discover some tools that can provide concrete specifics for elements that may need attention.

2024.06.01 Introducing a competency framework for languag learning materials ...Sandy Millin
http://sandymillin.wordpress.com/iateflwebinar2024
Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

Why Census Data?
Local communities depend on information from the
American Community Survey (ACS), as well as the 2020
Census, to decide where schools, highways, hospitals, and
other important services are needed. The data collected
through the ACS and the Census help determine how
to distribute more than $675 billion of Federal funding each
year…. Data=Dollars.

American Community Survey
Social/Economic Data
The American Community Survey (ACS) is the nation’s
most current, reliable, and accessible data source for
local statistics on critical planning topics such as:
• age
• number of children
• veterans
• commuting
• education
• Income
• employment

American Community Survey/2020 Census
American Community Survey
• Conducted every month and year
• Sent to a SAMPLE of addresses (about
3.5 million per year) in the United
States, District of Columbia, and
Puerto Rico
• Asks questions about topics not on the
2020 Census, such as education,
employment, and transportation
• Provides current information about
communities every year
Decennial/2020 Census
• Conducted every 10 Years
• Counts every person living in the U.S.,
District of Columbia and the five U.S.
Territories
• Shorter list of questions, such as age,
sex, race, and owner/renter status
• Provides an official count of the
nation’s population
7
ACS Features
• Surveys a sample of 3.5 million addresses per year and
informs Federal government spending of over $675 billion
• Covers over 40 topics, supports over 300 evidence-based
Federal government uses, and produces 11 billion
estimates each year
• Three key annual data releases
• 1-year Estimates (areas w/ population of 65,000+)
• 1-year Supplemental Estimates (areas w/ population
of 20,000+)
• 5-year Estimates (all areas) Ideal for analyzing data for
small population groups

ACS Dataset Focus
5-Year Estimates
• Describe the characteristics over a specific period,
not a single point in time
• Data are pooled across 60 months, weighted to
produce estimates, and controlled for age, sex, race,
and Hispanic origin
• 5-year estimates are NOT an average of 1-year
estimates
• Estimates are based on geographic boundaries
(“vintages”) as of the last year in the 5-year period
• Dollar-value estimates are inflation adjusted to the
most recent year for the period

11
Comparing 5-Year Estimates
• Only compare non-overlapping time periods
• 2015-2019
• 2010-2014
• Only compare 1-year estimates to 1-year and
5-year estimates to 5-year
• Compare across geographies and
subpopulations
• Compare percentages, means, medians and
rates instead of totals whenever possible
12
Margin of Error
• It is very important to consider the margin of error (MOE). The ACS publishes
them as a part of most data tables.
• MOE describes the precision of an ACS estimate at a given level of
confidence. The confidence level associated with the MOE indicates the
likelihood that the ACS sample estimate is within a certain range of the
population value.
• MOEs for published ACS estimates are provided at a 90 percent confidence
level.
• A higher margin of error in statistics indicates less likelihood of relying on the
results of a survey or poll, i.e., the confidence on the results will be lower to
represent a population.
