M&E for Adaptation Projects
• We built an M&E System to evaluate the progress
of Adaptation projects being implemented and
projects on the way to start implementation.
• Due to lack of capacity and limited qualified
human resources, we didn’t reach the level of
developing specific indicators to major the
effectiveness and efficiency. Is a simple excel
database that can be managed by people using it.

Gaps Observations
• The system is being used to monitor and
evaluate a GEF funded project on Early
Warning System in the south side of Angola
(Cunene Province), an area affected by severe
droughts in one side and floods on the other
side.
• The project started in 2015 and aims to
promote and develop resilience to CC impacts
in order to reduce disasters risk.
• Because of its simplicity, this system is more a
tracking process and not exactly a measuring
results process.
• But allow us to have a clear idea of the
progress of the project.
M&E System on NAP
• NAP process is complex and can not be
monitored and evaluated by simple system.
• We are working to make this system much more
efficient and effective by using the PEG Tool
which allows to carryout a continuous and more
complete evaluation and monitoring process
from the formulation to the implementation of
adaptation projects, programs and policies.
Outcome
• From this system we get an annually report as
a result.
• This report is suppose to provide information
to help the Government and agencies or
partners on formulating of programs, policies
or projects.
• We expect to identify gaps if there are some.
Lessons learnt
• It doesn’t matter the conditions we have to
make things work, we have to find a way to
make things work and to achieve good results
and find a way to always make things better.
