when the work is finished.
3.2 Maintenance of IDS
bypass bridge
Mr. Byrns confirmed that the city of Montreal is assessing the pros
and cons of this option and that the results of the analysis will be
presented to elected officials once available.

3.3 Lake sturgeon migration Three fishways (3 m x 3 m) have been created to facilitate the
sturgeons' movement. Today, the first American eel, a species with
special status like the lake sturgeon, was caught. No lake
sturgeons have been caught as yet. Information in this regard will
soon be available on the website.
Mr. L’Heureux stated that local fishers have noticed that the fish
have moved since construction began, but are as abundant as
ever.

Lawrence
The average depth of the St. Lawrence ranges from 4 m to 5 m.
For example, at the end of the jetty, the water is 5.5 m deep.
3.5 Impact of closures (IDS–

and École Monseigneur-
Richard coming from IDS
Ms. Campeau specified that first responders have been properly
informed of the closures and the detour routes via Atwater. For
users of these institutions, SSL notes that it would be worthwhile to
let them know. The Verdun Hospital will be contacted regarding the
closure on the weekend of June 3–5.

and pedestrians and will publish the information on the web.
3.7 Impact of the Gaétan-
Laberge closure on STM
bus 12 connecting Verdun
to IDS by Gaétan-Laberge

SSL has already informed the STM and the information regarding
the changes should be available soon. From Verdun to IDS, the
same route will be used. However, from IDS to Verdun, the route
will have to be changed to use the Atwater interchange.
3.8 Noise impact from
widening A15 South and
choice of asphalt type
Sound walls are planned for the new highway, which should
significantly improve the area's sound environment, as there is
nothing there right now. The acoustic studies take into account a
number of criteria when determining the location of sound walls,
including the driving surface.

3.9 Impact of the disruption
on Boul. de L’IDS,
maintenance of the lanes
on Clément Bridge and
reasons for disruption
Ms. Campeau explained that a temporary workaround is being
created toward A10 to compensate for closure of the small ramp
and to give priority to traffic coming from IDS. SSL will maintain a
single lane in this area and will conduct closure tests over the next
few weeks to follow up. This lane loss on Boul. de L'IDS will be in
effect for one year. These disruptions are part of reconfiguration
work for the urban boulevard at Gaétan-Laberge.
3.10 Wellington closure and
pedestrian traffic in the
Rue May area
Two weekend closures are planned for Rue Wellington under the
bypass. A pedestrian corridor will be created between Rushbrooke
and Wellington.
3.11 Details on the highway
profile
The highway profile will be pretty much the same, but the slope
between the LaSalle overpass and Wellington will be less steep
because the highway will be about 1 m higher. From an urban
integration standpoint, it is better to keep the highway at this height
to avoid hemming in the area.
3.12 Number of lanes on L’IDS
Bridge
Four lanes are planned southbound and for northbound,
Infrastructure Canada is considering using the service lane as the
fourth lane.

3.13 Closure of the Seaway
dike bike path
Due to health and safety concerns, a portion of the Seaway dike
bike path will have to be closed from late fall 2016 (date to be
determined) until the end of the work. Discussions have been held
with Vélo-Québec, the St. Lawrence Seaway Management
Corporation, the city of Brossard and the Société du parc Jean-
Drapeau.

3.14 Follow-up on a request for
a passage between Le
Sud-Ouest Borough and
the river and an access to
the canal
Duly noted. This matter is currently being reviewed by the city of
Montreal.

3.15 Demolition of Champlain
Bridge, duration and cost
Demolition of the existing Champlain Bridge is not included in the
SSL contract. This other project, which will last from 2 to 4 years,
will have its own impacts. How will demolition be carried out? By
barge, on the water, with jetties? Nothing has been determined for
the time being and this will be specified in the request for proposals
and when the contractor is known.
3.16 Reasons for building a
temporary bypass bridge
Because the IDS bridge was at the end of its useful life, an
alternative was needed to divert traffic during construction of the
new corridor. For a number of technical reasons and to create the
required work space, the bypass bridge was built with a lifespan of
35 to 40 years.
3.17 Impacts because house is
located very close to the
worksite: vibrations, noise
and dust
Under the partnership agreement, SSL is bound to respect criteria
for noise, vibrations and dust, and these levels are monitored
regularly.
Mr. Jarry specified that their teams conduct regular checks and an
independent engineer is the third party who reviews the results and
studies.
Mr. Genest stated that SSL is listening and is always looking for
solutions to improve things.

3.18 How the LRS
announcement affects the
project
For now, the planned route for IDS is to build a corridor parallel to
the bypass bridge. The project runs through several properties
under federal, provincial and municipal jurisdictions, which requires
coordination.
Mr. Jarry emphasized that coordination activities for the light rail
system (LRS) following the project launch by the Caisse de dépôt
et placement du Québec Infra (CDPQ Infra), called the Réseau
électrique métropolitain (REM), are more frequent to ensure that
the new bridge can technically support the LRS. The official launch
date is still not known. There will be dedicated public transit routes
during construction of the LRS whatever the CDPQ Infra decides
for the LRS.

Mr. Cardin explained that further to the meeting with the mayor of
Verdun and local residents, a report will be prepared and
presented to the Mayor so that a decision can be made in light of
the opinion of the local residents. Tonight's comment will be taken
into account.

The sound walls should be installed once the work to widen A15
South is completed. At the next Good Neighbourly Committee
meeting on June 15 at the Centre communautaire Elgar, a
presentation will be given specifically on sound walls.

3.21 Progress with GHG
offsetting
Mr. Jarry said that SSL has identified projects that are currently
being validated by Infrastructure Canada. However, he stressed
that GHG offsetting—although very important—is not part of the
project's critical path and will be addressed at the appropriate point
in time. More details will be provided at a later date.

3.22 Clarification for the fourth
lane
Southbound, one of the four lanes will be used for circulation
between Verdun and IDS. Northbound, analyses are in progress to
determine whether the shoulder can be recovered for use as a
fourth lane.

that planning reflects the
effect of bridge demolition
on riverside residents
Duly noted. This will be communicated to the authority in charge,
i.e., JCCBI.

3.24 Future of the bypass
bridge and consultation
process
Mr. Byrns explained that the technical teams are currently studying
the options for the bypass bridge. Once the results are known, they
will be communicated to elected officials.
Mr. L’Heureux took note of the question and will make sure that
residents have a say on the future of the bypass bridge.

3.25 Site of the future LRS
station, safe access for
pedestrians and
importance of consulting
citizens
Neither SSL nor Infrastructure Canada are responsible for the LRS
station. SSL is responsible for creating a space where the future
station can be built and where a number of development options
are possible, but under the responsibility of CDPQ Infra.
Mr. L’Heureux took note that residents wish to be consulted and
there will be follow-up to ensure their perspective is considered.

4. Adjournment
4.1 Next meetings The next Good Neighbourly Committee meeting, which is open to
the public, will be held June 15 at L’Île-des-Sœurs (Centre Elgar)
and will address the topic of sound walls for the Verdun / Le Sud-
Ouest area. The next public information meeting will take place
next year at the beginning of the 2017 construction season.
