                                                                    STANDARD OPERATING PROCEDURE No. 3
The use of ride-on mobile plant can give rise to significant risks on our sites and in the surrounding streets. Where such plant is the subject of a recognised training registration
scheme (ie CPCS, IPAF, RTITB or AITT) then this procedure shall apply.
Ride-on mobile plant

Ride-on mobile plant includes all items of plant, either wheeled or tracked, on which the operator rides. It includes, in addition to the obvious plant, items such as ride-on rollers,
MEWPs, piling rigs and mobile cranes but not fixed cranes (eg tower cranes).

Authorisation - Overview

    1.   No operation of ride-on mobile plant is permitted unless the operator has been authorised to do so by Miller Construction.
    2.   Authorisation takes place at two levels.
          ‘Initial Authorisation’ – which is gained if the operator presents proof of ’card holding’ and demonstrates familiarity with the plant to be operated; AND
          ‘Daily Authorisation’ – which is required to ensure adequate control of traffic management risk on site.
    3.   Names of those authorised to operate plant, and the categories of plant covered by that authorisation, will be held on the site Register of Authorised Ride-on Mobile
         Plant Operators
    4.   Authorisation is undertaken only on a site by site basis. No multi site authorisation is permitted.
    5.   The Miller Construction employee responsible for ensuring authorisations take place in accordance with this procedure is identified within the site Roles and
         Responsibilities Chart.
    6.   Miller Construction personnel below Regional Director have no authority to waiver any requirement within this procedure.

Authorisation - Prerequisite for Card Holding Required

Authorisation will require production of either:

        An accepted training registration scheme card; OR
        A photocopy of an accepted training registration scheme card authenticated by the employer (pre-arranged circumstances only – see ‘Initial Authorisation Process’ below)

Note : Card holding is compulsory for operators of ride-on mobile plant. No cover letters or other evidence of training can be accepted by our personnel.

The ONLY accepted training registration schemes are:

        CPCS        Construction Plant Competence Scheme                    RTITB     Road Transport Industry Training Board          (Industrial forklift truck & lorry loaders only)
        IPAF        International Powered Access Federation                 AITT      Association of Industrial Truck Trainers        (Industrial forklift truck only)

‘Initial Authorisation’ Process
    1. The operator will present themselves and their relevant scheme card, or an employer verified copy thereof, to Miller Construction.
            Employer verified copies of relevant scheme cards are only acceptable if:
                  a. there is a good reason why the actual card cannot be produced on site; AND
                  b. the provision of a photocopy has been pre-arranged; AND
                  c. the Miller Construction person making that arrangement has satisfied themselves that records to be provided are likely to be authentic; AND
                  d. the Miller Construction person responsible for plant authorisations on site has been pre-notified; AND
                  e. any photocopies produced are clearly legible and include images of both the front and the back of the card.
            A failure on ANY of the above points will render the operator ineligible to be authorised at that time.
            Miller Construction personnel are NOT permitted to accept cover letters, pass certificates, or any alternative evidence of training.
    2.   Miller Construction will:
            Ensure the operator can demonstrate familiarisation with ALL CATEGORIES OF PLANT authorisation is being sought for at that time. Plant Familiarisation Record
             Where the operator cannot demonstrate familiarity with an item of plant they cannot gain ‘Initial Authorisation’ at that time. The operator should instead be referred to
             the manufacturer’s guidance and should familiarise themselves with its contents and the operation of the plant – particularly the whereabouts and operation of its
             essential safety features and mechanisms. They should then re-present themselves for ‘Initial Authorisation’.
            Enter the operator’s NAME and CATEGORIES OF PLANT BEING AUTHORISED FOR USE in the Register of Authorised Ride-on Mobile Plant Operators .
            Retain the Plant Familiarisation Record(s) on file.
            Retain a copy of the card / verified photocopy of the card on file.
            Explain the ‘Daily Authorisation’ process.
‘Daily Authorisation’ Process
    1. The operator will conduct a daily plant inspection, record the findings on the Permit to Operate Ride-on Mobile Plant , and present them to Miller Construction.
    2.   Miller Construction will:
            Brief the operator on traffic management arrangements, zoning and restrictions in place that day.
            Issue any relevant Permit to Dig.
            Issue an ‘Authorised Plant Operator’ tabard and the plant key to the operator. (the tabard is usually orange with ‘Authorised Plant Operator’ printed on the back)
            Complete the Permit to Operate Ride-on Mobile Plant to authorise operation of specified plant for that day.
    3. The operator will return the plant key, any Permit to Dig, and the ‘Authorised Plant Operator’ tabard to Miller Construction either when THEIR operation of the plant has
       finished for the day OR when use of the plant has ceased for the day.
         Where there are to be multi-users of a single item of plant during the day then all those operators must be authorised that day. They must all attend the Miller Construction
         briefing (No. 2 above) and sign the Permit to Operate Ride-on Mobile Plant. Their employer will nominate one of them to be regarded as the ‘key holder’ and the ‘key holder’
         will be in charge of key control during the day and responsible for its return to Miller Construction at the end of the day.
Disciplinary Code
Unauthorised use of plant is a Red Card offence. Where this has happened with the express or tacit consent of any other person that/those other person(s) will also be subject to a
Red Card. Where this is a Miller Construction employee they will be subject to internal disciplinary procedures.
