This document proposes establishing dedicated help centers called "Suraksha" to support women victims of crimes through a public-private partnership model. The centers would provide counseling, legal assistance, and rehabilitation opportunities to encourage reporting of crimes and empower victims. A pilot program in select cities would require 300 employees and about 25 crore rupees in funding from private partners in return for brand promotion. The goal is to create a more victim-centric system that improves safety, legal recourse and social reintegration of women.
