- 2. India contributes 17% of the world’s female population (2010) still a major part of this population doesn’t feel safe in their home State. What exactly have gone wrong… Incidences like Delhi and Mumbai Rape Case has defamed the image of our Country at the global platform. It strike us not only socially but also economically since the foreign tourists hesitation led to decline in the Nations’ income. Source: National Crime Records Bureau (NCRB) 1. Crime rate increases with silence: • As per AHRC (Asian Human Rights Commission) report majority of women assault cases in India go unreported because of shame and embarrassment. • Hypothesis: Investigators are insensitive and incompetent in dealing with such situations. 2. Low Conviction rate discourage reporting: • Of the 600 reported cases of rape in Delhi last year, there has been only 1 conviction. • Hypothesis: Law enforcement has loosen its credibility because of sluggish delivery 3. Unawareness of laws encourage victimization: • Lack of basic knowledge about the laws make women vulnerable • Hypothesis: Women are uneducated, illiterate and therefore, unable to report crimes. 4. Inadequate Rehabilitation Provisions: • No provision for counseling and employability for the victims • Hypothesis: Most Women lacks Financial Independence and courage to face the society.

Developing a Dedicated Help-centre (Suraksha) for women based on PPP model • Being an Independent Body it’ll provide the much needed support and encouragement to the victims. • Educating and assisting the victims in taking action from various options provided to them by the law. • Providing Counseling and Rehabilitation opportunity. Dedicated Help-centre (Suraksha) • Deploy funds especially CSR funds of the companies for the establishment of the Help-centre. • Complement the Law Enforcement system with the Privately run Help- centre • Draw Social workers, retired officials and volunteers from the companies for giving training. Implementation Model • Cost efficient and effective system for developing a pro-active model. • Amalgamation of efficiency (Privately run) and authority (Government support) will lead to better result Advantages over the existing system Proposed Solution

Strategic Alliance with the private firms will bring the necessary professionalism and management expertise in the services Strategic Alliance Establishment • Start the project in cities like Vijayawada, Kota, Jaipur etc as a pilot project. As the crime rate in these cities are much higher as compared to the average and workforce required for the project will also be cheaper. Training • The project require 3 – type of employee sets: 1. Reporting Staff 2. Counselors 3. Trainers • These positions can be filled by: 1. Young graduates 2. Retired professional/ Defense Personnel 3. Philanthropist Recruitment Employees associated with this project should be trained in following aspects: • Complete knowledge of laws related to women assault. • Good communication skills (Hindi, English & Local language) • Computer & IT skills • Stress management skills • Good interpersonal skills

Challenges and Risks Concept Risk Government or corporate do not see the viability of funding this model Professional may find better paying jobs and switch quickly Victims may not be interested in learning new skills Implementation Risk Difficulties will arise while integrating government and corporate entities. Difficulty in imparting new skills to mature un-educated people. Difficulty in finding relevant courses for employability Mitigation factors • Funding from other sources or self funded model via training fees • Tighter integration with formal education • Advertising/ Awareness Campaign • Tie-ups with other vendors for providing venues and offline registration/ interaction channels • Tie-ups with placement agencies • Tie-ups with industries for internships/ articles hips • Bringing in industry leaders/ NGOs for curriculum and training inputs

Conclusion • In a scenario where the citizens of a Nation are scared about their safety it’s necessary to take some strong actions. • Victims want their problems to sorted out instead of getting bashed at every step of getting justice. • Thus a solution is required where the victims don’t feel uncomfortable and are provided with much sought after assistance. • A Dedicated Help-Centre will provide all such solutions. • It can be accessed through mobile, internet or one can go and formally visit the place. • The employees will be empathetic and genuinely provide help to the victims.
