Primary care in England is transitioning to become accountable for commissioning local health services through Clinical Commissioning Groups (CCGs). [1] CCGs must go through an authorization process to gain statutory status by April 2013. [2] This process involves demonstrating financial balance, patient safety, leadership ability, and a credible plan for continued service delivery and redesign. [3] Julian Given discusses the authorization timeline and requirements, emphasizing the need for CCGs to show a track record of managing budgets, current projects, and relationships to ensure a smooth transition.
M Linden provides a presentation summarizing Second Life's growth and future plans. Second Life grew linearly from 2006-2009 but is coming out of a trough period. Usage and transactions are growing while crashes and downtime are decreasing. Second Life is a leading platform for creativity, collaboration, community and commerce, with a growing user base and content. The presentation outlines plans for Second Life 2.0, which will focus on making the platform easily accessible, broadly relevant, social and interconnected through new tools and apps to support the creator and business ecosystem in an exponential rather than linear way.
USDA issued its latest forecasts for 2013 beef, pork, and poultry production in April. The biggest revision was a reduction in the beef production forecast of 230 million pounds or 0.9% to 24.976 billion pounds total. This likely reflects expectations for reduced cattle slaughter and slower weight gains in the second half of the year due to smaller feedlot placements. Imports were forecast to be up 0.4% while exports were down 0.6%. Per capita beef consumption in 2013 is now forecast to be 55.7 pounds, down 2.9% from 2012 despite reduced availability.
This research uses data visualization and social network analysis to analyze laboratory test ordering patterns in the outpatient system in Nova Scotia, Canada. Over 900,000 records from 2009-2011 were analyzed. Seasonal patterns were identified with fewer tests ordered on holidays. Network maps showed connections between clinics based on shared patients. While a few clinics accounted for 10% of tests, they appeared central in connecting other clinics. Even simple visualizations provided useful insights for health managers.

This document discusses Coelba's energy efficiency projects focused on low-income communities in Brazil. It describes how Coelba implemented projects to replace old refrigerators and lighting with more efficient models, which reduced customers' electricity consumption by up to 50% and bills by 65%. On average, monthly consumption dropped from 100 kWh to 70 kWh. The projects improved collection rates, reduced commercial losses, and generated funds from recycling old appliances that were invested in income generation programs.

The document provides a summary of the evaluation of EU public procurement directives. It finds that the directives are effective in increasing transparency and competition, resulting in estimated savings of 2.1-4% of contract values. However, cross-border procurement remains low and there are differences in implementation among member states. The directives are also found to be relevant, efficient and consistent with other EU policies, but with room for improvement regarding costs and unintended consequences. Overall, the directives are seen to provide EU added value by facilitating the single market, though greater coordination is still needed due to implementation differences.

This document discusses efforts at Manchester Metropolitan University to enhance the student experience through digital learning and transformational change. Key points include developing a new curriculum with fewer but clearer learning outcomes and more formative assessment. A learning technology review led to migrating courses to a single virtual learning environment for consistency. Student voice was embedded through surveys and giving program/module leads and personal tutors access to analytics dashboards. The goal was a joined-up, personalized, consistent student experience wrapped around the learner through integrated cloud services and a data warehouse collecting usage data. Continuous monitoring and improvement was emphasized to systematically address student dissatisfaction.
This document outlines the Campus Improvement Plan for THJ Campus. It includes 6 goals and strategies to improve student academic performance. The goals are to provide an appropriate curriculum, encourage innovative teaching methods, eliminate achievement gaps, offer post-secondary pathways, maximize success in advanced courses, and successfully migrate from TAKS to STAAR testing. The strategies include improving instruction, providing teacher training and collaboration time, increasing parental involvement, targeting at-risk students, and ensuring STAAR readiness. Progress will be monitored through bi-monthly leadership reports and student performance benchmarks.

Professionals spend over 9,000 hours monthly and favor C++, Java, and C#. TopCoder provides an online community for programmers around the world to improve their skills and compete for cash prizes.
The document provides an economic recovery index for Ireland in February 2013. Some key points:
- The economic recovery index increased from 16.9 in February 2012 to 21.8 in February 2013, indicating continued positive momentum in the recovery.
- However, consumers remain reluctant to spend or borrow despite the improved economic outlook, and domestic breakthroughs may be needed to boost micro-level behavior.
- The index ranges from 0-100, with higher numbers indicating closer to peak economic conditions before the recession. The weakening in late 2012 has reversed going into 2013.
This document summarizes consumer survey data from January 2013. It finds that consumer confidence remains fragile, with only 35.3% confident in the economy. Many consumers do not think the economy will ever fully rebound from the crisis. Most plan to be more price conscious and spend less dining out in response. Looking ahead to 2013, consumers plan to focus on paying down debt and increasing savings over the next three months. Spending plans for the first quarter of the year remain lower than pre-recession levels in most categories.

Clever, but are the students using it?
โข Moodle became institutional VLE on Sept 1, 2011
โ 35,500+ users by October
โ 5 million+ activities by October
โ 560,000+ timetable hits in 26 days
โ Higher smartphone traffic than anticipated
โข And has it impacted positively on student experience?
โ Anecdotally / Twitter : Yes!
โ NSS : we look forward to finding out
