2. Local Agenda 21 is a local-government-led, community-wide, and participatory effort to
establish a comprehensive action strategy for environmental protection, economic prosperity and
community well-being in the local jurisdiction or area. This requires the integration of planning
and action across economic, social and environmental spheres. Key elements are full community
participation, assessment of current conditions, target setting for achieving specific goals,
monitoring and reporting.
Local Agenda 21 started from Earth Summit Trial at Rio de Janeiro, Brazil, 1992. LA21
focus on earth nature and balancing development with sustainability. It is the global
sustainability development act program and number 21 in this agenda shows the century of 21.
Malaysia is one of more 178 countries that have been agreed with LA21. LA21 consist of 40
chapters that have connected with sustainable development, and one of the chapters – Chapter 28
– about “Local Authorities’ Initiatives in Support of Agenda 21”.
From LA21, civil society should collaborate each other to plan and manage their
environment to the sustainable development. They can involve identifying and relating
sustainable development issues, planning acts for handle these issues and implement these act
planning.
Basic approach of the program is bottom-up approach – from society to government.
Means, their own society will join to determine act planning for each area. For example, local
residents directly involved to handle any talk, workshop or activity that has related to local
issues. Some of related issues like drainage system and flashflood, air and water pollution,
transport and traffic system, housing area, social issue in the community and so on.
LA21 have benefits either to individual, company or association, and government
representative.
1. As individual
a. Your opinion will be considered into planning and progressing the
programs to improve your life quality
b. Local authorities will be more efficient and responsible towards your
needs
c. More comfortable environment and high life quality
d. Improve the feeling of love and proud to your environment as much as
more responsible to your nature
2. As company or association

3. a. Improve your company image as a society or corporate association that is
responsible and responsive to the needs of local communities and
stakeholders other
b. running programs more efficiently because of the cooperation of other
stakeholders
c. opportunity to plan and manage the development environment of our area
along with local authorities
d. opportunity to provide input into the policies and methods of operation
that affect the local environment and quality of life of local communities
e. opportunity to serve the community
3. As representative of the government
a. enhance mutual understanding between the community and the
government
b. increase community support to programs that would be beneficial to all of
community
c. enhance the image as the representative of the government who practiced
good governance better with public participation, transparency, sensitivity,
consensus, effectiveness and efficiency, greater accountability and
strategic vision
There are steps on how to enhance the LA21 implementation, such as:
1. Community vision: a vision with the community through workshops or seminars
2. Joint venture: establish committees based on LA21
3. Study of the issue with the community: identify local issues based on the vision of
a society that has been formed. examine these issues with the community
4. Formulate a plan of action: consensus, set objectives, targets and measures taken
by the society
5. Implementation and monitoring: implement a plan of action through programs
and projects agreed. By strengthen the collaboration, monitor activities and
progress
6. Evaluation and feedback: evaluating indicators. announced the results of the
LA21 action plan
There are partners of joint venture for LA21; the society, local authorities, and private
sector. LA21 will be a sustainable development by espousal of them. The society can join
organizations, programs and activities in an environmentally and socially in their area. Don’t
forget to contact the local authorities to participate in programs for environmental and social. But

4. the most important; not only for society but for ourselves too, nurture our family and friends to
love the environment.
The relationship between LA21 and urban-rural development can be seen from
development planning preparation aspect. Publicity for structural and local plan is an
involvement of local authorities directly to urban-rural development. Residents are also involved
in development controls enforced by the local authorities; the public may object to or express an
opinion on a development or development in the local area based on specific grounds. The local
authority is the local planning authorities for the area of jurisdiction, thus indicating clearly do
LA21 with town and country planning.
Implementation of LA21 in this country showed support of Malaysia for Earth Summit
Declaration in Rio de Janeiro, Brazil, in 1992 towards sustainable development. To ensure its
implementation may be used in all local authorities, the cooperation of all parties should be
enhanced especially the commitment of the local authorities themselves, supported by the
Ministry. Through the implementation of planned & organized, living environment in the area
can be improved for mutual benefit.
