This document presents a framework for evaluating urban environmental welfare (UEW) in Chinese cities. It defines UEW as representing the relationship between people and their environment as well as human well-being. The framework includes 6 sub-indices and 18 indicators to measure UEW. Analytic hierarchy process and cluster analysis were used to evaluate UEW levels in 46 Chinese cities. The results found that cities in southeast China generally had higher UEW levels than those in northwest China. Shenzhen had the highest overall UEW index of 0.73, while Haerbin had the lowest of 0.43.
