In Tier 1 we have the LCs
already achieved the TOP in
the first program, in Tier 2
the LCs have achieved the
TOP in the second program,
in Tier 3 all the LCs have at
least one program in GRO
and in Tier 4 all the LCs have
all the programmes in POT.
