A Strategic Approach: GenAI in EducationPeter Windle
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. 2. Purpose and Contents of Delegation Journey
The Technical Cooperation programme “Strengthening Management Capacities for International
Cooperation” is being implemented by the GIZ on behalf of Germany’s Federal Ministry for
Economic Cooperation and Development (BMZ) and Department of Economic Affairs, Ministry of
Finance. A major component is the ‘Long Term Action Learning Programme’, for which one of the
potential partners under consideration is the Lal Bahadur Shastri National Academy for
Administration (LBSNAA), Mussoorie.
The first contact with the Lal Bahadur Shastri Academy was made in October/November 2012 when
Prof. Ram Kumar Kakani was nominated by LBSNAA on request by GIZ Bonn, to participate in an
innovation lab. In February/March 2013, when the team of GIZ HCD Unit had made the collection
of ideas on competencies required for effective International Cooperation, the same was shared
with LBSNAA. During these discussions, the urge to co-create a competency based leadership
module was shared by LBSNAA. After another follow-up meeting in Delhi (June 2013), it was
agreed that a delegation from LBSNAA would visit Germany to share and exchange experiences in
adult learning approaches (especially on Leadership Modules) and meet with relevant institutions in
Germany which deal with advanced training.
Accordingly, a delegation of Senior Officers from LBSNAA was invited to Germany from 20th – 25th
October 2013 to:
Participate in expert round and bilateral meetings on transformational learning and
innovative leadership formats in adult education
Interact with German institutions concerned with training of civil/administrative service
Prepare grounds for cooperation with GIZ for co-creation of leadership training modules
The purpose of the Delegation Journey was to enable a fruitful exchange between representatives
of LBSNAA and AIZ on various issues within the framework of competency-based learning
approaches and their conceptual challenges. It furthermore is used to connect leading training
agencies in an innovative training knowledge network. The visit is organized under the
“Strengthening Management Capacities Programme for International Cooperation” (GIZ in
cooperation with Department of Economic Affairs, Ministry of Finance, Government of India).
The focus of the study tour is on:
- Transformational learning issues
- Competency-based learning approaches
- Leadership Development approaches & formats
- Didactical innovations in adult education
- Learning with new social media
Besides the opportunity to enter into plenary discussions, the delegation journey gives the
representatives of LBSNAA the opportunity to engage into dialogues on a personal level with
different members of AIZ and GIZ. Furthermore, a visit of the dbb-academy, a training institute of
the German public administration provides an opportunity to share experiences with a German
training hub of the public sector. The tailor-made dialogue and exposure visit is envisaged to
prepare the ground for further cooperation and collaborations.
A brief report capturing the highlights of the various meetings and discussions held during the
delegation visit is placed below.

Session objective:
Mutual learning about AIZ and LBSNAA approaches towards transformational learning (Bad
Honnef)
After a short note on the context of the visit, the delegation was given an
overview of the agenda of the Sharing & Exploring tour.
The beginning was made with a short presentation on GIZ, followed by
introduction of AIZ:
Development of AIZ as transformational learning academy
Vision, mission, mandate, challenges
Transformational learning approaches
Effective services/learning solutions for facilitating transformational
learning
Mr. Chopra introduced the LBSNAA – highlighting the changes and
developments since last few years, the mandate of the LBSNAA, its strengths
and the challenges. A clear reference was made to the need of designing
effective learning solutions for the various levels of officers addressed by the
LBSNAA; especially with respect to leadership modules.

Post lunch session started with sharing of the selected International
experiences of the AIZ, especially with respect to
Brazil (shared by Mr. Broicher) and
Tunisia (presented by Mr. Hansewinkle).
A 10 minutes session was taken to introduce the dummy (the very first cut) of
the self-assessment tool, which is planned be applied in the Action learning
and Exposure Programme as a trigger to motivate participants reflect on their
competencies.
A journey to learning landscape of the AIZ was organized by Ms Ulhman and
the LBSNAA officers experienced parts of the landscape. The competency
framework and didactical approaches applied by the AIZ and its application in
self-assessment as well as designing path for learning was discussed in
details.

Session objective:
Deepening the understanding of AIZ learning solutions by visiting AIZ units (Bonn)
E-Academy Unit : Services & learning with new social media
The GIZ E-Academy presented the concepts on “Knowledge Sharing and
Learning with New media”. The presentation drew great interest from the
delegation, especially as the LBSNAA is currently not present in this
frame. The key questions asked included:
What triggers self-learning
Are there tools to monitor and check the progress made by the
participants
How can the participant incentivized or de-incentivized for their
participation in e-learning
Are there existing systems to provide certifications to participants
who successfully complete the e-learning programmes;
Are there possibility of linking the e-learning into the credit systems
The in-depth discussions led to a number of interest areas for the
LBSNAA. These includes the following:
LBSNAA would like to explore with GIZ, the possibility of creating a
platform which can
o capture and manage knowledge generated by ‘virtue of
varied experiences’
o allow peer learning and peer advice
o form community of practitioners
LBSNAA would like to explore possibility of effectively integrating
E-learning solutions for in-service programme – as a measure of
saving time and money. The platform in such case can provide:
o Platform for constant connect for addressing challenges of
civil service officers.
o Mix between wikipedia (upload and collaborative

A long meeting was held with Leadership Group representative. After
having introduced the still existing challenges of leadership group, the
LBSNAA was given the stage to introduce the academy, what it does and
what are the ongoing challenges.

5. LBSNAA team shared their ideas (based on discussions so far) on what
would be relevant and priority for LBSNAA. Two ideas for co-creating and
shaping the leadership workshop were presented. These included the
following:

It was mentioned that the leadership module should address the inner self
– connect with deeper dimensions of self and touching upon attitudinal
aspects like:
empathy (appreciate each- others’ point of view);
resilience (ability to bounce back after set back);
skills to influence political levels; inter-cultural sensitivities
LBSNAA shared their interest in offering such programme to SAARC
regional participants.

Venue: dbb Akademie (training institute of German public administration) (Königswinter)
Session objective: Institute visit and Dialogue on modern learning modes
After a short welcome, the two institutes – dbb and LBSNAA shared their
details to find the points of differences and similarities so as to explore areas
of joint interest and connect with each other. Mr. Rieger presented the
institute, its genesis, link with state centers mandated for training civil service
officials, its connect with AIZ/GIZ and its activities, and its international
experiences. LBSNAA team made similar presentations on their institute.
The facilities at dbb Akademie were also compared against those available
at LBSNAA.
It was agreed that further exploration into points of mutual interest would be
made after the LBSNAA team has shared the details with their authorities.

Wednesday, October 23, 2013: 14.30 – 17.00 hrs: Capacity Works
Session objective: Introduction into the GIZ management tool for successful cooperation, Bad
Honnef
Capacity WORKS is GIZ’s management model for sustainable development.
It operationalizes our approach to managing and steering complex projects
and programmes. GIZ developed Capacity WORKS in response to ongoing
changes in the wider setting of international cooperation.
The IAS officers are also faced with multi organizational and multi-
institutional framework, which are becoming more demanding and
challenging. With this contextual similarity and also the background of GIZ
India project with Planning Commission – IBIN, it was planned to provide a
short insight of the capacity Works to LBSNAA team.
After a brief introduction to the Capacity Works, the map of 2 logics was
introduced. Taking a project as an example, the challenges in steering and
cooperation were identified. A short exercise was made to get an idea on
managing multi stakeholder cooperation system.
The day ended with a visit to the Dome at Cologne.

7. Session objective: Transformational learning and Leadership at GIZ
(Eschborn/Frankfurt)
Introduction into the GIZ management tool for successful cooperation, Bad Honnef
Dialogue on transformational learning approach & competency-based
learning
The discussion with Prof. Arnold was focused on transformational learning
approaches. He shared a presentation on “From Transformative Learning to
Transformative Leadership” and introduced competency development as a
route for transformation.
He informed of his engagement with AIZ on conception which includes
theory that real transformation of leaders has to do a lot with inner
development and how to reach it. He also mentioned that competency profile
of Leadership trainers at AIZ.
The session was of deep interest to the team, especially learning more on
the concepts of learning and competence building.
Dialogue on governance issues:
Methods, Instruments and approaches to strengthen the public sector.
Mr. Ehritt, Planning Officer of unit East Asia from GIZ presented the GIZ
support to Public Administration Reforms. He shared the experiences of GIZ
in Asia as well as with IBSA and BRIC countries on the Public Administration
Reforms.
A brief discussion on the possible areas of collaboration brought out the fact
that LBSNAA might be interested in participating in a multi-country meet
focused on issues related with PAR and Governance.

Reflection: Lessons learned and areas for collaboration, Bonn
The debriefing, held in Bonn GIZ office was the moment to look back to
various meetings in the week and pin down the areas of interest for
cooperation between the two organizations; as well as to identify the first
steps towards the same.
A presentation was made by Mohan and points discussed & proprieties set
by LBSNAA. The 3 key areas where LBSNAA would like to carry forward
discussions includes the following:
1. The leadership module development - the proposal the delegation
have shown desire to pursue is listed as Module 2 in the notes
above. It includes cocreation of a leadership module of about 2.5 – 3
days, pilt running & trainers orientation followed by supporting the run
of the module for 180 participants at the foundation programme in the
Academy. LBSNAA mentioned that the ideal setting would be if the
developed module is offered as part of foudation course before May
20, 2014.
2. E- learning to help LBSNAA create a solution which has both in it - a
Wikipedia as well as community of practitioners who can share
expertise and experiences to create knowledge repository as well as
options for peer coaching, learning, etc. Also of interest are specific
e-learning programmes which could be offered to participants in
LBSNAA

8. addition to the face-to-face training.
3. Ideas on how they can get support on urban planning concepts -
especially with regards to design and aesthetic in urban planning and
development, by supporting them in Actionable research project or
fellowship for returnee or integrated expert programme and
possibility of linking them onto international platform on urban
development which is being developed by AIZ.
4. As governance and PAR is an area of interest, LBSNAA would be
interested in participating in the sector planning.
The delegation tour ended with appreciation for AIZ and for all support.
