This document outlines a competency framework designed for the Action Learning and Exposure Programme (ALEP) under the Strengthening Management Capacities for International Cooperation project. It emphasizes a shift from traditional development cooperation to a co-creation model that involves multi-stakeholder processes and respects local perspectives, addressing global challenges through collaborative innovation.
