Latvia As A Baltic Country
Introduction
Latvia as a Baltic country, has interesting economic story. It has moved from one union to another in
just over 20 years. Surely, it assumes good level of economic decisions to be done. Previously,
USSR member still had some consequences from command economy. Therefore, decided to join
European Union (EU) in order to move to market economy and stop being dependent on Russia. EU
helped Latvia to create more trade, raise domestic market and bring specialisation by comparative
advantage, which led to rise in welfare and output. This year from January to June, Latvia is holding
presidency of the council of the EU.
What happened?
Entry to EU happened on 1st of May, 2004. Prior to entry, Latvia had fairly low positive output gap
in a range of 2%. Gross Domestic Product (GDP) growth rate was more or less the same, until 2008
when it started to decline and reached the trough at 12% negative output gap. Causes for such
change were mainly due to consumption, investment and net imports. Once entered European
Union, trade has increased as well as interest rates became lower, rising Consumption and
Investment. That have caused Aggregate Demand(AD) boom leading to inflation due to increse in
price level. «Latvia government was forced to increase wage rates in order to avoid emigration of

The Nordic countries are a culturally and politically overlapping group of parliamentary
democracies located in Northern Europe. Individually, they tend to score near the top of most global
achievement lists, in areas like women's rights, environmentalism, quality of education, and
homeless outreach. When taken together, they comprise the 7th–largest area in the world. At 1,3
million square miles, that is about the same size as India. But unlike similarly large nations, the
Nordic countries have some of the lowest population density in the world, with only 26 million total
residents. This is mostly because half of their land is uninhabited arctic, if you include Greenland.
But even without Greenland, the rest of the remaining countries are still larger than Germany,
France, and Italy combined. Economically they are quite well off. When compared with the
European Union, the Nordic countries have had much stronger GDP growth over the past ten years.
Only Finland has changed its currency over to the Euro. Combined, their GDP reached 1.7 trillion
dollars in 2015, which would make them the 12th richest area in the world, just below Canada. Per
capita, Norway's GDP alone is 80% higher than the Eurozone's, and it's residents enjoy the highest

The European refugee crisis began in 2015, when a rising number of refugees and migrants made
the journey to the European Union (EU) to seek asylum. Refugees are people who have been forced
to leave their country in order to escape war, persecution, or natural disaster. According to the data
that was shown in Business Standard and also confirmed by BBC News, the top ten nations which
account for 90% of the sea arrivals in 2015 were: Syria (49%), Afghanistan (21%), Iraq (8%),
Eritrea (4%), Pakistan, Nigeria and Somalia (2 %), Sudan, Gambia and Mali (1%). Also the United
Nations High Commissioner for Refugees confirms that the top three nationalities of refugees are
Syrian, Afghan and Iraqi. Of the refugees and migrants arriving in Europe by sea in 2015, 58% were
men, 17% women and 25% children. (Wright, 2015). According to Eurostat, EU member states
received over 1.2 million first time asylum applications in 2015, 4 countries (Germany, Hungary,
Sweden, and Austria) received around two–thirds, while Latvia received a very small part of them.
Latvia did not have any experience receiving or integrating refugees from other parts of the world
before refugee's crisis in Europe. At this moment, in Latvia the number of refugees is 776.

1. The European Neighbourhood Policy – Normative power as a vehicle for consensus
In 2004, the European Union sought to establish cordial partnerships with its immediate
neighbouring countries. The European Neighbourhood Policy (ENP) is a set of policies aimed at
approaching those immediate neighbours of the EU. As Article 8 of the Treaty of the European
Union explicitly states: "The Union shall develop a special relationship with the neighbouring
countries, aiming to establish an area of prosperity and good neighbourliness, founded on the values
of the Union and characterized by close and peaceful relations based on cooperation."
The decision to activate such a mechanism lay with the unwillingness – or one could rather say,
impossibility– to initiate membership procedures to third countries. The EU felt this was enough of
an incentive to bring together its neighbours without giving them access to full membership and, at
the same time, to guarantee – as former president of the Commission Romano Prodi said – security
and prosperity to this ring of friends. Therefore, the creation of the ENP was meant to support the
countries in their political, economic and social development, hence, there would be no sharp socio–
economic differences between the EU and its immediate neighbours. Twelve of the sixteen
neighbouring countries accepted the invitation of the EU, which translated into accepting the ENP

The region of Latvia has a long history of occupation by foreign powers and so its ethnicity is quite
varied. The Latvian Republic is one of the Baltic States located on the coast of the Baltic Sea. Along
with its neighbours Lithuania and Estonia, Latvia gained independence from the Soviet Union in
1991. It is when Latvia gained its status as an independent state that the most crucial period for the
Russian–speaking residents began, as at that time the country's main issue was the status of its 1.1

The year independence was restored was defining for many thousands of Russians permanently
living in Latvia. On 3rd March 1991 a nonbinding advisory referendum took place with the result
that 73% of all Latvian residents supported the notion for independent Latvia (Troitsky, 2011). The
Popular Front of Latvia, the national movement which was promoting the idea of segregation,
advocated that all permanent residents will be entitled to and qualified for Latvian citizenship
(Melvin, 1995, p. 34). "All those who want to be citizens of Latvia can be" (Lieven, 1997, p. 304)
stated Anatolijs Gorbunovs, Chairman of the Latvian Supreme Council. However, the universal
citizenship for all permanent residents was not adopted. Latvia restored the rights and status only for
those persons who were identified as citizens under the 1919 Law together with their descendants
(Aleinikoff & Klusmeyer, 2001, p. 31). Thereby, for the majority of ethnic non–Latvians citizenship
was not granted, even when the biggest portion of them were born in Latvia. This was seen as an
attempt to suppress "national extinction" (Mole, 2012, p. 89–90) caused by, according to the radicals
in Latvia, the Russian people. Those people became non–citizens not holding citizenship to any
other country and without the right to vote. In Latvia as well as in Estonia the Russian population is
seen as "a reminder of their unhappy past" (Best, 2013, p. 34), thus the Russian people are not

inherited genealogy. Latvija is derived from the name of the ancient Latgalians, one of four Indo–

The Duma also refused orders to dissolve, and 12 of its members formed a committee that planned
to take over Russia; the called themselves 'The Provisional Government'. The soviets also issued
'Order number 1' which demanded that all officers in the army be elected by their men, proving that
the Tsar had lost all of his power. Therefore, there were many factors involved in the Tsar's
