Performance measurement is a program management tool used to determine how well programs and activities are meeting established needs and goals. There are five types of performance measures - input, output, process, impact, and outcome measures. Performance measurement provides benefits such as setting goals and standards, detecting and correcting problems, gaining insights into effectiveness and efficiency, and determining if organizations are meeting strategic goals. An effective performance measurement process involves identifying critical activities and goals, establishing measurements, collecting data, analyzing actual performance, comparing to goals, and taking corrective actions if needed.
