Overall summary of post
Reporting to the Field Representative, Humanitarian Planning, The Emergency Monitoring and capacity building officer
(EMCBO) liaises with and supports Oxfam Novib staff and partners to implement quality humanitarian response
programs throughout Somalia/Land. H/She supports the project officers and the partners to carry out field monitoring
and assessments of partner projects, analyse contexts, determine scenarios and prepare effective preparedness and response
plans. He also works with and or supports the respective programme/project officers to identify cross-cutting capacity gaps
for the partners, design and implement processes to fill the identified gaps.
Key tasks and responsibilities:
• Contribute to the development and implementation of monitoring and evaluation plans that meet humanitarian
minimum standards and reflect best practice of Oxfam and other organizations, as well as taking into account the
key cross-cutting quality issues identified in the Somalia HUB business plans and OI strategies.
• Participate in the design and implementation of initiatives with Oxfam staff and partners to ensure that gender,
SGBV, and other protection concerns are integrated into the programme as per the Somalia Humanitarian Strategy
• Works with Programme officers, partners and communities to develop systems that ensure strong accountability
between programme beneficiaries, other stakeholders, and Oxfam.
• Participates in and or facilitates follow up trainings & other capacity-building processes for Somali humanitarian
partner organizations on cross-cutting programme quality issues (including protection, gender/GBV,
accountability, monitoring & evaluation etc) as will have been agreed with the HUB team.
• Supports program/Project officers on follow up of cross-cutting humanitarian programme quality issues including
protection, SGBV, disaster risk reduction etc.
• Maintains contact of and track the EPARA trained partners and resource persons for the purpose of linking linking
it with the OI enhanced contingency planning process (ECP) process and response work.
• Support the emergency sector programme officers to monitor and interpret, on a regular basis, the day to day field
operational developments across Somalia/land and suggest ways to overcome challenges to access, monitoring,
training etc.
• Contributes to the documentation/profiling of Oxfam Novib’s/OI’s humanitarian capacity building, monitoring
and evaluation practices for the purpose of learning and advocacy.
• Participates in drafting project proposals, donor reports and other forms of programme documentation e.g.
reviews, lessons learnt reports, etc.
• Carry out field based follow ups with partners as shall be agreed with the Hum Rep and programme officers from
time to time.
• Participate in real time evaluation and operational support to partners.
• Any other work as may be assigned my line manager.

2. Professional Qualifications:
The job holder will have at least a bachelor degree preferably in Social Sciences, OD, International development, Project
Planning and management, Disaster management, Conflict management or related area.
Experience required:
S/he will have a minimum of three years field experience in humanitarian programme preferably in Somalia or other
similar complex settings. S/He will have demonstrated knowledge of monitoring &evaluation of humanitarian
programme (including applying sphere minimum standards), rapid emergency needs assessment, knowledge of
protection concepts and approaches including gender mainstreaming. He will have experience in working in partnership
and supporting local organization capacity building processes (training), Ability to speak and communicate in Somali
language is a must.

Special considerations:
While the post is Nairobi based, the holder is expected to travel regularly to Somalia and sometimes to insecure and
risky locations. The position holder should be Somalia speaking and have hands on knowledge of Somalia. S/he should
be able to work in a multi cultural context. It is essential that the EMCBO works with the relevant program officers and
maintains close, regular and effective presence/contact with the partners and the other field resource persons in the
field.
