Job Purpose:
Reporting to the Field Representative humanitarian planning, the Humanitarian Programme officer, (HPO) assists the
representative and works with the partners and other colleagues to identify humanitarian needs, design projects
(proposals and strategies) and support the partners in their implementation, monitoring, reviewing and reporting on
humanitarian response projects especially with regard to water and sanitation, NFIs and other areas of need. H/she
works with the counter parts (partners) and the peer programme Officers to produce coherent and coordinated
programme. S/he implements programme and prepares reports that meet Oxfam’s and back donor’s quality
requirements.
Key tasks and responsibilities:
1. Providing technical assistance to Somali partners in carrying out effective back donor project implementation,
monitoring and reporting on their respective programs.
2. Act as the Water and sanitation advisor for Oxfam Novib and partners in Somalia including ensuring that as
much as possible all water and sanitation perspectives are integrated to the extent possible to Oxfam humanitarian
programme.
3. Facilitate/Coordinate partners’ work during emergencies by supporting them in monitoring and reporting activities
that satisfy donor requirements. Includes drafting formats for reporting, monitoring etc.
4. Facilitate training and capacity building of the partners in relevant project areas particularly on water and sanitation
5. Facilitate/supervise the external monitoring agencies and consultants and processes in consultation with the line
manager – HUB Rep.
6. Facilitate meetings of partners to coordinate program Implementation and or development and ensure coherence of
the overall strategy.
7. Look out for project ideas and integrate the various partner needs assessments and analysis into project proposal(s)
for submission to back donors in line with Oxfam Novibs procedures.
8. Ensuring that the project documents are of sufficient quality and reflects an integrated and coherent programming
strategy among partners (counterparts).
9. Draft terms of reference for external evaluation and or monitoring and follow up on implementation.
10. Facilitate/plan field coordination meetings with partners and the external monitors
11. Give input to the OI Somalia SITREPS and related information.
12. Participate/attend relevant cluster meetings including WASH, health and such other meetings as shall be agreed
with the line manager.
13. Participate real time evaluation as per OI guidelines
14. Carry out any other relevant duties as assigned by the line manager.
Qualifications:
Should have at least a bachelor’s degree preferably in Social Sciences, water sector, Conflict Management, International
development, Project Planning and management. Specialize training in humanitarian programming will be an added
advantage.
Required experience
2. The job holder will have a suitable combination of experience and training in humanitarian and emergency
programming. Specifically, s/he should have a minimum of three years practical emergency project management
experience particularly in water and Sanitation and protection programming. The HPO will demonstrate
familiarity with sphere standards; have strong skills and experience in technical project management, monitoring and
evaluation, Net working, report writing, participatory planning techniques, budgets and budget monitoring,
administrative systems, and resource management. The PO will also be conversant with word processing and
spreadsheet computer applications. He will be knowledgeable of Somalia context and hands on experience in working in
insecure contexts. He/She should be willing to travel to insecure areas.
Special considerations:
While the post is Nairobi based, the holder is expected to travel regularly to Somalia and sometimes to insecure and
risky locations. The position also requires a considerable level of flexibility and need to work in a very cooperative
manner.
