SUBJECT: A Resolution approving an Emergency Dispatch Agreement between the
cities of Alamo Heights, Olmos Park and Terrell Hills and authorizing the
City Manager of Alamo Heights to execute said agreement – Rick Pruitt,
Police Chief

BACKGROUND INFORMATION
The City of Alamo Heights has provided dispatch service to the City of Olmos Park and
the City of Terrell Hills for routine and emergency calls for fire, medical and police
services through contractual agreements since 1985.
A new Emergency Dispatch Agreement was developed and approved for Fiscal Years
2018-2021 between the cities of Alamo Heights, Olmos Park and Terrell Hills to enter
into a three-year agreement wherein Olmos Park and Terrell Hills would each pay 20% of
the dispatch center personnel and operating costs. Alamo Heights would continue to pay
60% of these costs. This three-year agreement would effectively freeze the first year cost
share projections for Olmos Park and Terrell Hills for the remaining two years.
The new Emergency Dispatch Agreement became effective at 12:01 a.m., October 1st
,
2018 and expiring on September 30, 2021 at 11:59 p.m. In advance of the scheduled
expiration of the Agreement the police and fire chiefs from all three cities have met
several times to discuss language in the Agreement and review cost projections for the
new Agreement period.
The City Councils for the City of Olmos Park and Terrell Hills have reviewed and
approved the proposed Emergency Dispatch Agreement and cost share projections. If
approved by the Alamo Heights City Council the Agreement will become effective
October 1, 2021 at 12:01 a.m. and expire on September 30, 2024 at 11:59 p.m.
FISCAL IMPACT
The City of Alamo Heights has determined the projected costs of emergency dispatch
services for Fiscal Year 2021-2022 which will be applied to the proposed Emergency
Dispatch Agreement cost share percentages of each subscriber city for the three-year
agreement period. The projections include an administrative fee for Alamo Heights
administrative support personnel which shall be 10% of the salary and benefits of the
Police Administrative Assistant and 8% of the salary and benefits of the salary and
benefits of the Deputy Police Chief.
A complete breakdown of the cost share model is provided as Attachment A to this
memorandum.
POLICY
Municipalities are authorized to enter into interlocal agreements by the Texas
Government Code Section 791.001 and the Texas Local Government Code Chapter 362.
Renewal of this Agreement will ensure that all involved cities will continue to receive the
highest level of emergency dispatch services available.
COORDINATION
The Fire and Police Chiefs from the cities of Alamo Heights, Olmos Park and Terrell
Hills have met to discuss the proposed Emergency Dispatch Agreement. The City
Councils of Olmos Park and Terrell Hills approved the Emergency Dispatch Agreement,
projected operating costs and cost share percentages. City Attorney Frank Garza has
reviewed the proposed Emergency Dispatch Agreement and the Resolution enacting the
agreement.

RESOLUTION NO. 2021R-135
A RESOLUTION APPROVING AN INTERLOCAL AGREEMENT FOR
EMERGENCY DISPATCH SERVICES AMONG THE CITIES OF ALAMO
HEIGHTS, TERRELL HILLS, AND OLMOS PARK, AND AUTHORIZING
THE CITY MANAGER TO EXECUTE AN EMERGENCY DISPATCH
SERVICE AGREEMENT WITH SAID CITIES; INCORPORATING
RECITALS; PROVIDING FOR SEVERABILITY AND SETTING AN
EFFECTIVE DATE.
WHEREAS, the City of Alamo Heights, is a Home Rule Municipality and political subdivision of
the State of Texas; and
WHEREAS, as a political subdivision of the State of Texas, the City of Alamo Heights (“City”)
may enter into an interlocal agreement under Interlocal Cooperation Act, Texas Government Code
Chapter 791 with other political subdivisions of the state of Texas; and
WHEREAS, the City has provided emergencydispatch services through an Interlocal Agreement for
Terrell Hills and Olmos Park for many years; and
WHEREAS, it is the desire of the Cities of Alamo Heights, Terrell Hills and Olmos Park to replace
the previous agreement for emergency dispatch services with a new agreement to become effective
October 1, 2021 and to expire on September 30, 2024;
NOW BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALAMO HEIGHTS,
TEXAS:
SECTION 1. AUTHORIZATION. The City Council approves the proposed interlocal agreement for
Emergency Dispatch Services among the Cities of Alamo Heights, Terrell Hills and Olmos Park attached
hereto and authorizes the City Manager to execute said agreement on behalf of the City of Alamo Heights.
SECTION 2. INCORPORATING RECITALS. The City Council finds the recitals contained in
the preamble to this ordinance are true and correct and incorporates them as findings of fact.
SECTION 4. SEVERABILITY. If any section, subsection, sentence, clause or phrase of this
Resolution is for any reason held to be unconstitutional or illegal, such decision shall not affect the
validity of the remaining sections of this Resolution. The City Council hereby declares that it would
have passed this Resolution, and each section, subsection, clause, or phrase thereof, irrespective of
the fact that any one or more sections, subsections, sentences, clauses or phrases be declared void;
and that in lieu of each clause or provision of this Resolution that is invalid, illegal, or unenforceable
there be added as a part of the Resolution a clause or provision as similar in terms to such invalid,
illegal or unenforceable clause or provision as may be possible, legal, valid and enforceable.

SECTION 5. EFFECTIVE DATE. This Resolution shall be effective upon approval by the City
Council.

A new Emergency Dispatch Agreement was developed and approved for Fiscal Years 2018-2021 between the cities of Alamo Heights, Olmos Park and Terrell Hills to enter into a three-year agreement wherein Olmos Park and Terrell Hills would each pay 20% of the dispatch center personnel and operating costs. Alamo Heights would continue to pay 60% of these costs. This three-year agreement would effectively freeze the first year cost share projections for Olmos Park and Terrell Hills for the remaining two years. The new Emergency Dispatch Agreement became effective at 12:01 a.m., October 1st , 2018 and expiring on September 30, 2021 at 11:59 p.m. In advance of the scheduled expiration of the Agreement the police and fire chiefs from all three cities have met several times to discuss language in the Agreement and review cost projections for the new Agreement period. The City Councils for the City of Olmos Park and Terrell Hills have reviewed and approved the proposed Emergency Dispatch Agreement and cost share projections. If approved by the Alamo Heights City Council the Agreement will become effective October 1, 2021 at 12:01 a.m. and expire on September 30, 2024 at 11:59 p.m. FISCAL IMPACT The City of Alamo Heights has determined the projected costs of emergency dispatch services for Fiscal Year 2021-2022 which will be applied to the proposed Emergency Dispatch Agreement cost share percentages of each subscriber city for the three-year agreement period. The projections include an administrative fee for Alamo Heights
  • 2. administrative support personnel which shall be 10% of the salary and benefits of the Police Administrative Assistant and 8% of the salary and benefits of the salary and benefits of the Deputy Police Chief. A complete breakdown of the cost share model is provided as Attachment A to this memorandum. POLICY Municipalities are authorized to enter into interlocal agreements by the Texas Government Code Section 791.001 and the Texas Local Government Code Chapter 362. Renewal of this Agreement will ensure that all involved cities will continue to receive the highest level of emergency dispatch services available. COORDINATION The Fire and Police Chiefs from the cities of Alamo Heights, Olmos Park and Terrell Hills have met to discuss the proposed Emergency Dispatch Agreement. The City Councils of Olmos Park and Terrell Hills approved the Emergency Dispatch Agreement, projected operating costs and cost share percentages. City Attorney Frank Garza has reviewed the proposed Emergency Dispatch Agreement and the Resolution enacting the agreement. Attachment C RESOLUTION NO. 2021R-135 A RESOLUTION APPROVING AN INTERLOCAL AGREEMENT FOR EMERGENCY DISPATCH SERVICES AMONG THE CITIES OF ALAMO HEIGHTS, TERRELL HILLS, AND OLMOS PARK, AND AUTHORIZING THE CITY MANAGER TO EXECUTE AN EMERGENCY DISPATCH SERVICE AGREEMENT WITH SAID CITIES; INCORPORATING RECITALS; PROVIDING FOR SEVERABILITY AND SETTING AN EFFECTIVE DATE. WHEREAS, the City of Alamo Heights, is a Home Rule Municipality and political subdivision of the State of Texas; and WHEREAS, as a political subdivision of the State of Texas, the City of Alamo Heights (“City”) may enter into an interlocal agreement under Interlocal Cooperation Act, Texas Government Code Chapter 791 with other political subdivisions of the state of Texas; and WHEREAS, the City has provided emergencydispatch services through an Interlocal Agreement for Terrell Hills and Olmos Park for many years; and WHEREAS, it is the desire of the Cities of Alamo Heights, Terrell Hills and Olmos Park to replace the previous agreement for emergency dispatch services with a new agreement to become effective October 1, 2021 and to expire on September 30, 2024; NOW BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALAMO HEIGHTS, TEXAS: SECTION 1. AUTHORIZATION. The City Council approves the proposed interlocal agreement for Emergency Dispatch Services among the Cities of Alamo Heights, Terrell Hills and Olmos Park attached hereto and authorizes the City Manager to execute said agreement on behalf of the City of Alamo Heights. SECTION 2. INCORPORATING RECITALS. The City Council finds the recitals contained in the preamble to this ordinance are true and correct and incorporates them as findings of fact. SECTION 4. SEVERABILITY. If any section, subsection, sentence, clause or phrase of this Resolution is for any reason held to be unconstitutional or illegal, such decision shall not affect the validity of the remaining sections of this Resolution. The City Council hereby declares that it would have passed this Resolution, and each section, subsection, clause, or phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases be declared void; and that in lieu of each clause or provision of this Resolution that is invalid, illegal, or unenforceable there be added as a part of the Resolution a clause or provision as similar in terms to such invalid, illegal or unenforceable clause or provision as may be possible, legal, valid and enforceable.
