Union employees choose who will speak for them in bargaining sessions with the employer, and
vote to accept or reject the contract reached by the employer and employee bargaining
committees. A ratified contract legally binds both sides—management and workers—to the
contract terms.
In the United States, some three-quarters of private-sector workers and two-thirds of public
employees have the right to collective bargaining. This right came to U.S. workers through a
series of laws. The Railway Labor Act granted collective bargaining to railroad workers in 1926
and now covers many transportation workers, such as those in airlines. In 1935, the National
Labor Relations Act (NLRA) clarified the bargaining rights of most other private-sector workers
and established collective bargaining as the “policy of the United States.” The right to collective
bargaining also is recognized by international human rights conventions.
The freedom to form and join a union is core to the United Nations Universal Declaration on
Human Rights and is an “enabling” right—a fundamental right that ensures the ability to protect
other rights.
Every year, some 30,000 collective bargaining agreements are negotiated. Today, about 8 million
private-sector workers and some 8 and a half million public-sector workers are covered by
collective bargaining agreements.

time and have been marked less by strikes and more by nonstrike work actions. For the contracts
we reviewed that had been negotiated between major carriers and labor unions since
deregulation, the overall median length for contracts negotiated between 1978 and 1989 was 9
months, while the median negotiation time from 1990 to 2002 increased to 15 months.Come

have been more successful than others at reaching agreement with their labor unions in much
less time. Of the 16 strikes that occurred, 12 took place from 1978 to 1989, and 4 took place

In a case that has been closely watched by the oil and gas industry and its insurers, the Supreme Court of Texas recently issued its opinion in In re Deepwater Horizon, and settled the debate concerning whether a company’s insurance policies stood alone or were married to and dependent upon an insured’s limited obligation in a separate contract to insure and indemnify a third party. Specifically, the court found that Transocean’s $750 million primary and excess insurance policies did not offer unrestricted coverage to BP as an additional insured, but instead incorporated and were bound by the
limitations placed on Transocean’s liability under the parties’ drilling contract (the “Drilling Contract”).

The Police Chief is requesting approval to renew the Interlocal Agreement between the City of Alamo Heights and Alamo Heights Independent School District for a School Resource Officer (SRO) Program. The current agreement is set to expire on June 30, 2022. Key changes to the proposed renewed agreement include extending the term until June 30, 2025, modifying supervisory authority of the SRO, and expanding the SRO's jurisdiction beyond school campuses. The school district approved renewing the agreement and it requires city council approval to take effect. The cost of the SRO position will continue to be shared 75% by the school district and 25% by the city.

The best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organisations (RFMOs) and related organisations. The aim of the site is to improve the effectiveness of the original IUU lists as a tool for a wide variety of stakeholders to better understand and combat illegal fishing and broader fisheries crime.
To date, the following regional organisations maintain or share lists of vessels that have been found to carry out or support IUU fishing within their own or adjacent convention areas and/or species of competence:
Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR)
Commission for the Conservation of Southern Bluefin Tuna (CCSBT)
General Fisheries Commission for the Mediterranean (GFCM)
Inter-American Tropical Tuna Commission (IATTC)
International Commission for the Conservation of Atlantic Tunas (ICCAT)
Indian Ocean Tuna Commission (IOTC)
Northwest Atlantic Fisheries Organisation (NAFO)
North East Atlantic Fisheries Commission (NEAFC)
North Pacific Fisheries Commission (NPFC)
South East Atlantic Fisheries Organisation (SEAFO)
South Pacific Regional Fisheries Management Organisation (SPRFMO)
Southern Indian Ocean Fisheries Agreement (SIOFA)
Western and Central Pacific Fisheries Commission (WCPFC)
The Combined IUU Fishing Vessel List merges all these sources into one list that provides a single reference point to identify whether a vessel is currently IUU listed. Vessels that have been IUU listed in the past and subsequently delisted (for example because of a change in ownership, or because the vessel is no longer in service) are also retained on the site, so that the site contains a full historic record of IUU listed fishing vessels.
Unlike the IUU lists published on individual RFMO websites, which may update vessel details infrequently or not at all, the Combined IUU Fishing Vessel List is kept up to date with the best available information regarding changes to vessel identity, flag state, ownership, location, and operations.

- 2. SUMMARY Authorizes the City Manager to execute a new interlocal agreement between the cities of Alamo Heights, Olmos Park, and Terrell Hills to provide emergency medical services (EMS)
- 3. BACKGROUND The EMS agreement between Alamo Heights, Olmos Park, and Terrell Hills began in 1982 Renewed on an annual basis until 2008 Current contract expires on September 30th, 2020 If adopted, the new agreement would run through September 30th, 2023

BACKGROUND Each city strives to provide quality emergency medical care With this agreement, response times are well below the national average of 10 minutes Cost sharing assures that quality patient care is achieved at a low cost to its’ citizens Citizens are assured quick access to emergency medical care and transport to area hospital
- 5. POLICY ANALYSIS Olmos Park and Terrell Hills have no opposition to the proposed contract Renewal of a 3 year term to align with the Medical Director Professional Service Agreement contract expiration
- 6. FISCAL IMPACT Negotiations for a new three year contract have concluded with all parties in agreement. The cost share arrangement changes for the next 3 year term are as follows, based on the total number of EMS calls per city in the prior three year period January 01, 2017 – December 31, 2019 City 2017-2020 % 2020-2023 % Difference Cost Alamo Heights 61.4% 64.61 % 3.41 $365,059.42 Terrell Hills 23.4% 20.62 % -2.80 $116,507.12 Olmos Park 15.2% 14.77% -0.40 $83,453.45
