2. SUMMARY
 Presenting Ordinance authorizing City Manager to
execute Memorandum of Understanding (MOU) with
Alamo Heights Bike Park, Inc. (AHBP)
 MOU allows AHBP for creation & operation of a Bike
Park between Bark Park & AHISD baseball field
 Bike Park provides permanent location for riders of
varying skill levels

3. BACKGROUND
 Pandemic brought more bike activity to Hondondo Creek
trails
 Complaints received of bicycles on walking trails & installation
of jumps
 December 14, 2020 – Council approved temporary
location for bike park in parking lot north of Bark Park
 Permission for temporary location expired March 31, 2021
 Direction given to staff to identify permanent location

 Leased to City to 2058
 Possible lease extension to 2098
 September 20, 2021 – City of
San Antonio granted permission
to construct Bike Park

7. BIKE PARK DESCRIPTION
 Natural surface trails for bike
users
 Designated paths for different
skills
 Trails will not have jumps,
ramps or other constructed
features
 Site to be fenced

8. BIKE PARK PROJECT PHASES
 Phase 1 – Determine best placement of trails & begin use
 Phase 2 – Create natural surface trails
 Phase 3 – Develop & improve additional trails & features
 Possible expansion into adjacent land
 Future development, including constructed riding
features, requires amendment to MOU

9. BIKE PARK RESPONSIBILITIES
 AHBP
 Design & maintenance of all projects & general premises
 Utility services
 Establish operating rules
 City
 Clear brush for initial trails
 Regular solid waste pickup

10. POLICY ANALYSIS
 Consistent with City’s efforts to provide quality
recreational services to citizens of Alamo Heights & City
of San Antonio
 Terms of the City’s lease agreement
