With the explosion of the maker movement, schools are beginning to embrace creativity. However, what does this mean for assessment? Should we assess the creative process? Should we assess the finished product? Does assessing creativity actually make kids more risk-averse? In this workshop we explore what it means to assess both the creative process and the creative product without leading to risk aversion.
This is my slide deck from my session at the North Carolina Reading Conference last week in Raleigh, NC. I do staff development to schools and districts all over the country about best practices in literacy instruction. This topic is one of my most requested.
Heritage remains muted, diluted and marginalized, in the parlance of urban planning, development and management, which has led to loss of large volume of valuable built heritage in the country over the period of time. India with history spanning over 5000 years has created enormous wealth of heritage, which unfortunately, has not been identifies and quantified. Despite having distinct advantage of being the oldest civilization on this planet earth, India as a nation sufferers from the malady of the lack of capacity, resources and willingness to conserve, preserve, and manage heritage. Haphazard and unplanned development has led to large scale misuse and abuse of the heritage. Lack of adequate capacity and willingness at the local level has led to destruction of the heritage on large scale. In- adequate availability of the qualified manpower in the domain of the heritage management has done lot of damage to all kinds of heritage available in the country. Lack of resources and low priority accorded t heritage has led to marginalization of heritage. Existing Legal framework has done more damage than good to promote the heritage. Ignoring the cultural heritage at the altar of built heritage ,has led to losing the context of intangible cultural heritage. Divorcing heritage from communities and making it a state-led program has led to non-involvement of communities. Policy framework put in place has also led to heritage losing its importance in the parlance of heritage management. Limited use of technology has also contributed to marginalization of all efforts involved in identification, mapping, conservation and preservation of heritage. It is time when all parastatal agencies have to put in its best foot forward to help achieve the objective of identification and preservation of valuable heritage before it is lost to prosperity. Nation/states need to relook at the issue of heritage in a holistic manner and evolve rational policies and program which comprehensively looks at the issue of conservation and preservation of heritage. Leveraging heritage has enormous potential in leveraging economy, generating employment, removing poverty and making human settlements smart and sustainable. For promoting planned development in urban areas, master plans/development plans prepared for human settlements should include and involve the identification of heritage and suggest options for its management. Unless and until heritage is made integral part of the planning process, India will continue to lose valuable heritage. Role of urban planning assumes importance in the context of heritage management.

Traditional knowledge (TK) is knowledge, know-how, skills and practices that are developed, sustained and passed on from generation to generation within a community, often forming part of its cultural or spiritual identity. The Kalinago Barana Aute has been a fixture on the landscape of Waitukubuli for years, however, aside from the direct encounter with the indigenous peoples, physical access to the Council, and limited literary and artefacts within various repositories such as the Documentation Centre, the Dominica Museum or the Ministry of Kalinago Affairs in Roseau. However, there is a clear need to expand access to not just the physical artefacts accessible via these repositories, but also through the development of a specific resource to support the work of the Kalinago Council to revive, assist and maintain Kalinago traditions through song, dances, herbal medicine and some aspects of the ancient Kalinago language. Such a repository would support Dominica’s ratification of the UNESO Convention for the Safeguarding of the Intangible Cultural Heritage, 2003. This support of a repository is especially critical for the continued survival of the Kalinago’s heritage, as the Commonwealth of Dominica is also a small island development state, and therefore has to remain competitive should it hope to realize the United Nations Sustainable Development Goals (SDGs ), and especially under goals 11 and 13.
Also, the role and participation of indigenous peoples such as the Kalinago in global concerns such as traditional medicine, oral tradition, climate change, disaster risk reduction, tourism and sustainable development require great access to resources, including in cyberspace, to drive awareness of the Kalinago, as well as provide access to perspectives specific to Dominica, and the rich cultural heritage of these indigenous people .

Heritage remains valuable possession for all communities, states and nations, because it portrays their glorious past . Heritage, unfortunately is lost in the haze of commercialization, economic development and urbanization. Majority of heritage is lost, because it was never identified to be valuable for communities. Majority of nations, have little capacity, capability, willingness and resources to identify their heritage, what to talk of their protection and effective management. Heritage is looked by majority of urban management agencies as a liability. Lack of adequate and effective framework, knowledge, understanding available to identify and manage heritage at local level has led to diluting its context . In majority of cases heritage management is considered as a government led agenda with least involvement of communities and people at the local level. Exclusion from the heritage framework of the communities has been the single important factor which has led to large damage and destruction to the heritage globally. In the larger interest of promoting understanding of our past and learn from their knowledge, understanding , it will be prudent to value heritage.
Based on the context and conclusion drawn from global practices, Heritage Conservation Strategy, should stand on four distinct pillars of Understanding, Positive Action, Developing Partnerships and Promoting Best Practices besides creating a dedicated cadre of experts in all planning/ development agencies for -identification of heritage; aiding, advising, assisting& guiding development agencies on heritage /conservation; Integrating efforts made by all stake-holders ; parastatal agencies, individuals, institutions ; involving communities; making heritage conservation people led movement; earmarking dedicated resources; involving academic institutions to create appropriate skilled manpower; positioning NGOs/CBOs engaged in heritage for preparing comprehensive vocabulary of heritage can help make India, having history spanning over 5000 years, globally recognized resource/ repository of Heritage Management and preferred tourist destination.

Creation of Local Culture and the Arts Councils
• Section 16 of the Local Government Code of 1991 provides that local
government units play an important role in the development and
preservation of Filipino identity.
• Likewise Sections 447 (5) (xv), 458 (5), 468 (4) (viii) of the same Code, vest
upon local sanggunians the power to establish local councils whose
purpose is the promotion of culture and the arts, coordinate with
government agencies and non-government organizations and subject to the
availability of funds, appropriate funds for the support and development of
the same.
• In order to promote the Filipino Culture; instill nationhood and cultural unity,
and raise the level of consciousness of the people on cultural values,
conservation of historical and cultural heritage and resources must be done
to remind us of our national culture and identity.
• In pursuit of these mandates, goals and objectives, there is a need to create
bodies at the local levels that will ensure the preservation, enrichment and
promotion of the Filipino national culture. All provinces, cities and
municipalities through their respective sanguinary, are herby encouraged to
create the Provincial, City/Municipal Councils for the Culture and the Arts
chaired by the Local Chief Executives with the following
suggested/recommended composition and functions:

building, inventories are a necessary
tool for heritage management. They
inform authorities, scholars, and the
public of essential information about
heritage resources including their
size, location, and significance. They
also enable comparison of sites,
aiding in categorization, appraisal of
authenticity and integrity, and
determination of relative
significance—assessments that can
assist in prioritizing management
interventions.
20. HERITAGE DATA STANDARDS
• A widespread problem with heritage data over the long term
is that data loses its meaning if it was inadequately
documented and the individuals who originally understood it
are no longer available. To encode and preserve the
meaning of information managed by the software, Arches
uses the CIDOC Conceptual Reference Model (CRM),
adopted by the International Organization for Standardization
(ISO); this model is a carefully constructed ontology that
defines the possible relationships among heritage
concepts.2 Use of the CRM keeps the data independent of
conventions that are particular to the design of Arches. It
also contributes to powerfully effective searches within, as
well as across, data sets. It will facilitate data migration to
newer systems and aid in the preservation of data over time.

25. Task force Heritage Bohol
• Reconstruction of ancient churches and
other heritage structures in Bohol destroyed
or damaged by the earthquake last year can
start only by yearend.
• National Museum director Jeremy Barns
has announced that before the end of 2014,
construction contracts will have been bidded
out for the restoration and reconstruction of
the damaged structures.
• In the meantime, painstaking studies are
being made to determine the proper
reconstruction and conservation approaches
to be made.
• The Bohol Hertiage Task Force has also set
up a system for the prevention of illicit traffic
of cultural properties.
• Although there has no finding yet of
pilferage. cultural properties must be
registered with the National Museum. In
damaged heritage churches, items that are
usually pilfered are the antique icons and
chalices and other exquisite items used in
the Eucharistic celebration.
