2. Where we stand
● More than 10 years of e-government, e-elections;
● 1000 services for citizens and three times more for
enterprises created;
● Statistical registers are electronic;
● ID-card which enables digital connectivity is
obligatory (not a passport), digital signature;
● Next census will be registry based.
3. EHIS -Web based info system, which:
● was established on 2005 - www.ehis.ee;
● contains data on education from the original source (core
provider);
● contains personalized (live) data;
● is accessed only by ID-card;
● cooperates over 20 different information systems;
● has approx. 40 x-road live services open.
● has input from approx. 2,000 agencies and 5,000 users – they
can have access with ID–card and correct their information
(agencies only).

5. EHIS registries are based on modules
● Each module has certain user. Modules for/about:
enrolment;
teachers;
educational institutions;
documents certifying education;
early childhood education;
popular (non-formal) education;
juvenile committee;
state examination registration;
textbooks;
teaching staff;
adult education;
curricular module.
6. What is an x-road?
● Data exchange layer X-Road was launched in 2001. It is a
technical and organisational environment, which enables
secure Internet-based data exchange between the state’s
information systems.
● The X-Road allows institutions/people to securely exchange
data as well as to ensure people’s access to the data
maintained and processed in state databases.

7. Main X-road services with EHIS
● application portal to VET and higher education;
● Health Insurance Fund;
● Social Insurance Board (family benefits);
● Estonian Unemployment Insurance Fund;
● Citizenship and Migration Board (residence learning data);
● Defence Resources Agency;
● ID-ticket (public transport benefits);
● different banks (study loans);
● etc.
8. EHIS on eesti.ee
● This service is intended for persons acquiring general
education, vocational education or higher education, as well
as teachers and academic staff working on the same level.
● The service allows to request personal data and returns the
data in three blocks:
● general personal data
● data on studies
● data on working as a teacher/academic.

9. Data is used
● By all x-road service consumers;
● By National Statistics Office;
● By stakeholders (different services, i.e. evaluation,
financing etc);
● For research and monitoring, reporting;
● Longitudinal analysis, i.e. what are 2005 lower secondary
school graduates doing (have reached ISCED 3, still
studying, employed or unemployed);
● Also for specially designed data opening web environment
HaridusSilm (EducationEye) www.haridussilm.ee .This is a
service for (parents, learners, schools, stakeholders, decision makers).
10. HaridusSilm / EducationEye
● Runs on QlickView platform;
● First idea was to ease the work of analysts, also to cut costs;
● Opens out statistical date with a twist – demands from
previous years collected and most demanded view created,
also elaborated by the need (linking date with other statistical
databases);
● Consists data about all educational levels (like in EHIS);
research; educational expenditure; teachers salary.
11. Future of EHIS
● Will start to create EHIS 2 – approx. 3-4 years project.
● Additional informational to HaridusSilm:
– Collection of output and impact indicators to measure
schools effectiveness (teachers, directors, parents surveys);
– Visualisation of indicators: national>ministry>school
(results and impact) –hierarchy!
– Data on the success of graduates on the labour market.
– Data on schools infrastructure.
Muutsin järjekorda, tuues SAIS kui haridusteema ette, seejärel riigiametid, ja lõppu KOV tasand ja erasektori teenused.
Pankade õppelaenud parandatud. SAIS ja töötukassa lahku tõstetud. Riigiametite nimed kontrollitud põhimäärustest ja kodulehtedelt.
