This document discusses the potential impacts of OpenStack on developing countries like Vietnam. It notes that Vietnam has a fast growing IT sector and population, but also faces challenges around siloed computing resources and a weak open source community. The author advocates for OpenStack partners to help deliver successful working systems and grow Vietnam's OpenStack ecosystem, which could then serve as a model for other Southeast Asian countries. 4. Talking about change the world!
 The good news is: Vietnam is well on this way
to transform these with IT. Ho Chi Minh City
 - 30% year on year IT growth (2011 total IT rev
15B USD) . Ranked 8/50 most attractive
countries for software outsourcing (A.T. Kearney
2011) .
 - Established E-government programs, E-
health, E-school and smart city programs are
starting. Government IT budget increases
dramatically year on year.

 The bad news is: everybody is doing it, there
is just not enough computing power and
they are silos.
 - 20000 schools, 1500 hospitals.
 - 65 provinces, 20 ministries distributed IT
systems.

6. Cloud
 Big jump in 2012 for Cloud : VN companies are mostly interested in Cloud for Platform,
sharing Infrastructure resources, much less interest on SaaS (Application Software).
 Private Cloud deployment rather than Public Clouds, with Hybrid clouds being the
dominant model in next 2-3 years. MOF (Finance), MONRE (Resource/Environment),
Quang Trung Software Park, Vinacorp, Lac Viet… have already deployed production
clouds in 2012. Others like banks (e.g. DongA) are virtualizing their data center
environment as a first step to move to private cloud computing.
 Large vendors are currently aggressively pushing cloud offerings in VN: IBM, Prism,
Cisco, HP, SAP, Microsoft, EMC, Trend Micro… Cloud market growth rate is expected to
be x 4 by 2015. Microsoft Vietnam plans to launch Office 365 Small Business Premium
solution onto the market.
DTT offers strategic consulting services, development and

willing to seize this opportunity.

7. Vietnam e-government platform case study
 First multi-tenants centralized provincial e-government platform in Vietnam,
offering set of 12 domains e-services for 97 agents in Da Nang and expanding to
other cities.
 DTT (with Huyndai IT) is carrying out 5M USD project delivering Java-based
SaaS Open source platform and applications based up on: Liferay + Alfresco +
uEngine + Pentaho + ServiceMix + OpenLdap/CAS + Jboss + GeoServer +
PostgreSQL + Korean Egovframe.
 Started August 2012 first application released for beta testing in October 2012
( only 2 months development ).
 Leading Vietnamese ministries and cities now wants to leverage their data
centers to serve not just government e-services but also education and
healthcare.
 As the prime contractor, DTT is asked to evaluate and pilot OpenStack.

 What we need:
 VFOSSA – Vietnam FOSS association; MIC open source program; Da Nang e-
government project many customers of DTT are looking forward to OpenStack
community to come and make a difference in Vietnam by:
 Delivering successful working system
 Growing Vietnam OpensStack community ecosystem.
 What DTT will do:
 Start translating OpenStack to Vietnamese.
 Select to participate in OpenStack sub-projects
And the promise is: if we are successful in Vietnam, same
model will be applied for South East Asia : Malaysia,
Indonesia, Philipines, Thailand, Cambodia, Laos, Myanmar
…
