Presentation given to media at PAI.org hosted roundtable in Dubai 19.02.2020 on the impact of the US Gag Rule which ties aid to women's healthcare provision by NGO's. Funds will become unavailable to organizations engaged in providing education and care related to child birth and reproduction.

3. Current USAID activities in Indonesia
• USAID FP/RH Priority is not covering Indonesia as
Graduated Countries in Family Planning Program since
2007
• No More financial assistances directed to FP/RH
• Changing focus assistant to:
• Controlling pandemic threats and infectious diseases
• Reducing preventable deaths of mothers and newborns

4. Impacts of Global Gag-Rule to NGOs in Indonesia
• Direct impacts:
• IPPF Indonesia has not able to provide abortion services due to lack of
funds
• No more Marie Stopes International office in Indonesia
• Diminishing funds for preventing unsafe-abortion which was mainly
funded by international NGOs and UNFPA or WHO
• Association of secure contraception (PKMI) did not received fund from
the US government and International NGOs (i.e.: JPIEGO)
• Indirect Impacts:
• All UN agencies reduce funds for FP/RH, including HIV program
• Other US donors (i.e.: Gates Foundation) has to comply with Global Gag
Rule
• Indonesian Government is also neglecting the issue of unsafe-abortion
• Conservatism among religious group creates ignorance on the issue of

9. Future FP/RH with or without USAID in Indonesia
• Contribution of unsafe abortion to MMR should be given priority
• Unsafe abortion is continuing to be problem, especially with
mushrooming the medical abortion in the black market
• No specific actions are taken by Government on this issue but effort
to have better post-abortion care only
• NGOs address to unsafe abortion is limited due to scarcity of support
from National and International Funders.
• No NGO will provide safe-abortion service since it against the law and
due to stigmatization and criminalization for this service
• Indonesia can provide FP/RH services with sufficient national funds
• USAID can be partner with Indonesia in technical cooperation among
developing countries (TCDC) i.e.: International Training Program on
FP/RH
