Objectives: HESS seeks to engage stakeholders from higher education in
regional development processes and regional innovation ecosystems to
ensure places contribute to local and broader European growth and
transformation.
HESS has been developed in collaboration with DG EAC and is ongoing
since 2016 – we are now at HESS IV.

universities. The toolbox is complementary to HEInnovate.

Open teaching (MOOC and OER) … helps upskilling and re-skilling the
worforce – to include policy makers. It helps disseminate place-based
specialisation and knowledge transfer, as well as supports local
community engagement and EDP, ODP. It acts upon a HEI social mission,
driving social innovation by circulating local knowledge openly. It acts as
an inclusion tool, being available to all open learners. It scaffolds
transformative regional innovation through education. Regional innovation
prompts global innovation.
How do OEP become essential ingredients?

Open Science and open data… respond to the need for rapid circulation
of research findings in society (as well as education through research).
After the COVID-19 pandemic it became evident that open science has a
crucial role in transformative social innovation: e.g. it supports scientifc
advance and facilitates community information. As cited in the upcoming
innovation communication staff working document.
EDP & ODP & OEP: related concepts but not the same. The ‘connecting
thread’ is ‘oppenness’, as follows: multistakeholder engagement,
sustainability and transparency. These concepts build upon one another,
and interrelate. Openness + Transparency = Inclusion. EDP and ODP as
per the PRI Playbook.
