This document discusses challenges and opportunities for implementing transparency and open government projects in Greece. It outlines past open government projects in Greece from 2009-2012 that focused on proof of concepts, skills development, interoperability, and open standards. Current demands for transparency stem from the economic crisis. The Transparency Program aims to establish a new relationship between citizens and government based on accountability. It promotes open data through a multichannel platform and encourages third parties to create applications. Challenges include overcoming issues within institutions and culture, bridging access gaps, and adopting diverse technical solutions. Opportunities exist for both public and private sectors to improve governance and gain business value through openness, feedback, and knowledge-based applications.

During recent years, the fast development of Information Technologies (IT) and digital media has introduced new opportunities for a sustainable and inclusive growth of cities, by produc-ing on the one hand lots of data about urban life, and on the other hand, digital media plat-forms.
The concept of planning itself is undergoing a cultural transformation, from designing the physical urban environment as an efficient, static backdrop for inhabitation, towards the con-cept of “citymaking”, where the spatial decision making process is dealing with cultural as-pects, liveability, community building, social cohesion and design.
Over the last few years a new methodology called ‘Living Lab’ has emerged to involve citizens in the design process. Initially is has mainly been used in the business sector to test commer-cial products, or to involve consumers as co-creators. Recently it has also progressively gained credibility in urban processes, as it facilitates the engagement of stakeholders and their under-standing of the planning problem, as well as the sharing of criteria for vision setting, thus ena-bling a transparent urban planning decision process.
During the STSM, which took place in April 2014, the authors have tried to outline how living labs are used in real cases of collaborative planning in the City of Amsterdam, and what is the role of new technologies in these living labs.
Nine experiments of Living labs -with or without such a label- on urban processes of planning and requalification were explored, with the aim of tracing out the achievements and weak-nesses of the practices undertaken so far. Through data collection, field surveys and inter-views, the authors asked whether technology is really helping non-expert citizens in being part of complex urban process, allowing real co-creation to happen; and, more generally, analyzed how the role of institutions, designers and citizens is changing in this dynamic scenario.
Amsterdam can be recognized as one of the most active cities in the European scenario in promoting innovative initiatives, by the use of open data and the development of smart pro-jects emerging from groups of citizen led proposals; participatory planning experiences are grounded on a solid tradition, and experimentation with numerous opportunities offered by new technologies. The city has recognized this potential and is investing on such projects, mainly by providing the conditions for a smart environment where open applications and initi-atives can be developed. Value creation from open data growth faces several challenges, e.g; they risk to be too supply-driven, or that they lack of incentives for the re-use. This paper reports an ongoing research/programme on the stimulation role in an open data ecosystem to mitigate these concerns. First, we present the empirical roots of this role that can be drawn from several initiatives undertaken in different countries and trying to bypass the obstacles faced by potential open data re-users. We discuss the importance of a legal framework inductive to foster innovation and transnationality of the re-use. Then, we introduce the BE-GOOD programme which aims to develop new methods to build an open data ecosystem.

E-governance, meaning ‘electronic governance’ is using information and communication technologies (ICTs) (such as Wide Area Networks, the Internet, and mobile computing) at various levels of the government and the public sector and beyond, for the purpose of enhancing governance. The application of ICT to transform the efficiency, effectiveness, transparency and accountability of exchange of information and transaction:

between Government and businesses
Government Process Re-engineering using IT to simplify and make the government processes more efficient is critical for transformation to make the delivery of government services more effective across various government domains and therefore needs to be implemented by all Ministries/ Departments.
NATIONAL E-GOVERNANCE PLAN (NEGP)
negpThe National e-Governance Plan (NeGP), takes a holistic view of e-Governance initiatives across the country, integrating them into a collective vision, a shared cause. Around this idea, a massive countrywide infrastructure reaching down to the remotest of villages is evolving, and large-scale digitization of records is taking place to enable easy, reliable access over the internet. The ultimate objective is to bring public services closer home to citizens, as articulated in the Vision Statement of NeGP.

State Wide Area Network (SWAN): Under this Scheme, technical and financial assistance are being provided to the States/UTs for establishing SWANs to connect all State/UT Headquarters up to the Block level via District/ sub-Divisional Headquarters, in a vertical hierarchical structure with a minimum bandwidth capacity of 2 Mbps per link. Each of the State / UT can enhance the bandwidth up to 34 Mbps between SHQ and DHQ and upto 8 Mbps between DHQ and BHQ depending upon the utilization. However, making open data available does not necessarily lead to better utilisation from citizens and businesses. In this article we introduce and apply the GOV typology in order to analyze various e-Government tools, websites and interactive methods of the
EU-project “Open Government in Europe”. In many ways these so-called ‘Good Practices’ (GP) are state of the art examples of open data, egovernment
tools and innovative relationships between governments and active citizens in Europe. Rich though the examples may be, comparing and
evaluating them is not easy, while learning from them or using a specific example in one’s own situation is quite difficult. The proposed indicator
GOV, while allowing for three distinct GOV strata, hugely improves the options for meaningful comparison between Good Practices and learning
from them. Furthermore, with the GOV typology we observe a difference between the patterning of Good Practices, mainly found in GOV 1.0 and
GOV 2.0 strata, and the subset of selected ‘Best Practices’, which tend to clustering in the GOV 2.0 and GOV 3.0 strata. Thirdly, due to the GOV
indicator we have a better understanding of the workings of the Good Practices, especially the options of interaction between given GOV strata. The
Dutch GOV 2.0 case “Research on Civic Initiatives, DIY’s & Liability” illustrates such behavior, resulting in additional GOV examples, with clear
indications of push and pull strategies due to attitudes of governments and citizens and thus providing a solid argument for interaction.
