Open data portals have been a primary source for publishing datasets from various sectors of administration, all over the world. However, making open data available does not necessarily lead to better utilisation from citizens and businesses. Our paper presents a new framework and a prototype system for supporting open application development by citizen communities, through gathering and making available open data and open web services sources from governmental actors, combined with an application development environment, training material and application examples.
This is a presentation of Gov4All platform, a web site for managing citizen-driven development in Greece.
After analysing the key AI technologies that can be applied in the public sector, the course gives an overview of potential applications (e.g. chatbots, intelligent agents, decision making algorithms, machine learning systems, etc) in various European countries and sectors of the economy. Furthermore, the aims, the benefits and the possible challenges and risks of such applications are being presented, together with the means for risk mitigation. The course also presents the main initiatives for promoting , monitoring and regulating the use of artificial intelligence in the public sector, in Europe and the world.
This is a presentation of research done within the EU Community project and its evaluation, combining reputation management and sentiment analysis techniques for policy modelling

Open Data initiatives are increasingly considered as defining elements of emerging smart cities. However, few studies have attempted to provide a better understanding of the nature of this convergence and the impact on both domains. This paper presents findings from a detailed study of 18 open data initiatives across five smart cities – Barcelona, Chicago, Manchester, Amsterdam and Helsinki. Specifically, the study sought to understand how open data programs are shaped by the different smart cities contexts and concomitantly what kinds of innovations are enabled by open data in these cities. The findings highlight the specific impacts of open data innovation on the different smart cities domains, governance of the cities, and the nature of datasets available in the open data ecosystem.

Legends versus facts of ancient fortresses in the Ohio valley. What evidence supports "Who, what, when, where, why, how, how long, how much, how many" regarding legends and official records describing ancient fortresses and other features in the Ohio Valley. Long held traditions by both natives and settlers describe stone fortresses and an unbroken series of rapid communications along all the major waterways of eastern North America. Author, Rick Osmon, investigated these legends, traditions, and out of place artifacts over a period of more than four decades and presents some of the data and conclusions here.

Around this idea, a massive countrywide infrastructure reaching down to the remotest of villages is evolving, and large-scale digitization of records is taking place to enable easy, reliable access over the internet. The ultimate objective is to bring public services closer home to citizens, as articulated in the Vision Statement of NeGP.

State Wide Area Network (SWAN): Under this Scheme, technical and financial assistance are being provided to the States/UTs for establishing SWANs to connect all State/UT Headquarters up to the Block level via District/ sub-Divisional Headquarters, in a vertical hierarchical structure with a minimum bandwidth capacity of 2 Mbps per link. The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM).

As machine learning integrates deeper into human-computer interactions, the concept of epistemic interaction emerges, aiming to refine these interactions to enhance system adaptability. This approach encourages minor, intentional adjustments in user behaviour to enrich the data available for system learning. This paper introduces epistemic interaction within the context of human-system communication, illustrating how deliberate interaction design can improve system understanding and adaptation. Through concrete examples, we demonstrate the potential of epistemic interaction to significantly advance human-computer interaction by leveraging intuitive human communication strategies to inform system design and functionality, offering a novel pathway for enriching user-system engagements.

6. I.- Conceptual Framework for the Analysis of
the E-Government
• e-Government
– In the future, the concept of E-Government can go beyond the money transfer, and other
benefits through the use of intelligent plastic cards. With a chip card, the participants
could receive public assistance benefits, join formative courses, elderly service delivery,
or the payment of day assistance. (…). The E-Government would be fairer, safer, more
client oriented, and more efficient than our systems, which are nowadays based on the
paper’. (National Performance Review, 1993: 114)
– E-Government as ‘the application of the technologies based on the Internet to
commercial and non-commercial activities in the core of the Public Administration’
(OECD, 1998).

that would require of a specific treatment that they frequently don't receive.

only changes the mechanism, but does not allow
citizens to take part with more depht in the decision
