 Better Business Engagement - Develop a new approach to serving Illinois’ businesses and
those employed by those businesses. Design an innovative system solution that will
leverage current data and system assets to empower economic developers and assist
business expansion and development.
 Improved Dislocated Worker Tracking Tools - Give responder staff a tool that allows them
to readily input and extract data that will equip them with the ability to conduct both
proactive and reactive services to businesses laying off, and the workers being laid off.
 Data Intelligence- Quality data that is easy to access, easy to understand, and easy to retain
and extract.

PROACTIVE – Business Engagement
 Employer engagement and outreach and identifying
business and workforce opportunities and threats
throughout the state
 Meet existing and future talent needs of growing
companies by offering incumbent worker training
programs to help upgrade workers' skills.
REACTIVE – Layoff Aversion
 In the case of layoffs and plant closings, the Rapid
Response team can quickly coordinate services and
provide immediate aid to companies and their workers.
 Quickly and clearly assess the needs of those in jeopardy
and locate alternative work options and/or training and a
path to successful re-employment.
Plan Do Check Act
Rapid Response can provide customized services on-site at affected companies, accommodate many
work schedules, and assist company leaders and workers through the difficult transitions associated
with job loss.
New and Improved Process
Technology for Data Driven Decisions
Old Way of doing business:
 Need a specialist with a strong background in
technology to mine data for information
because it is necessary for that person to
understand how databases and data
warehouses work.
 Requires staff to reach out to the information
technology department (IT) and request a
report. Someone from the IT department would
then create the report and schedule it to run
on a periodic basis. The process is complex, and
ad hoc reports, also known as one-off reports,
are informative but not instant.
New way of doing business:
 Business intelligence tools often require very
little, if any, support from the IT department.
Business managers can customize dashboards
to display the data they want to see and run
custom reports on the fly.
 The changes in how data can be mined and
visualized allows business executives who have
no technology backgrounds to be able to work
with analytics tools and make data-driven
decisions.

Change and Financial Stress Score.
Organizational Management Business, location, worksites, and contacts can be identified and
bookmarked to conduct outreach and send referrals.
Layoff Intake – Local and WARN Management Automated online layoff submission and electronic form. Data
transfers directly to the IEBS and send notifications to state
stakeholders.

  • 2.  Better Business Engagement - Develop a new approach to serving Illinois’ businesses and those employed by those businesses. Comprehensive Services PROACTIVE – Business Engagement  Employer engagement and outreach and identifying business and workforce opportunities and threats throughout the state  Meet existing and future talent needs of growing companies by offering incumbent worker training programs to help upgrade workers' skills. REACTIVE – Layoff Aversion  In the case of layoffs and plant closings, the Rapid Response team can quickly coordinate services and provide immediate aid to companies and their workers.  Quickly and clearly assess the needs of those in jeopardy and locate alternative work options and/or training and a path to successful re-employment. Plan Do Check Act Rapid Response can provide customized services on-site at affected companies, accommodate many work schedules, and assist company leaders and workers through the difficult transitions associated with job loss. Technology for Data Driven Decisions Old Way of doing business:  Need a specialist with a strong background in technology to mine data for information because it is necessary for that person to understand how databases and data warehouses work.  Requires staff to reach out to the information technology department (IT) and request a report. Someone from the IT department would then create the report and schedule it to run on a periodic basis. The process is complex, and ad hoc reports, also known as one-off reports, are informative but not instant. New way of doing business:  Business intelligence tools often require very little, if any, support from the IT department. Business managers can customize dashboards to display the data they want to see and run custom reports on the fly.  The changes in how data can be mined and visualized allows business executives who have no technology backgrounds to be able to work with analytics tools and make data-driven decisions. One version of the truth. Approach to business governance that values decisions that can be backed up with verifiable data. The success of the data-driven approach is reliant upon the quality of the data gathered and the effectiveness of its analysis and interpretation. 4

WARN DASHBOARD Data from the private IEBS system is made publicly available from the internal system and appears on public facing Illinois workNet site.

Layoff Transparency and Reporting (External)  Company specific public informational pages are created by system and published on IwN public website as part of layoff entry in IEBS.  ALL layoff partners who have been given permission can modify the Resource Packet area – don’t need to wait for tech person.

Editor's Notes

  1. Historically, there has been a disconnect and no focused and systematic way of conducting business outreach. The existing main frame state Dislocated Event Tracking System (DETS) that tracked WARN and local layoff activity had become severely outdated and needed to be replaced. Users were resorting to manual and separate spreadsheets and tracking processes rather than inputting data into the system because the process of entering the data had become too laborious. There was an obvious need to design and develop something new and improved that could help Rapid Response and TRADE staff conduct layoff aversion and business outreach and workshop activity. There was also a great need to have a system that had transparency and displays of data that allowed for not just layoff response activities but also the ability to conduct proactive layoff aversion work.
  2. A major goal of the new system would be to make sure that there was quality data from multiple sources that would allow for rapid assessment of particular geographic area and putting that information together in one place that is easy to access, easy to understand, and easy to update and track.
  3. One of the driving forces behind the system was to keep it simple and easy to use and create the screens and display the data and information in multiple and versatile ways so that those doing the work could understand and make clear assessments of layoffs and company health on their own. It was to foster in a new way of empowering Rapid Response and Business Outreach specialists to be able to operate almost autonomously.
  4. So, what is IEBS? what is it about? It is the result of many years of knowing there was a need for system that brought data and processes and people together working with businesses and the workforce in such a way that they could easily, intuitively, and collaboratively do their work. Having intelligent tools available to the staff that are the “boots on the ground” to be able to quickly meet with those companies laying off employees and offer help to those employees, but also to have intelligence that helps them contact employees that are struggling and get to them prior to the layoff and conduct proactive layoff aversion activities.
  5. A system that have private access and different levels of viewership depending on the needs of the users.
  6. The Illinois Employment Business System (IEBS) is a new cloud-based system capable of integrating and interfacing data from multiple data sources.   A unique feature of IEBS is that via an API it connects Dun & Bradstreet business data and predictive analytical tools to local and WARN layoff data. It also integrates relative Labor Market Data allowing users to filter, manage and display the interrelated data in real time dashboards and extractable business intelligence reports. 
  7. IEBS is the first system of its kind to display 600 thousand Illinois businesses listed in the DnB database conjoined with government layoff activity, and relevant LMI stats.
  8. Officially launched in November 2020 IEBS replaced an old state legacy layoff platform for local and state layoff tracking.  The new user friendly, intuitive look and feel of IEBS has been positively onboarded and enthusiastically embraced.  
  9. The DCEO IEBS development team sat side by side with its partners from the state LMI shop at IL Dept. of Employment Security and the IDES Business Services team and identified the LMI data that is most needed when conducting business outreach and layoff assistance and aversion. The LMI data in IEBS is only the most frequently used LMI data by Rapid Response and Business Outreach specialist.
  10. The data is sourced from BLS and QCEW and the same sources as what IDES uses. It is highly automated and the filters allow for very quick selections of the data by geographic area, date, industry etc.
  11. Help Wanted Online data is viewed side by side with active relative layoff data within the system to allow users to avert layoff. i.e. - seeing the characteristics of the company that is laying off and who is being laid off and then on same screen being able to quickly identify a similar company that is hiring people with those skills and attributes
  12. IEBS directly interfaces with the DnB business data; the data is refreshed quarterly and is also stored in the system which allows for longitudinal and time series analysis of company fiscal health and historical trends and trajectories.
  13. DnB Predictive Analytic indicators are included in IEBS for each company that allow for the users to be able to easily and clearly see and understand the fiscal wellness and stability of a company. Each Organization Page for each company displays in Red, Yellow, and Green how a company is doing from month to month. The indicators have proven to be extremely helpful and accurate.
  14. IEBS includes screens that allow users to search the DnB data to target specific cohorts of organizations. For example, users are able to search by industry, business health, size, sales volume, location, minority owned, etc. in order to pinpoint those Illinois businesses of their particular service interest and come up with strategic plans of action to conduct outreach and present to them intelligence driven ideas and proposals.
  15. It is clear the companies that are doing well, vs the companies that are struggling and therefore, the IEBS user knows exactly what approach to take and what type of conversation they need to have with that company.
  16. Each company has a page that contains the DnB data for the company. Because the DnB data is used you have exact and accurate names and addresses of the company. Contact information for the company. Sales volume Minority Owned and number employed at the company is also viewable. There is a map showing location and direct Google to current events about the company.
  17. IEBS is allowing for the ability to no longer just randomly call on and converse with employers. No more just knocking on doors and hoping for the best. It empowers users to campaign and conduct results driven conversations.
  18. IEBS replaced a severely outdated and antiquated state layoff legacy system. The data from that old system dating back to the 1980’s was transitioned over to IEBS. After significant cleansing and scrubbing of the data it was able to be transformed and brought to new life with the various views in IEBS.
  19. The new system is very easy to navigate and has lots of transparency tools to see data clearly.
  20. Layoff activity has lots of maps and the ability to look at data from macro level and then drill down to a micro level.
  21. Every effort is made in IEBS to pull and display data from the most credible, available sources and avoid at all cost redundancy or unnecessary data input. For example, wherever typing in a business name or location, DnB data prefills and populates the screens for the user, if there is opportunity to insert standardized dropdown selections like NAICS or SOCS the user will have that option. LMI data is coming directly from source codes of data such as BLS or QCEW.

All throughout IEBS development we seek to find the original version of the data being displayed and produce for the user and viewers the most wholistic and real version of one truth as much as possible. And provide the user with the ability to drill down from high macro level view to granular micro view of the data. Abundant windows, bubbles, and colorful icons are utilized to help explain, define, and make the information understandable and relatable
  23. New layoff events are entered easily and quickly merged and enhanced with the DnB data to give full picture of the company on the system. In the past lots of time was lost trying to get “the rest of the information” needed to be able to respond quickly to WARN notice. Time is no longer wasted on administrative processing and manual uploading of information. The time is spent where it is needed most, helping the employer and the dislocated workers.
  24. Whether local or state WARN layoff the creation of a layoff in IEBS is a very easy and an assisted and guided process through the system. Layoff types are created as the number impacted is entered. Multiple locations can be attached to a single event. Google maps, customized Google searches, and localized LMI data all in one area with the layoff.
  25. What used to take hours to input in the old system has been reduced to minutes in IEBS. The use of dropdowns and leveraging the DnB data saves time and money. There is one layoff page that includes full service to the company and the dislocated workers and facilitates the Rapid Response staff activities easily and intuitively.

  27. Extra enhancements are enabled for every layoff such as identifying the industry codes for that company.
  28. The system knows via the user list who is the primary contacts for a particular geographic area and therefore, pulls those users into the detail page along with their contact information.
  29. Notes have many, many new features to aid in the entry, sorting, and viewing of attachments.
  30. There are many internally available dashboards and extractable reports that are utilized for tracking layoff activity efforts.
  31. WARN Dashboard is searchable by Company Name, Date Reported, TRADE event, Unions Involved, Geographic Area; selected information can be easily downloaded into Excel formatted version of data.
  32. Company pages are created automatically by IEBS system when the layoff event is entered into IEBS and with one click of authorized user can be displayed on the public view of Illinois workNet. These pages are key to getting the help out to the affected workers and getting them the help they need. Informational workshops and webinars are recorded and posted on the site so those that missed the actual event can go there and listen to them.

A multitude of research and time went into the employee survey to create an online tool that would allows dislocated workers to quickly fill it in and submit minimum amount of information that can be utilized by Rapid Response staff to conduct outreach and referrals. The data is instantly downloaded to the internal IEBS Company Layoff information in order to conduct and track outreach.
