ICT can be considered to have 4 foundational components: computing, connectivity, content, and human capacity. While computers and the internet are important aspects of ICT, it is a broader concept that also includes telephony and issues regarding digital divides and internet governance. Applications of ICT can be divided into two categories, those that rely on traditional communication networks and those that are human-independent and can process information and make decisions without human intervention. ICT is a fundamental part of economic growth, especially in knowledge economies, and can help achieve UN Millennium Development Goals through increasing efficiency, transparency, competitiveness, new opportunities, and empowering citizens.
