They reason. They can understand information but
also the underlying ideas and concepts. This
reasoning ability can become more advanced over
time. It’s the difference between the reasoning
strategies we used as children to solve

Brenda Decker

Brenda Decker has been with IBM since November 2015. She currently holds the position of Director, IBM Global
Government Industry. In this position she engages with senior government officials as they explore strategies to enhance
program delivery, drive efficiencies in operations, and design governance models and organizations focused on results.
Prior to joining IBM, Brenda was the Chief Information Officer for the State of Nebraska, a Governor’s Cabinet position she
held for 10+ years. In that role, Brenda managed a team of IT professionals and engineers to create systems and processes
that optimized the use of current technical resources to meet the business needs of the State, as well as implementing new
technologies to attain the State’s strategic goals. This position was the culmination of 30+ year award winning state
government career.
In 2012, then Federal Communications Commission Chair, Julius Genachowski appointed Brenda to serve on the 14
member FCC Technical Advisory Board for First Responder Interoperability.
Over her career, Brenda has been honored nationally as; one of the 25 Doers, Dreamers and Drivers of Information
Technology, one of the 5 Most Influential Women CIO’s, one of the Premier 100 IT Leaders, presented the Outstanding
Community Service in IT Award, presented the National Association of State Chief Information Officers (NASCIO) Meritorious
Service Award, and the NASCIO Decade of Dedication Award.
Brenda’s educational background includes a Bachelor’s degree in Business Administration, as well as a Master’s of Art in
Management. She is also a Certified Professional Manager from the Institute of Certified Professional Managers.

Mike Sylvia is an IBM Distinguished Engineer and a Senior Cloud Advisor with broad and deep experience in cloud, including
leading the internal cloud computing initiatives of a very large and complex enterprise: the IBM Corporation. As a Cloud
Advisor, Mike and his team help IBM customers understand how they can use cloud computing to transform their business
and the best path forward to realizing that result. A former leader in IBM's Office of the CIO, Mike brings strong experience-
based understanding of the benefits, enterprise IT requirements, challenges and point of view around cloud to the customers
he now serves.
Prior to becoming a Cloud Advisor, Mike spent seven years in the IBM CIO’s Office. As the Director of Advanced
Technologies, he led the team that provided technical strategy, solution architecture and design support across the breadth of
CIO operational and infrastructure services. Mike was a trusted advisor on technical trends and directions to successive IBM
CIOs and, with his team, led the execution of various internal infrastructure initiatives. Setting a solid foundation for his
current role, Mike was also responsible for CIO’s adoption of cloud computing, including the overall strategy for its use, and
the deployment of specific clouds and cloud-based workload within that strategy. In addition to his CIO day job, Mike also
regularly advised IBM client teams and their customers – often professionals from peer CIO organizations -- on cloud
computing, IT management and IBM’s own transformation as an in demand speaker and participant in client briefings,
conferences and initiatives on those topics.
Joining IBM in 1983, Mike was named a Distinguished Engineer in April 2000 and elected to the IBM Academy of Technology
