architecture) is part of a series of lectures on the main
projects undertaken by the High Level Group for the
Modernization of Official Statistics (HLG-MOS)
We need to modernise
We have a burning platform with:
• rigid processes and methods;
• inflexible ageing technology;
• increasing cost of traditional data collection methods;
• inability to quickly respond to emerging information needs;
• slow to harness new and alternative sources of data (such as sensor,
satellite);
• difficulty in attracting and retaining skilled staff in the competitive
labour market.
In an increasingly digital and data rich environment statistical
organizations are struggling to remain relevant.

What is CSPA?
• CSPA provides a template architecture for official statistics,
describing:
− What the official statistical industry wants to achieve
− How the industry can achieve this, i.e. principles that
guide how statistics are produced
− What the industry will have to do, compliance with
the CSPA

• Statistical organisations already participate in many
international engagement activities that facilitate
sharing.
• All statistical organisations need to modernise and
standardise their systems and processes.
• The marginal cost of doing this in a way that
supports collaboration and complies with CSPA is
relatively low, but the potential savings enabled by
such a standard approach are high.

• Extending our existing sharing practices to the
next level.
• Heads of Organizations agree in principle to
sharing and collaborating in the community.
• Organizations contribute as much as they can, in
what form they can (capability, funding, etc.)

  • 2. This webinar on CSPA (common statistical production architecture) is part of a series of lectures on the main projects undertaken by the High Level Group for the Modernization of Official Statistics (HLG-MOS)

We need to modernise We have a burning platform with: • rigid processes and methods; • inflexible ageing technology; • increasing cost of traditional data collection methods; • inability to quickly respond to emerging information needs; • slow to harness new and alternative sources of data (such as sensor, satellite); • difficulty in attracting and retaining skilled staff in the competitive labour market. In an increasingly digital and data rich environment statistical organizations are struggling to remain relevant.

What is CSPA? • CSPA provides a template architecture for official statistics, describing: − What the official statistical industry wants to achieve − How the industry can achieve this, i.e. principles that guide how statistics are produced − What the industry will have to do, compliance with the CSPA
  • 13. Modernisation blueprint exists CSPA provides a reference architecture to help each agency modernisation, based on common standards: • GSBPM • GSIM • DDI / SDMX CSPA allows us to modernise our environment and use existing international solutions.

  • 22. • Statistical organisations already participate in many international engagement activities that facilitate sharing. • All statistical organisations need to modernise and standardise their systems and processes. • The marginal cost of doing this in a way that supports collaboration and complies with CSPA is relatively low, but the potential savings enabled by such a standard approach are high.   13. The catalogue (which is still in development) is the doorway to find information (a ‘catalogue’ of information, if you will). It will tell you information about what services already exist, what services are being built and who is building them, who has plans for building things in the future, and also allows you to share your plans and identify potential collaborators. The catalogue is currently made up of 5 layers, which are illustrated in this picture. The 5 existing layers are: Knowledge base/ virtual standards helpdesk: this already exists! It is an online resource where you can access all the standards (GSBPM, GSIM, CSPA, SDMX and DDI) Business plans and interests: This is still in development, and an initial form will be released this year. This will show what organizations are planning to work on, to allow you to get involved too. Business capabilities: This is still in development, and an initial form will be released this year. This will show what organizations’ existing capabilities are, so you can learn from those who have already done the things you are trying to do. Statistical services: This currently exists, being hosted by Eurostat. This is a list (and information about) all the existing CSPA compliant services Technical/supporting services: This currently exists, and is currently on Github.com (although may be moved in future). This is where all the actual services are stored (at a technical level, ie. code etc.) More layers of the catalogue are currently in development, so keep an eye on this for more excitement! <number>

This is one of the benefits of the community and sharing approach – there will always be someone at the front of the peleton, and sometimes that will be you and sometimes it won’t. This is why your contribution can be whatever you have – be it in money, a person, two persons, technology, etc. Finding solutions together! <number>
