Hurricane Floyd formed in Western Africa in September 1999 and became a tropical storm on September 8th, reaching hurricane strength on September 10th with winds up to 156 mph. It caused widespread flooding and 57 deaths along the East Coast from South Carolina to Maine as it dropped 4 to 12 inches of rain. By the time it reached New Jersey it had weakened to a tropical storm and dissipated as an extratropical storm off the coast of Maine on September 17th.
