THE DIVERSITY IN THE SCHOOL SYSTEM REPRESENTS THE CULTURE OF THE CITY.
ENGLISH LANGUAGE LEARNERS DEFINED
BY1.) AN INDIVIDUAL NOT BORN IN THE UNITED STATES WHO NATIVE LANGUAGE IS OTHER THAN ENGLISH.
2.) AN INDIVIDUAL WHO COMES FROM AN HOME ENVIRONMENT WERE A LANGUAGE OTHER THAN ENGLISH IS SPOKEN
3.) AN INDIVIDUAL WHO IS AN AMERICAN INDIAN OR ALASKAN NATIVE WHO COME FROM AN ENVIRONMENT WHERE A
LANGUAGE OTHER THAN ENGLISH HAS SIGNIFICANT IMPACT ON HIS OR HER LEVEL OF ENGLISH PROFIENCY.

HOW ARE ELL’S IDENTIFIED?
WHAT IS ESOL?
ESOL (ENGLISH FOR SPEAKERS OF OTHER LANGUAGES) IS A PROGRAM DESIGNED SPECIFICALLY TO IMPROVE THE
LANGUAGE PROFICIENCY OF STUDENTS WHOSE NATIVE LANGUAGE IS NOT ENGLISH. IN ADDITION TO
RECEIVING ACADEMIC INSTRUCTION IN READING, WRITING, SPEAKING AND LISTENING, THE ESOL PROGRAM STRIVES
TO DEVELOP AN APPRECIATION OF DIVERSE CULTURES AND LANGUAGES.
STANDARDS THAT DRIVE INSTRUCTION FOR
ENGLISH LANGUAGE LEARNERS
• PRINCIPLE 1. FOCUSON ACADEMIC LANGUAGE, LITERACY, AND VOCABULARY:TEACH THE LANGUAGE AND LANGUAGE SKILLS
REQUIRED FOR CONTENT LEARNING.
• PRINCIPLE 2. LINK BACKGROUND KNOWLEDGE AND CULTURE TO LEARNING: EXPLICITLY PLAN AND INCORPORATE WAYS TO
ENGAGE STUDENTS IN THINKING ABOUT AND DRAWING FROM THEIR LIFE EXPERIENCES AND PRIOR KNOWLEDGE.
• PRINCIPLE 3. INCREASE COMPREHENSIBLE INPUT AND LANGUAGE OUTPUT: MAKE MEANING CLEAR THROUGH VISUALS,
DEMONSTRATIONS, AND OTHER MEANS AND GIVE STUDENTS MULTIPLE OPPORTUNITIES TO PRODUCE LANGUAGE.

WHAT’S DOES THE LANGUAGE AND CULTURE
CENTER OFFER?
THE CENTER FOR LANGUAGE AND CULTURE (CLC) IS A SERVICE CENTER FOR REFUGEE, IMMIGRANT AND
NEWLY ARRIVED FAMILIES WHO SPEAK A LANGUAGE OTHER THAN ENGLISH. THE CLC OFFERS HOMEWORK
ASSISTANCE TO STUDENTS, EVENING LANGUAGE CLASSES FOR PARENTS, INFORMATIONAL COMMUNITY
SESSIONS IN VARIOUS LANGUAGES, AND ORIENTATION TO AMERICAN SCHOOLS FOR NEWLY ARRIVED
FAMILIES. WE ARE TRYING TO MAKE A POSITIVE DIFFERENCE THROUGH OUR ACTIONS AND SERVICES SO
THAT FAMILIES NEW TO JACKSONVILLE HAVE A SMOOTH TRANSITION INTO THE AMERICAN CULTURE AND
INTO THE DUVAL COUNTY PUBLIC SCHOOL SYSTEM. OUR GOAL IS TO MAKE OUR COMMUNITY A BETTER
PLACE FOR ALL OF ITS MEMBERS.

THE CENTER FOR LANGUAGE AND CULTURE (CLC) IS A SERVICE CENTER FOR REFUGEE, IMMIGRANT AND NEWLY ARRIVED FAMILIES WHO SPEAK A LANGUAGE OTHER THAN ENGLISH. THE CLC OFFERS HOMEWORK ASSISTANCE TO STUDENTS, EVENING LANGUAGE CLASSES FOR PARENTS, INFORMATIONAL COMMUNITY SESSIONS IN VARIOUS LANGUAGES, AND ORIENTATION TO AMERICAN SCHOOLS FOR NEWLY ARRIVED FAMILIES. Editor's Notes

  1. We all have started our instruction with a written message or activity on the board. The goal of ESOL is to “Help English Language Learners (ELLs), grades K-12, to effectively understand, speak, read, and write English in an academic setting, as required by both federal and state regulations.” Which is what the text says above.
  2. What does Duval County offer for students who speak other languages in grades K-12? Which leads us to discuss the ESOL program. Here’s the view the ESOL programs from two 5th grade students. (play audio) Ask viwers what is ESOL?
  3. If a student answers yes to any question on the HLS, they must be assessed to determine level of English proficiency. K-2 are tested in a listening and speaking style. Where 3rd-12th participate in a speaking, reading and writing assessment. The assessment scores provide the initial English language proficiency.
  4. ESOL starts as a Dual Language program in Kindergarten where together English language learners and English speakers learn English and Spanish. The Duval County Public schools program enhances the language skills for ESOL students and their parents through resources outside the classroom, and provide insight into American culture at the Center for Language and Culture (CLC). The district encourages parent participation in their children’s education through the ESOL Parent Leadership Council (PLC). Every school has an ESOL program and every school serves ELLs. There are schools that go beyond the standard with specialized programs. There are schools that have no active ESOL program at all. Parents have options. Elementary ESOL Centers will only self-contain ELP level 1 and 2 students. All other Ell students will be mainstreamed and serviced in the classroom with non- Ells. What are the advantages of recommending these students attend ESOL Center schools. Middle Schools and high schools Language Arts, English, and Developmental Language Arts. Know your students who are your ells? Find out where their from; what language they speak. Ask if they can tell you about their last school.

Direct translations from peers or translators are great ways to promote vocabulary and communication among ELL students. What accomadations are required by the state of Florida? Flexible setting, flexible scheduling, additional time, assistance in Heritage Language, approved dictionary.

The CLC serves three main objectives:   1. Testing Center for Student Initial English Proficiency Testing for Students Utilize results of the Home Language Survey to designate testing for all new students entering DCPS Advise parents on program options (Home School, Dual Language, Newcomer) Assist parents with registration documents including lunch registration and transportation   2. Orientation Services for Parents and Families Complete registration forms Information about American schools and service agencies Information on clinics and health care centers Provide Translations Referrals to VPK centers and summer programs run by the city of Jacksonville   3. Resource Center and Multifunctional Classroom School Orientation Meetings Streetwise and Safety Rights and Responsibilities Immunizations  & Children’s Health Parent and Community Outreach Programs  - Burmese Family Night  - Arabic Family Night  - Hispanic Family Nigh
