The NGO Open Policy Foundation was established in 2008 to promote access to quality education in Ukraine. It has advocated for simplified procedures for students in occupied Crimea and Donbas to obtain Ukrainian school certificates and has provided educational and social support programs. The Foundation is now proposing to create an online Open Distance Educational Center called "GREEN STREAM" to provide distance learning for 3,000 children and youth affected by the conflict through online video lessons, counseling services, and teacher training on distance learning techniques. The goal is to increase access to quality Ukrainian education for students unable to access schools in occupied territories.

Total quality (TQ) is a passion and a way of life for those organizations that live its message. The problem is how to generate the passion and the pride required to create quality in education. The significance of leadership for undertaking the transformation to TQ should not be underestimated. A key aspect of the leadership role in education is to train and empower teachers to give them the maximum opportunity to improve the learning of their students. Technology and innovative ideas are the other important tools for them.
Not only in Turkey, but in many countries “training innovative minds through quality in education and technology use” has gained importance recently. Many educators and educational leaders are trying to find out the meaning of “quality” in education through the further technological innovations. This tendency seems to be changing the educational paradigm with respect to the Internet technologies. Massive open online courses (MOOCs) are getting very popular especially in American and European universities. Through some well-known IT companies teachers are trying new ways instead of the traditional ones. Experts think that the Internet and some other innovative ideas might be significant for the national systems of education as they may become the basis for the emerging global education system.
In this paper, the author is going to share her experiences she gained during her participation to the Sixth Conference of MIT’s Learning International Networks Consortium on June 16th-19th, 2013 at MIT, Cambridge, Massachusetts, USA.

• 556 secondary schools were functioning, 149 000 pupils studied in Donetsk region
• 765 pupils obtained state diplomas ( for 11 grade), 850 pupils – state certificates (for 9 grade ) by
external studies in Donetsk regions
• 247 (pupils from 11 grade), 240 (pupils from 9 grade) studied by externat in Lugansk region
2016-2017:
• 579 schools (among them 567 comprehensive schools with daily form of studies, 7 schools with evening-
classes, 5 private schools) where 151 500 pupils study in Donetsk region
• 299 secondary schools were functioning, 52 200 pupils studied in Lugansk region

• 20 educational institutions stopped the activities through combating operations and lack of pupillary
contingent
• on the contact line 41 schools are located, 7 851 pupils from IDPs families study there – 11 900
(preschools, secondary schools and vocational and technical educational institutions) in Donetsk region
• the number of children and pupils from IDPs families in preschools, secondary schools and vocational and
technical educational institutions is 11 611 people in Donetsk region, 3 185 – in Lugansk region
