Situation on Eastern Ukraine: 2015-2017
The territories controlled by the Ukrainian authority/contact line
2015-2016:
• 556 secondary schools were functioning, 149 000 pupils studied in Donetsk region
• 765 pupils obtained state diplomas ( for 11 grade), 850 pupils – state certificates (for 9 grade ) by
external studies in Donetsk regions
• 247 (pupils from 11 grade), 240 (pupils from 9 grade) studied by externat in Lugansk region
2016-2017:
• 579 schools (among them 567 comprehensive schools with daily form of studies, 7 schools with evening-
classes, 5 private schools) where 151 500 pupils study in Donetsk region
• 299 secondary schools were functioning, 52 200 pupils studied in Lugansk region
•
• 20 educational institutions stopped the activities through combating operations and lack of pupillary
contingent
• on the contact line 41 schools are located, 7 851 pupils from IDPs families study there – 11 900
(preschools, secondary schools and vocational and technical educational institutions) in Donetsk region
• the number of children and pupils from IDPs families in preschools, secondary schools and vocational and
technical educational institutions is 11 611 people in Donetsk region, 3 185 – in Lugansk region

 simplified procedure for crossing the contact line for graduates
from uncontrolled territories of Donbas and Crimea to passing IEE

Successful Advocacy Campaign 2016
 Distance learning and information compaign were included into
the Resolution of Government aimed at implementing some
principles of internal policy on Donetsk and Lugansk areas where public
authorities temporarily exercise their powers (№8-p of 11 January 2017)
 The Order of the Ministry of Science and Education № 537, № 560, №
697 (about the work of Educational Centers «Donbas-Ukraine» and
«Crimea-Ukraine» and regulation on externat education in secondary
schools)
 The State target program of recovery and peace building in Eastern
Ukraine

the «hot line» for children from Donbas
and Crimea was started on July 2016

We offer: 2017-2020
1. To create an International Platform for Expanding Access to Quality
Education for Citizens Affected by the Conflict (started to work on 2017 in
support of MES and French Embassy)
2. To conduct analytical research on identifying the needs of 2017-2020 and
to elaborate short-term strategic plan on expanding access to quality
education for children and youth affected by war
3. To create an Open Distance Educational Center (online school) “GREEN
STREAM” with a full course of the school curriculum (for 1-11 grades)
according to the state standards and new innovative content of STREAM
education with emphasis on forming responsible citizen
4. To transform already functioning website http://dostupnaosvita.com.ua/
(created with UNICEF support) into the open platform of distance learning
and providing a complex educational services to pupils and entrants from
Donbas and Crimea
5. To conduct comprehensive training for teachers with modern methods of
distance education, to launch the relevant courses in the pedagogical
universities
6. To expand information and advocacy campaigns
7. To create a network of counseling centers in the regions and at the
educational centers “Donbas-Ukraine”, “Crimea-Ukraine”
