Online Training Resource for Climate Adaptation: IntroductionDeborah Davies
Introduction to the online, interactive training resource developed by the Western Norway Research Institute (WRNI)/ Vestlandsforsking.
The slide show includes a brief on the modules covered in the training resource.
The goal of the training resource is to promote a holistic approach to climate change adaptation and enhance awareness of available planning tools and processes that will promote the development of sustainable adaptation measures.
We use the word sustainable over successful, because many projects can achieve short term success, but lasting viability is essential for communities to cope with current and long-term impacts of a changing climate.
NAP-Ag Webinar - Integrating Climate Change Risks into Planning and BudgetingUNDP Climate
Integrating Climate Change Risks into Planning and Budgeting
Rohini Kohli and Glenn Hodes, UNDP
Climate change adaptation should be integrated into the full planning and budgeting cycles, at national and subnational levels
· Integration maximizes use of existing systems
· Institutional arrangements and capacity development are important aspects of risk informed planning, budgeting and monitoring systems and processes
· A range of tools and approaches are available for integrating adaptation
· Important to pick the right tools that can be used in a sustainable way
· Embedding adaptation into budget systems enables moving towards multi-year budget plans that can generate more sustained and predictable resources to implement medium- to long-term adaptation strategies
· The National Adaptation Plan process is on the opportunities for countries to strengthen risk management

Russian anarchist and anti-war movement in the third year of full-scale warAntti Rautiainen
Anarchist group ANA Regensburg hosted my online-presentation on 16th of May 2024, in which I discussed tactics of anti-war activism in Russia, and reasons why the anti-war movement has not been able to make an impact to change the course of events yet. Cases of anarchists repressed for anti-war activities are presented, as well as strategies of support for political prisoners, and modest successes in supporting their struggles.

Heng Chan Thoeun, Ministry of Environment: Road Map for Advancing Cambodia’s National Adaptation Plan Process

8-9 August 2014, UN Campus, Bonn, Germany
Presented by
Dr. HENG Chan Thoeun
Climate Change Department
Ministry of Environment
Road Map for Advancing Cambodia’s
National Adaptation Plan Process
1
2. Outline of Presentation
1. Introduction
2. Framework of NAP process for Cambodia
3. Gaps and Challenges
4. Strategic Intervention Areas
5. NAP Roadmap
6. What should NAP focus on Cambodia
2
3. • UNDP, UNEP and GIZ (2013) support Cambodia’s Ministry
of Environment (MoE) to identify entry points for the
Government to institutionalize Cambodia’s National
Adaptation Plan (NAP) process.
• The main objectives of a NAP process as suggested by the
UNFCCC and LEG Technical Guidelines are:
– To take a medium- and long-term approach to reducing
vulnerability to the adverse effects of climate change.
– To facilitate the integration of climate change adaptation (CCA),
in a coherent manner, into relevant new and existing policies,
programmes and activities...
3
1. Introduction
4. 2. Framework of NAP process for Cambodia
• The framework of NAP process for Cambodia has
several building blocks already in place that can be
enhanced to meet these two objectives. These
include the Cambodia Climate Change Strategic
Plan (CCCSP), climate change financing framework
and several climate mainstreaming initiatives at
the sub-national levels.
4
5. 3. Gaps and Challenges
• Lack of inventories of existing climate information and
vulnerability assessments
• Lack of consistent climate scenarios, and limited cross-sectoral
collaboration on climate adaptation programming at national and
sub-national levels
• Lack of clear CC policy and legislation
• Limited technical and institutional capacity
• Data availability, reliability and management issues
• Limited CC awareness, limited understanding about future CC and
its impacts, and GHG mitigation potential
• Limited connection between research results, policy formulation
and proposed actions.
5
6. 4. Strategic Intervention Areas
1) Inter-sectoral coordinated implementation: Fields of activity based
on Sector Climate Change Action Plans which offer synergies through joint
collaboration between sectors
2) Data systems and analyses: Harmonize/standardize data processing,
modelling, projections, vulnerability assessments
3) Support financing systematically: MOE might adopt a ‘finance
brokering’ function to match financing needs with sources.
4) Capacity development and vertical mainstreaming linking
national and sub-national levels
5) Overall steering of implementation and evaluating effectiveness
(M&E)
6) Qualitative mainstreaming: Including integrating climate risks into
Environmental Impact Assessment and climate proofing larger projects.
6
7. 5. NAP Roadmap
The road-map is divided into three work-streams which occur in
parallel over the time frame 2014-2019:
• Workstream I: Planning, establishing and steering the NAP
process. This requires an overall steering of the NAP process.
Many activities from the six strategic intervention areas.
• Workstream II: Implementing the NAP process / the CCCSP and
Sector CCAPs. Deal with the implementation of the strategic
intervention areas 1 to 5.
• Workstream III: Reviewing and learning. Deal with the
implementation of an effective M&E system. It thus implements
the strategic intervention area 6.
7
8. 6. What should NAP focus on Cambodia
• Filling the gaps or bridging the intersection between the climate
change action plans of line ministries and the CCCSP (e.g. aspects of
the CCCSP not covered by CCAP).
• Technology need assessment for the implementation of the priority
actions for adaptation identified in the CCAP
• Capacity building of the climate change secretariat for coordination
and policy development
• Development of joint implementation programmes or schemes
between line ministries drawing from the priority actions identified
in their CCAP
• Building synergies between adaptation and mitigation using priority
actions in the CCAP.
