As India has 29 states and 7 union territories
under constitution of India, each and every states
are largely independent in matters of relating to
delivery of health care to the people.
The constitutions of India consider the “ right to
life” to be fundamental and obliges the
government to ensure the right to health for all

7th Scheduled
The 7th scheduled to the
constitutions of India
defines and specifies
allocation of powers and
functions between union
and states.
The constitutions of India has provided for division of
power between Central and state government under 7th
scheduled there are 3 list ;
UNION LIST STATE LIST CONCURRENT
LIST
Union list : It has range of subjects under which
the parliament makes laws .
State list : It includes subjects under which
legislature of states makes laws eg; public order ,
police , PH and sanitation hospital and dispensary.
Concurrent list : Include subjects that given power
to both centre and state government eg; technical
education , medical education , population control .
FUNCTION OF UNION MINISTRY OF HEALTH
AND FAMILY WELFARE
The function of Union Health Ministry are set
out in 7th schedule of article 246 of the
constitution of India under:

CENTRAL COUNCIL OF HEALTH
• It was set by presidential order on 9th August
1952.
• Main purpose :
Promote the coordinating between the centre and
state in the implementation of national
programmes and members of pertaining to health.
• Union minister of health is the chairman and
state health minister are its member.
FUNCTIONS
• Preparing proposed for making laws in areas of
medicine and health
• Making plans for development of health in entire
nation
• Preparing recommendations for providing grants
and financial assistance to state for medical services
and also review the activities in the light of grant
provided
• Encouragement of medical education and
training
• Cooperation between centre and state in health
administration and also to establish necessary
organization for better functioning.
STATE LEVEL
• There are 29 states in India ; each states has its
own health administration.
• It works under state health minister and is
assisted by Secretariat and several other
executive directors
STATE MINISTRIES OF HEALTH AND
FAMILY WELFARE:
The state ministry of health and family welfare is
headed by cabinet minister deputy minister. The
minister of cabinet rank is the political head of the
department of health and family welfare. The health
minister has to perform both the activities. i.e ;
political as well as administrative as follow
FUNCTION
• To support and safeguard the total policies of the
government because of the collective responsibility
of the cabinet .
• As a member of ministry ,he brings all the bills
pertaining to his department to approval of the
legislature.
• As a political head of the health department ,he
acts as an executive and administrator. He has to
see the policies approved by the legislature are
faithfully implemented.
• He is an custodian of the interest of the people in
general and his constituency in particular.
• As a member of government he performs
ceremonial duties
HEALTH SECRETARIAT
ORGANIZATION
FUNCTION:
• Assisting the ministry in policy making in
modifying policies from time to time and in the
discharge of his legislative responsibility. Framing
draft legislation and rules and regulations.
• Coordination of policies and programme. “
supervision and control over their execution and
review of results.
• Budgeting and control of expenditure.
• Maintaining contact with government of India
and other state government.
• Overseeing the smooth and efficient running of
administrative machinery .
STATE HEALTH DIRECTORATE
ORGANIZATION
The director of health and family welfare is the
principal advisor to the state government on all
matters relating to medicine and public health as
he is technically qualified person in field ,may be
called as technical head of the department of
health and family welfare. He is assisted by Joint
Director, Deputy and Assistant Directors of major
wing
FUNCTION:
• To provide adequate medical care through hospitals ,
dispensaries , health centres and mobile domiciliary
units both in rural and urban areas.
• To make proper arrangements for medical education and
research.
• To make good the efficiency in nursing/
paramedical /ministerial/ and other services staff
in accordance with the norm prescribed by the
INC.
• To improve and expand common facilities like
hospitals , pharmacy , blood bank , emergency
services , intensive care unit and rehabilitation
services in the hospitals.
• Continuing encouragement to research activities
in medical colleges
REGIONAL LEVEL
• In the state of Bihar, Madhya Pradesh , Uttar
Pradesh, Andhra Pradesh , Karnataka and other,
zonal or regional or division setups have been
created between the state directorate of health
services and district health administration.
• Each regional zonal set up covers
three to five districts and acts
under authority delegated by state
directorate of health services. The
status of officers / in charge of
such regional /zonal organization
differs but they are known as
additional /joint / deputy directors
of health services in different
states.
DISTRICT LEVEL
• The major unit of administration in
India is the district, for administration
purpose the country is divided into 29
states and 7 union territories which in
turn are divided into administration
districts. Each district is divided into
sub districts or talukas ,under which is
situated the community development
blocks.
FUNCTION OF HEALTH ORGANIZATION
AT DISTRICT LEVEL OR LOCAL LEVEL :
• Coordinate health planning
• Investigate communicable disease
• Maintain free clinics for the early diagnosis of
communicable disease
• Provide laboratory services to assists doctors
• Conduct clinics for administration of vaccine
•
• Collect vital statistics
• Provide MCH services
• Maintain a public health nursing advice
• Supervise water supply and sewage disposal
• Supervise quality and safety to meat and other
foods.

  • 2. HEALTH CARE Health care is the maintenance or improvement of health via the prevention ,diagnosis and treatment of disease, illness, injury and other physical and mental impairments.

ORGANIZATION OF HEALTH CARE As India has 29 states and 7 union territories under constitution of India, each and every states are largely independent in matters of relating to delivery of health care to the people. The constitutions of India consider the “ right to life” to be fundamental and obliges the government to ensure the right to health for all
  • 5. Each state therefore has developed its own system of health care delivery independent to the central government.
  • 7. ROLE OF CENTRAL GOVERNMENT The Planning Commission of India among its various function formulates a plan for the most effective and balanced utilization of the country resources. Every state has its own Planning Commission and is primarily responsible for giving necessary support to urban and local bodies.

  • 13. DEPARTMENT OFAAYUSH Department of AAYUSH is no more under Ministry Of Health And Family Welfare, It has been elevated as Ministry of AAYUSH with effect 9th Nov 2014.
  • 14. 7th Scheduled The 7th scheduled to the constitutions of India defines and specifies allocation of powers and functions between union and states.
  • 15. The constitutions of India has provided for division of power between Central and state government under 7th scheduled there are 3 list ; UNION LIST STATE LIST CONCURRENT LIST
  • 16. Union list : It has range of subjects under which the parliament makes laws . State list : It includes subjects under which legislature of states makes laws eg; public order , police , PH and sanitation hospital and dispensary.   • 24. CENTRAL COUNCIL OF HEALTH • It was set by presidential order on 9th August 1952. • Main purpose : Promote the coordinating between the centre and state in the implementation of national programmes and members of pertaining to health.
  • 25. • Union minister of health is the chairman and state health minister are its member.
  • 26. FUNCTIONS • Preparing proposed for making laws in areas of medicine and health • Making plans for development of health in entire nation • Preparing recommendations for providing grants and financial assistance to state for medical services and also review the activities in the light of grant provided
  • 27. • Encouragement of medical education and training • Cooperation between centre and state in health administration and also to establish necessary organization for better functioning.
  • 28. STATE LEVEL • There are 29 states in India ; each states has its own health administration. • It works under state health minister and is assisted by Secretariat and several other executive directors
  • 29. STATE MINISTRIES OF HEALTH AND FAMILY WELFARE: The state ministry of health and family welfare is headed by cabinet minister deputy minister. The minister of cabinet rank is the political head of the department of health and family welfare. The health minister has to perform both the activities. i.e ; political as well as administrative as follow
  • 30. FUNCTION • To support and safeguard the total policies of the government because of the collective responsibility of the cabinet . • As a member of ministry ,he brings all the bills pertaining to his department to approval of the legislature.
  • 31. • As a political head of the health department ,he acts as an executive and administrator. He has to see the policies approved by the legislature are faithfully implemented. • He is an custodian of the interest of the people in general and his constituency in particular. • As a member of government he performs ceremonial duties

STATE HEALTH DIRECTORATE ORGANIZATION The director of health and family welfare is the principal advisor to the state government on all matters relating to medicine and public health as he is technically qualified person in field ,may be called as technical head of the department of health and family welfare.   • 36. FUNCTION: • To provide adequate medical care through hospitals , dispensaries , health centres and mobile domiciliary units both in rural and urban areas. • To make proper arrangements for medical education and research.
  • 37. • To make good the efficiency in nursing/ paramedical /ministerial/ and other services staff in accordance with the norm prescribed by the INC. • To improve and expand common facilities like hospitals , pharmacy , blood bank , emergency services , intensive care unit and rehabilitation services in the hospitals. • Continuing encouragement to research activities in medical colleges
  • 38. REGIONAL LEVEL • In the state of Bihar, Madhya Pradesh , Uttar Pradesh, Andhra Pradesh , Karnataka and other, zonal or regional or division setups have been created between the state directorate of health services and district health administration.
  • 39. • Each regional zonal set up covers three to five districts and acts under authority delegated by state directorate of health services. The status of officers / in charge of such regional /zonal organization differs but they are known as additional /joint / deputy directors of health services in different states.
  • 40. DISTRICT LEVEL • The major unit of administration in India is the district, for administration purpose the country is divided into 29 states and 7 union territories which in turn are divided into administration districts. Each district is divided into sub districts or talukas ,under which is situated the community development blocks.

FUNCTION OF HEALTH ORGANIZATION AT DISTRICT LEVEL OR LOCAL LEVEL : • Coordinate health planning • Investigate communicable disease • Maintain free clinics for the early diagnosis of communicable disease • Provide laboratory services to assists doctors • Conduct clinics for administration of vaccine •
