This document summarizes a UNDP project to support resettlement and recovery efforts in the village of Vasanthapuram, Sri Lanka after the civil war. It describes how the village was destroyed and abandoned for many years, but was resettled in 2010 with support from the UNDP Jaffna Rehabilitation Project. The project provided housing, livelihood assistance, infrastructure like a preschool, and capacity building to help residents restart their lives. Outcomes included 50 new homes built, 110 households receiving livelihood tools, and training to community groups on governance and gender equity.

The description of the grant to be used in this paper includes the promotion and foster of community partnerships to reduce homelessness in various communities. In essence, the project is intended to engage both provincial and territorial government levels to join the effort of aligning homelessness investments and priorities with the ultimate goals and objectives to prevent and reduce the aspect of homelessness especially in many youths (Forchuk, 2018). To elaborate, the grant is a unique program based on community affairs with the ultimate goals of eliminating if not reducing homelessness issues within various communities. Moreover, the project is aimed to accomplish this by encouraging funders to directly provide their support and funds to about sixty designated communities across all territories and provinces that are possible to reach. One of the significant factors that make this grant to be worth and for one to gain the confidant of pursuing it is the fact that it has been witnessed working for other countries. For instance, the grant was implemented in Canada in 2011, where it served over three hundred projects and managed to raise over fifty-five million Canadian dollars. The funds were well utilized by focusing them on, especially youth and young adults of age fifteen to twenty-eight. Based on that, it is a potential grant that I believe if well managed it is worth to take the risk as it guarantees the reduction of homelessness.
For evaluation purposes, several questions were identified to assess whether the grant was aligned with the objectives and goals of eliminating or reducing the aspect homelessness in various communities within the country. Furthermore, there were designed questions that aimed at assessing the progress of the program in its implementation including coordination, communication, reporting, adherence to housing first principles, monitoring as well as an assessment of early outcomes of the grant.
In accomplishing all the necessary criteria that were required by the project, I utilized Bing as my search engine for the task.
The goals and objectives of the selected funding agency are to ensure that it provides all the necessary resources that can enable the non-profitable organizations with its purposes of fulfilling the intended impact towards the communities concerned. Besides, the agency is aimed at addressing the essential issues relating to homelessness of especially youths and young adults within different communities.

Civil society organisations (CSOs), consisting of non-state, non-political, citizen initiatives, often with a focus on the needs of specific groups among the poor (such as the Scheduled Castes), have been active in India for many years. One root for this activism can be traced to developments after the Emergency of 1974-75 when fundamental rights were suspended for a brief period. Civil society, in a spontaneous but un-coordinated reaction, stood up for the defence of fundamental rights against the Emergency and worked to overthrow the government that imposed the emergency in the elections that followed Introduction 1
A major issue that has engaged civil society attention is corruption. India ranks low on the Transparency International Index. Many believe that corruption is now deep rooted in Indian society and is the main obstacle to economic growth. There is talk of a ‘criminal-politician’ nexus; many elected representatives have been accused of serious crimes. Since then it has blossomed in many ways. 2 Over the last ten years, civil society organisations have demanded transparency—understood as timely access to reliable and relevant information—as a prerequisite to accountability in governance. Civil society has also begun to demand that its views be considered in the formulation of policies and programmes, in the implementation of programmes, and in social audit, especially of those programs meant for the poor.
Institutions to fight corruption—the Central Vigilance Commission, the Lok Ayuktas—have been set up. Civil society has made considerable gains in this area. For example, by taking recourse to the courts and winning its case, civil society has now made it mandatory for anyone standing for election to declare their assets and disclose if any criminal cases are pending against them. It is a big step forward, but there is still much to be done in the area of electoral reforms.

Anarchist group ANA Regensburg hosted my online-presentation on 16th of May 2024, in which I discussed tactics of anti-war activism in Russia, and reasons why the anti-war movement has not been able to make an impact to change the course of events yet. Cases of anarchists repressed for anti-war activities are presented, as well as strategies of support for political prisoners, and modest successes in supporting their struggles.

4. Vasanthapuram, is situated in the Tellipalai DS
Division of Jaffna District, and was within the
High Security Zone for many years.
Despite resettlement, the process of
commencing their lives proved challenging.
Their lands were overgrown and destroyed, and
they were faced with the lack of livelihood
resources and support, livelihood infrastructure,
common spaces to mobilize and come together
to promote a sense of community.
5. Destroyed by the war and released for
resettlement in November 2010, this village has
been a beneficiary of the Jaffna Rehabilitation
Project II implemented by the (UNDP)
Transition Recovery Programme.
Funded by the Government of Norway, the
project has supported the restoration of
permanent housing, livelihoods, prioritized
community infrastructure, and capacity
development of Community Based Organizations
(CBOs) since December 2010.
6. People in Vasanthapuram have access to basic
infrastructure to enable access to socio economic
services and facilities, particularly improved capacities of
140 beneficiaries to initiate livelihood activities, improved
living environment for 50 households, and improved
basic sanitation facilities for 50 households..

50 people received short-term employment as skilled laborers'
tied to housing projects.
50 permanent houses and 50 toilets constructed.
7. 10 self help groups formed and 50 beneficiaries in
target communities participated in construction work.
A preschool with play garden, a multipurpose hall and
a Multi Purpose Cooperative Societies (MPCS) outlet
constructed.
Beneficiaries, including youth trained on improved
livelihood practices and technologies.

practices, leadership, dispute resolution, and gender
equity.
11. The UNDP Accountability System has two
components:
The Accountability Framework describes
organization-wide processes for monitoring,
analysing, and improving performance in all aspects
of organizational policy, management processes
and operational procedures in support of the UNDP
Strategic Plan.
The Oversight Policy details the specific
procedures, tools and timing for providing UNDP
and its stakeholders with independent assurance
and evaluation of UNDP.
12. Sharing information and acting in an open manner.
Transparency allows stakeholders to gather
information that may be critical to uncovering
abuses and defending their interests.
Transparent systems have clear procedures for
public decision-making and open channels of
communication between stakeholders and officials,
and make a wide range of information accessible.

14. A participatory approach was used for housing
construction involving various stakeholders including;
Social Mobilizers who facilitated community mobilization; villagers
who identified and prioritized needs;
UNDP who directly purchased and delivered material;
beneficiaries who were contacted through Civil Works Contracts
to undertake semi-skilled activities that supported housing
construction; and
Relevant state departments for technical guidance and quality
assurance.
Housing beneficiaries were organized into small self-help groups
in order to support one another during the construction phase and
were provided with basic technical training in construction.
The creation of 10 self-help groups (five beneficiaries per
group) facilitated construction, strengthened ownership
through beneficiary involvement and increased
interaction amongst resettled communities.

three, Said that:,
“For the last 20 years we have been seen as ‘welfare
centre people’. My children always asked when are we
going back to our home. They don’t know this village
as all my three children were born in the welfare
centre. We came to our village in January 2010 and
made a small temporary house by removing material
from the transitional shelter used at the welfare centre.
Fortunately UNDP supported us to build permanent
houses and we are nearing the completion stage. My
children are now safer and they have enough space
for studies. This gives us confidence in life.”
