Turkey has established regulations to manage chemicals in line with international conventions. The TR REACH regulation establishes requirements for chemical registration, evaluation, authorization and restriction. Over 52,850 chemicals have been notified under the CLP regulation. The POPS regulation prohibits 15 substances and restricts the use of 12 others. Turkey has ratified the Stockholm and Rotterdam Conventions and is working to ratify the Minamata Convention. Projects are also helping to assess chemicals, eliminate legacy POPs, and remediate contaminated sites. Proper chemicals management is important for both human and environmental health.

The current system results in duplicative testing and inconsistent data formats and property protections between jurisdictions. This would ensure information is only prepared and submitted once. GHS Implementation Status Quo in Southeast and East Asian Countries - 2014
It is well recognized that an internationally harmonized approach to classification of chemicals and hazard communication serves as the foundation of sound chemical management and trade facilitation globally. Currently many Asian countries are implementing GHS guidelines and actively promoting its fundamental tenants. However, the local adaptions of the UN model guidelines, the implementation timelines and the enforcement schemes vary from country to country.
This presentation outlines regulatory developments till Oct, 2014 which are related to GHS implementation in the Philippines, Thailand, Vietnam, Singapore, Malaysia, Indonesia, Taiwan (Chinese Taipei), South Korea and Japan.

Global data sharing aims to increase cooperation between countries on chemical safety information. The current system results in duplicative testing and inconsistent data formats and property protections between jurisdictions. The vision is for common electronic formats for collecting, exchanging, and publishing data, along with global consortia of data owners that agree all data can be used for any regulatory purpose anywhere. This would ensure information is only prepared and submitted once. Existing OECD instruments provide recommendations around proprietary data protection, exchanging confidential data, and lists of non-confidential data that could form the basis for expanded global cooperation.

GHS Implementation Status Quo in Southeast and East Asian Countries - 2014
It is well recognized that an internationally harmonized approach to classification of chemicals and hazard communication serves as the foundation of sound chemical management and trade facilitation globally. Currently many Asian countries are implementing GHS guidelines and actively promoting its fundamental tenants. However, the local adaptions of the UN model guidelines, the implementation timelines and the enforcement schemes vary from country to country.
This presentation outlines regulatory developments till Oct, 2014 which are related to GHS implementation in the Philippines, Thailand, Vietnam, Singapore, Malaysia, Indonesia, Taiwan (Chinese Taipei), South Korea and Japan.

The UK has adopted air quality goals based on WHO recommendations to become the first major economy to do so. The Clean Air Strategy is seen as an example for other countries. While it is welcomed overall, some groups believe it does not go far enough in adopting WHO limits on particulate matter. The strategy involves actions across government sectors and plans to update emissions estimates and health costs. Meeting emissions ceilings by 2020 and 2030 will require further actions. The strategy progresses reducing public exposure to PM2.5 and will examine evidence on meeting WHO guidelines. The webinar provided an overview of the new OECD (Q)SAR Assessment Framework for evaluating the scientific validity of (Q)SAR models, predictions, and results from multiple predictions. The QAF provides assessment elements for existing principles for evaluating models, as well as new principles for evaluating predictions and results. In addition to the principles, assessment elements, and guidance for evaluating each element, the QAF includes a checklist for reporting assessments.
This new Framework provides regulators with a consistent and transparent approach for reviewing the use of (Q)SAR predictions in a regulatory context and increases the confidence to accept alternative methods for evaluating chemical hazards. The OECD worked closely together with the Istituto Superiore di Sanità (Italy) and the European Chemicals Agency (ECHA), supported by a variety of international experts to develop a checklist of criteria and guidance for evaluating each criterion. The aim of the QAF is to help establish confidence in the use of (Q)SARs in evaluating chemical safety, and was designed to be applicable irrespective of the modelling technique used to build the model, the predicted endpoint, and the intended regulatory purpose.
The webinar provided an overview of the project and presented the main aspects of the framework for assessing models and results based on individual or multiple predictions.

LEGISLATIVE WORKS TR REACH – KKDIK By-Law Registration • 2021-2024 is the transition period for registrations of substances placed on the market before 2024 • No data no market after 2024 • Chemicals Registration System (IUCLID 5+ REACH IT) Evaluation • MoEU evaluate the registration dossiers and also the substances Authorisation •Authorisation List will be published in 2024 List of EU REACH National priorities and socio-economic analysis for Turkish industry shall be taken into consideration Restriction • 64 substances/substance groups are restricted that posseses risks for environment and human health 3
- 4. CLP By-Law Turkish CLP includes 3rd ATP of EU CLP CL notifications are ongoing via CRS Up to today 52850 CL notifications were submitted for approx. 15000 substances. Revision studies on CLP By Law are finalized including 13th ATP of EU CLP. 4
