This document summarizes and evaluates progress made towards achieving the "Four Pillars" of educational technology outlined in a 1994 speech by President Clinton. It finds that while access to computers and internet connectivity have improved, the goals of the pillars have still not been fully realized. Specifically: 1) The student-to-computer ratio remains high at 3.8:1, far from the goal of universal access. 2) While broadband access is near universal, internet speeds in US schools lag behind other nations. 3) Access to educational software and online resources is good but software is not fully integrated into curricula. 4) Teachers have not been sufficiently supported to implement technology in innovative, student
