Yushchenko “Bistro” Plan   2005 Yushchenko as main hero of Orange revolution made several visits to Moscow, Brussels, Strasbourg, Berlin, Washington to inform political leaders abroad new position of Ukraine about integration into European organizations. Yushchenko “Bistro” Plan   2005   Davos: “Save on grafts, offer to nobody grafts in Ukraine” English  Times  marked the visit of Yushchenko to Switzerland completes his “ hectic tour of Europe ”.  Active lobbying of theme of Ukraine integration in EU by the Ukrainian president was perceived with caution. Edition described position of Europe as “ careful avoiding ”, creating attempts to foist to Ukraine a 'plan from ten points' on strengthening of links. Work of Ukrainian delegation had dual impression. If at the level of the state Ukraine was represented well enough, at the level of business – no.
Yushchenko “Bistro” Plan   2005   Brussels: why so hurry? Visit to  Brussels - end of February 2005, though it was planned as part of the first European tour of Yushchenko.  Then a visit was cancelled on technical reasons (but was probably related to the vagueness of EU position and also absence of operating government in Ukraine).  After Tymoshenko became prime minister at the beginning of February 2005 Yushchenko got pro-European government oriented on economic reforms. As a result the process of entry of Ukraine to WTO and NATO became the objective of February visit. For this purpose meetings were planned with US president G. Bush, leaders of EU J. M. Barroso and X. Solana. As  Financial Times  noted it allowed again to confirm intention of Ukraine to join WTO already in 2005 and to begin negotiations about EU integration in 2008 .  However, visit was accompanied by ambiguous estimations of Yushchenko’s policy both European leaders and Ukrainian ministers. The first vice-prime O.Rybachuk once or twice declared that Ukraine will claim EU entry very soon (if not in a few days, may be few months). However, commissar of EC   B. Ferrero-Waldner during the visit of Yushchenko to Brussels tried to explain:  it is no need to hurry, be satisfied with Action Plan  taking into account those ten points which must approach Ukraine to EU, do some work, then we will react properly.

In particular, the category of NATO was important for the concepts of the related to Action Plan Ukraine-EU. USA visit was estimated as “ historical ” and “ triumphal ”, symbolizing the fight of Ukrainian people for democracy (little Ukrainian girl N. Ovchar, rescuing her sister from fire and getting strong burns was sent to USA before Yushchenko visit. Yushchenko met with her and it created an additional information support for main ideas of Yushchenko). However, this visit passed on background of death of Pope John Paul  ІІ , that distracted attention of press and public.
Gas Dispute – Wild Energy ,[object Object],[object Object],[object Object],Gas crisis had 4 stages   of issue management,  it means that at least one organization planned its action better then other: Stage 1 origin – potential issue -  price for gas and transit conditions   issue arises when organization attaches significance to a perceived problem that is a consequence of a developing political or social trend. Issue begins to gain definition when organization plans to do something that has a consequence for another organization… Stage 2 – emerging issue –  Ukraine steal gas from Europe  – increasing pressure on organization to accept the issue. In most cases it is a result of activity of interested groups who are trying to push their own issue… Stage 3 – organization –  official statements of political leaders, however Yushchenko was less active  – public or other groups should be considered as dynamic. Increased public attention motivates leaders to become a part emerging conflict that also could mount the pressure. To affect the issue becomes enduring because of its intensity. Stage 4 – resolution dormant issue –  Ukraine and Russia reached deal but issue remained   (Black Sea fleet, problem of Russian language etc.)

PostOrange  –  Tymoshenko As a prime-minister in 2005 she made the only foreign visit to Paris.  This 2-days visit showed that she had an influence as a political person. However in 2005 she didn’t work out yet her foreign policy strategy, but the visit showed her priorities – to establish relations with “EU engine”: France and Germany. “ Slav Madonna” was popular among media and made interviews for national TV and leading papers,  Figaro  published almost 1-page interview with her, even free paper  Metro  wrote few words about visit. She was the first Ukrainian PM who met French President. Tymoshenko also met with Ukrainians who live in France. In June 2005 also V. Yushchenko and P. Poroshenko visited Paris, Tymoshenko organized so called Ukrainian Days in France. But, according to diplomatic rules so many events during short period could cause at least misunderstanding, “it needs to start from minister for foreign affairs, then President in a month and later PM who will fill in the agreements made by both presidents”
PostOrange  –  Tymoshenko Meetings with Ukrainians who worked abroad is a specific of Tymoshenko’s foreign visits. Being a representative of state responsible that many Ukrainians went abroad for illegal work she met with Ukrainians in France (2005) and in Italy (2007)

Timeline  ,[object Object],[object Object],[object Object],Ukrainian cabinet refused to execute the gas agreements Viktor Yushchenko had reached with Vladimir Putin. The government doesn't want to pay in advance for 2008 and it opposes the creation of Naftogaz-Gazprom venture that would sell gas in Ukraine. Yulia Tymoshenko stated that Ukraine doesn’t need any additional newly created joint ventures.  March 6, 2008 Gas supplies where restored after Gazprom CEO Alexei Miller and Naftogaz Ukrainy   CEO   Oleh Dubyna agreed during negotiations by phone on a settlement to the crisis with gas supplies to Ukraine   March 5, 2008 Gazprom cut it's shipments to Ukraine by 25% (a day later with another 25%)   March 3,   2008 Gazprom threatened to reduce the supply of natural gas to Ukraine from March 3, 2008, unless the pre-payment for 2008 had been paid. The Ukraine   government said it paid the gas bill for 2007 but still has refused to pay the bill for 2008. Gazprom spokesman claimed that 1.9 billion cubic metres of gas deliveries worth about 600 million dollars still wasn't paid   end of February 2008 Vladimir Putin and Viktor Yushchenko announced an agreement on the gas issue  February 12, 2008 Gazprom warned Ukraine again it will reduce its gas supplies on January 11, 2008 if a US$1.5 billion gas debt would not be paid   January 5, 2008 Gazprom once again threatened to cut off gas supplies to Ukraine   October 2, 2007

After Tymoshenko became prime minister at the beginning of February 2005 Yushchenko got pro-European government oriented on economic reforms. As a result the process of entry of Ukraine to WTO and NATO became the objective of February visit. For this purpose meetings were planned with US president G. Bush, leaders of EU J. M. Barroso and X. Solana. As Financial Times noted it allowed again to confirm intention of Ukraine to join WTO already in 2005 and to begin negotiations about EU integration in 2008 . However, visit was accompanied by ambiguous estimations of Yushchenko’s policy both European leaders and Ukrainian ministers. The first vice-prime O.Rybachuk once or twice declared that Ukraine will claim EU entry very soon (if not in a few days, may be few months). However, commissar of EC B. Ferrero-Waldner during the visit of Yushchenko to Brussels tried to explain: it is no need to hurry, be satisfied with Action Plan taking into account those ten points which must approach Ukraine to EU, do some work, then we will react properly.

  • 60. PostOrange – Tymoshenko As a prime-minister in 2005 she made the only foreign visit to Paris. This 2-days visit showed that she had an influence as a political person. However in 2005 she didn’t work out yet her foreign policy strategy, but the visit showed her priorities – to establish relations with “EU engine”: France and Germany. “ Slav Madonna” was popular among media and made interviews for national TV and leading papers, Figaro published almost 1-page interview with her, even free paper Metro wrote few words about visit. She was the first Ukrainian PM who met French President. Tymoshenko also met with Ukrainians who live in France. In June 2005 also V. Yushchenko and P. Poroshenko visited Paris, Tymoshenko organized so called Ukrainian Days in France. But, according to diplomatic rules so many events during short period could cause at least misunderstanding, “it needs to start from minister for foreign affairs, then President in a month and later PM who will fill in the agreements made by both presidents”

Editor's Notes

  1. Дослідження тенденцій глобальної публічної уваги та медіа показують, що значні події привертають увагу, а отже можуть впливати на здійснення зовнішньої політики. Це дослідження зосереджене на понятті кризового менеджменту у зовнішній політиці. Специфіка КМ у даному випадку полягає у розгляді дипломатії як “виникаючої”, тобто такої що має бути готовою до появи неочікуваних подій, планувати контрдії, передбачати можливі наслідки. В цілому, КМ не означає реакцію на негативні події, це може бути виправлення репутації країни, захист національних інтересів. У випадку України суттєвого значення набуває також діяльність окремих політичних лідерів, які фактично виконують роль “фіксаторів”, відповідальних за посилення того чи іншого напряму зовнішньої політики. МЗС і посольства звичайно також важливі для лобіювання інтересів і як правило виконують свою функцію, однак їх діяльність часто не потрапляє до медіа і не привертає публічну увагу.
  2.   4. Дипломатія є комунікаційним каналом відтак актуальними стають так звані кризові комунікації. Втім у зовнішній політиці КК можуть бути суперечливими, оскільки не завжди потрібна увага публіки.
  5. Виникаюча дипломатія Ефект ГуглЕрс Здійснення ЗП вимагає контакту із ЗМІ країни перебування. Однак вони діють за власними правилами, зберігаючи традиційні принципи формування порядку денного, створення рамок і виділення пріоритетів. Ситуація ускладнюється тим, що сучасні комунікації діють за схемою “багато-багато”, якщо раніше можна було закріпити контакти з певним колом медіа, то зараз “вірусний” ефект сучасних медіа вимагає постійного менеджменту стосунків із лідерами медіа-середовища. Така робота вимагає спеціалізований персонал і, швидше за все, неможлива на постійній основі. Моніторинг медіа виконують посольства, які іноді дають коментарі і т.д. Іноді розробляється план публікацій на певну тематику, однак у критичних ситуаціях вони не в змозі взяти на себе функцію кризового менеджера.

  7. Парад до святкування звільнення Києва. Прошу звернути увагу на обличчя Путіна і Януковича. Путін як більш досвідчений на публіці не дозволив собі погодитись на цукерку, тоді як Мєдвєдєв погодився. Якщо серйозно, то відео показує що зовнішній чинник дуже важливий для формування ЗП курсу України, при чому важливий для створення середовища.
  8. Динаміка ЗПУ останніх років свідчить, що вона суттєво залежала від особистостей. Так до 2004 р. вона визначалась трьома людьми, двох з яких не дуже привітно приймали на Заході, Грищенко був типовим дипломатом, колишнім послом у США, але не мав впливу. Зміна урядів 2005-2008 рр. також не додала впевненості при формуванні ЗП. В недовгий період Тимошенко основна увага була прикута до президента і фактично його основного ЗП-менеджера Тарасюка. Втім після відставки Тимошенко, газова криза і діяльність МЗС показала, що воно не завжди може ефективно вплинути на ситуацію (нижче). Уряд Януковича позначився протистоянням між президентом і премєром і блокуванням роботи міністра закордонних справ. Іноді доходило до замороження фінансування МЗС і дипломатичних установ з державного бюджету. Навіть після уходу Тарасюка з посади, проблема лишилась – майже 2 місяці парламент погоджував кандидатуру на пост міністра. Яценюк став нейтральною фігурою, яка задовольнила всі сторони і позитивно сприймалась на заході і сході. Другий уряд Тимошенко призначив на посаду Огризка, колишнього заступника Тарасюка, карєрного дипломата, але без політичного забарвлення. Як і в уряді Януковича, Тимошенко також отримує так звані директиви від АП, що діють як рекомендації щодо здійснення закордонних візитів українських делегацій і керівництвом для дій. Таким чином, президент “нагадує” про те, що МЗС лишається в зоні його впливу. Втім, урядова діяльність на сучасному етапі вимагає іноді радикальних дій, що йде у розріз з планами президента.   12. Бістро-план Ющенко виглядає як спроба швидкої заміни старого образу України новим – помаранчевим. Розгляд перших візитів показує існування певного тематичного плану, втім який прийшлось редагувати з огляду на реакцію ЄС. Центральним гаслом була інтеграція України, але позитивно описуючи Ющенка як лідера ПР, медіа не поспішали давати позитивні оцінки інтеграції і висловлювали думки європейських функціонерів про майбутнє України. Відтак можна спостерігати як змінився тематичний менеджмент президента протягом січня-квітня 2005.
  13. Ситуація набувала політичного забарвлення: у українській зовнішньополітичній площині ускладнення було повязане зі зміною посла України – О.Дьомін замість Білоблоцького. Moscow accused Ukraine of seizing a lighthouse in the Crimean city of Yalta last Friday during a maintenance visit by engineers. The latest diplomatic row erupted soon after a deal was reached to resume Russian gas supplies to Ukraine. Russia's Moskovskiy Komsomolets Ukraine has once again demonstrated that it is not capable of fulfilling its treaties. The Ukrainian Foreign Ministry is convinced that if it really wants to regain facilities handed over to the Black Sea Fleet under the agreement on the partition of the fleet, no interstate treaty is going to get in its way. In Crimea, hardly a day goes by without an attempt to seize a Russian military installation. Russia's Komsomolskaya Pravda Our [Black Sea] Fleet is steadily becoming the focus not only of bitter political disputes but also open provocations by Crimean nationalists. Unless politicians and diplomats quickly cool the ardour of these nationalist hotheads, this could lead to Russian sentries opening fire to protect installations leased from Ukraine. God forbid that a single drop of blood should be shed. If this happens, there will be armed internecine conflict (the word 'war' is too dreadful to use) and nobody will remember later how it all began. But when politicians do not know how to negotiate, armed men join in the argument. Russian business daily Kommersant The lighthouse battle which began last week is threatening to develop into a new diplomatic conflict between Moscow and Kiev, which promises to be no less sharp than the recent gas crisis. Russian daily Trud You cannot help noticing that all these new quarrels over facilities in Crimea strangely coincide with the gas rows. Highly influential political forces in Kiev are unhappy with the agreement which Gazprom and Naftohaz Ukrayiny signed two weeks ago. That was when the Black Sea Fleet - one of Russia's few vulnerabilities that Kiev is capable of exploiting - began to get drawn in.

Words of “energy crisis” and “energy police”, “crisis of human relations” etc. could be transformed to real world of 2006 – gas dispute between Russia and Ukraine. I would call it as “viral diplomacy” without any participant of officials, politicians, driven by cultural and musical events distributed in Internet, youtube, without any links with reality. Although these events (gas dispute and single release) couldn’t be compared but now it could be considered as reaction, not answer but action… Eurovision – cultural diplomacy in Europe – it is not a secret that EV is called as political-cultural contest, as Serbia got first place last year to activate relations of EU with South Europe, and Serduchka… won 2 nd place and provoked scandal about the words “lasha tumbaj”… Eurovision is probably the unique place where singer on air in real time could say “Ukraine is cool” for the audience about 100 mln. people… I would call it as prikol(fun)-diplomacy that has the biggest effect – as fun could interesting for others to participate
  16. Ideologically Gryshchenko was flexible, he was competent, erudite and strong in rhetoric, was able to convince – both premier and his foreign partners[1]. For example, the visit of premier of Estonia to Ukraine prepared at the level of Gryshchenko and without participation of MFA.   20. Тут пригадується історія, як Кучма приїздив до Парижу в 1999 році, і після зустрічі з Шираком у них була спільна прес-конференції. Тоді французькі журналісти запитали в свого президента, чи не хворий він часом на рак – бо ходили такі чутки. Ширак відповів, що ні, і це була єдина фраза, яка потрапила в ефір з цього заходу. Про присутність з Шираком Кучми говорила лише наявність поруч з французьким президентом якогось рудоволосого чоловіка. Але хто він такий, журналісти своїм глядачам не пояснювали. Говорити, що ажіотаж навколо Тимошенко створила помаранчева революція, теж не зовсім правда. Бо за десять днів до того у Парижі був Петро Порошенко, перебування якого було проігноровано місцевою пресою. На Тимошенко народ валил. В Институте политических исследований посмотреть на украинского лидера заранее записывались в очередь. Согласно информации организаторов, зал вместил максимум из возможных 500 человек, а еще 700 так и остались в резервном списке. За право увидеть и послушать Тимошенко в сенате бизнесмены платили по 430 евро. Любопытствующих коммерсантов оказалось достаточно, чтобы и в верхней палате французского парламента заполнить зал до отказа. Возможно, этим объясняется дождь, если не ливень июньских визитов украинских руководителей в Париж. Порошенко, Тимошенко с несколькими министрами, 22 июня ожидается Ющенко… Стоило ли скучивать все сразу в один месяц? «В принципе, логичнее бы было начинать с министра иностранных дел, который подготовил бы визит Президента. Президент, посетив столицу через месяц после главы внешнеполитического ведомства, расставил бы основные вехи. Затем, еще через месяца полтора-два, обычно происходят визиты премьер-министра, который наполняет конкретным экономическим содержанием президентские договоренности. А дальше — в развитие и в углубление подписанного премьером, как правило, приезжают профильные руководители», — пояснила французский дипломат, которая работала несколько лет назад в посольстве в Украине.
