1. Click the Start button.

3. Press ENTER key of your keyboard, or open it from the Search Results.

Clean boot your PC. Run minimal number of start-up programs for better Windows performance.
Use the System Configuration tool.
For Windows 8.1/ 8:

Press Windows Key + X.
2. Click Task Manager.
3. Click "More details" link.
4. Click the Start-up tab.
5. Right click a start-up program, select Disable option. Do this for all the Non-Microsoft programs
displayed in the list.

Exit Task Manager, and restart your machine.
