This document summarizes a mini project on a Crime Report Portal for India created by 4 students. It was created under the guidance of their professor Mr. Anuj Kumar. The project aims to develop an online platform to provide solutions to problems faced during crime investigations and updates. It allows both registered and unregistered users to check crimes in their or other areas by pin code. The key technologies used include HTML, CSS, JavaScript and Sublime Text editor. The objectives are to create a secure shared national crime database and collect/process national crime statistics.

CHAPTER -1
INTRODUCTION
Crime is a part of illegal activities in human life. It is quite obvious that the rate of
crime is increasing day by day in all societies across the world, but we do believe that
there is a lot which can be done by both the government and the individuals to reduce
the crimes in communities. The rise of population and complex society rises the range
of anti-social conducts that must be restricted by the government through the military
and different organization particularly the police force. There are many current crime
management system which faces several difficulties, as they got tired of going here
and there for justice. Hence, we have to propose an online platform which provide the
solution to the problem faced during the recent updates and the procedure of the
investigation, so our platform is capable of making the citizens aware about their
rights and updates.
This project also allows other users who do not want register but can checks the
crimes happening at his/her or any other area has to justice provide the pin code and
in return the system displays the displays the list of crimes if any filed.
The offline i.e. the unregistered users can also take advantage of checking the missing
person details ,but he/she is refrained from getting complaints done by the users. This
system helps the users in tracking any report filed to the law and take an advantage of
reporting any complaint from anywhere bringing the whole system online.
Victims and witness always give priority to their safety and privacy. This is one of
the major concern why victims are not reporting crimes as well as social status also
do a great impact on victims. Since that, criminals live among the society without
getting caught . Victims are afraid to stand against what happened to them because of
data leaks to the outside world. That make more harm to the victim. If the victims
went under sexual assault, they would not report the crime because that impacts their
career , private life, and social status. Fake identities and false alerts mislead the

police and ongoing investigations. Mostly happens ,and there is no way to confirm
those report true or false until investigation.

controlling in India i.e. NCRB (National Crime Record Bureau).

REVIEW OF LITERATURE
Victims have different aspects, it’s all about their choice to report or not about
the incident, but until they are not reporting a crime, there is no way to capture
the criminals or suspect. To increase getting number of reports, existing
system should be the favorable system of the victims to report The results
from previous studies clearly show. In Dutch studies , declining, increase
and stable trends were found, whereby the declining trend could be
explained by a changed composition of the crimes. In an American study an
increasing willingness to report crimes was found, while British and
Canadian studies showed a declining willingness to report crimes. This
study shows the way social behavior change from country to country .It is
responsible departments and agencies work to restore justice.
Some religions say God will punish the criminals, and you must confess to
god. Because of this kind of belief, victims are not reporting the crimes, As
some culture see, if someone is sexually assaulted, that brings shame to the
family. So, victims are also trying to keep it to themselves. Because of that
crimes are not reporting. If the victim was a celebrity or rich person, they
willing to report, but they afraid after reporting anyhow, if that incident
will get to know the public, that can be an impact on their life.
When it comes to victims will they consider the privacy and safety of their
lives. The media is always looking for hot news, and victims do not like to
be in a hot spot in the news. So, they always look at the confidentiality of
crime reporting system. As a victim, I easy to talk about the incident to the
family, friends, and relatives . Because they always are favorable for the
victim . When victims arereporting an incident to the crime reporting

system and through the police, they expect favorability as their family gives
. Recent studies show that willingness is different based on gender and
age. Gender will do a significant impact on victims decision to disclose the
crime to the police. The expectation is those female victims will have a
higher rate of reporting crimes than male victims. And age will determine
whether a victim will report victimization to the police or not. Older victims
will be more likely to report crimes to the police than younger victims.
More likely victims marital status, occupation and income cause the
victims willingness;
This study clearly shows what causes peoples decision-making process.
Furthermore, reducing victims willingness will make a gap between
reported crimes to the police compared to happen cases. So, when making
reporting system needs to concern about the victims privacy from
beginning to end of the process. Suppose the police have a badhistory of
leaking data to the public. That also may cause victim’s willingness to
report crimes. There is high willingness in America because victims trust
their police. And police are also improving that privacy to keep reported
crimes securely. While it may take years for technology’s place to be fully
realized and regulated in law enforcement, there is no doubt it is changing
the field of police work forever, and the world is watching. Issues of
privacy, consent, and police brutality will pave the way of future of these
technologies, and how-or whether- police continue to take advantage of the
latest innovations to solve crimes and keep the people safe. Police must
find a better way to handle people to keep them safer. They must prove
with the least technological involvement, and all the problems going to be
solved. Update their system timely with the newest technology and assure
the privacy of the data. Police must encourage society to use their crime
reporting system to report crimes and the importance of reporting crime.

By doing that, police can gain public trust again, and due to that, trusted
people will report more crimes. Public need awareness of their
neighborhoods. Everyone cares for the lives of children and their
belovedones, so they should be aware of the current situations in the area.
People help them in their lives by notifying them of the current situation of
their neighborhoods. General public and law enforcement agencies may use
applications in many ways to keep the community aware of the current
situation and to help them to live together mind that lead top reporting
crimes to the police. Like that, positivity helps to encourage the community
to keep reporting. In the end, both parties will get happy. Crime stoppers,
New Orleans has launched a new free mobile crime-fighting app for
android and iPhone platform, called Tip submit. The app was created by tip
soft and crime Reports and is known to be the first anonymous tip
submission mobile software . By design , tip submit allows citizen to
submit crime tips to crime stopper securely and anonymously. The system
identifietipsters by their tip number only, which it assign to the tip. This
system properly shows how important they concern about the person who
gives a tip. Every tips is very important to catch criminals. Because of being
anonymous people do not have to worry about their safety because either
police also don’t know who gave a top. So, if the information leak to a third
party, it does not affect the person who gives a tip. This is big protection to
witness or victims. But as a police force, they must be careful while they are
handling the tips because that tip can be prank ospam to mislead the police
.So, in such a system there is good security to a person who gives tips. But
on the police side, they have a problem with the reliability of the
information they get. These system encourage society to keep reporting
about crimes , but as a law enforcement until, they are having as issue with
the effectiveness of the information they received, so they must handle

them carefully. If police received multiple tips about the same scenario,
there is a good possibility of the tip can be true. Anyhow through this
application , people will get motivated to report crimes. With time every
crime reporting system needs to be updated or change the system. That do
a positive impact on people, as earlier Canadian studies showed a declining
willingness to report crimes makes communities unsafe , and its harder to
do policing in the area for law enforcement units. So, they apply a different
system to encourage people to report crimes. And to involve them in
policing is a good trick to get more crime reporters rather than not
reporting. Every country must protect its citizens from doing that, and they
must take some precautions A recent mobile application named mobile Vic
PD wasreleased by the Victoria police in Canada for fighting crime. The
mobile application can be used to report minor crimes offer anonymous
tips to police, stay updated on crimes in progress , receive missing child
report or check on stolen property .As the criminal data is not available
remotely, there is a communication gap between the police officials
investigating any case.

3.2.1 FEATURES OF HTML
1. FILE FORMAT:- HTML is essentially a file format.
Microsoft Word uses. DOC files, music player MP3 file, and
browsers use. HTML files.
2. Platform Independence:- One can display HTML documents
on any platform such as Windows and Linux.
3. Doctype:- HTML has a doctype function where there is no
struggle of memorizing complex codes. The declaration is

ages in the standard model.
4. Media Support:- HTML brings you outstanding audio and
video support. You can easily add audio and video files to make
your website look lively and engaging.

3.3 SUBLIME TEXT EDITOR
Sublime text is a shareware text and source code editor available for
Windows, macOS, and Linux. It natively supports many programming
language and markup languages. Users can customize it with themes and
expand its functionality with plugins, typically community-built and maintained
under free-software licenses.
3.4 CSS
CSS is used to define styles for your web pages, including the design,
layout and variations in display for different devices and screen sizes.
Cascading Style Sheets, which is better known as CSS, is a very simple
designed process used to make the web pages a lot more presentable. CSS
allows you to put styles to customize your web pages. The best part about
making use of this styling feature is that the CSS is independent of the
HTML way of creating web pages. The basic difference between the
Hypertext Markup Language and the Cascading Style Sheets is that the
former is mainly known to provide the structural way of the landscape to
the web page while the former is meant to provide powerful color coding
and styling techniques. It is used to control the layout of more than one

web page all at once. All the external stylesheets are stored in the form of
CSS files
3.5 JAVA SCRIPT
Java script originally supported by net scape navigator is the most popular
web scripting language today. Java script lets you embedded program right in
your web pages and run these programs using the web browser. You place these
program in a <SCRIPT> element, usually with in the <HEAD>element. If you
want the script to write directly to the web page, place it in the <BODY>
element.
3.5.1 BENEFITS
JS provides the following benefits over servlets alone:
 It is easier to write and maintain the HTML: In this no extra backslashes,
no double quotes, and no lurking Java syntax.
 You can use standard Web-site development tools.
You can divide up your development team:
The Java programmers can work on the dynamic code. The web developers can
concatenate on the representation layer. On the large projects, this division is
very important. Depending on the size of your team and the complexity of your
project, you can enforce a weaker or stronger separation between the static
HTML and the dynamic content.

1. Create and maintain secure shareable National Databases on crimes and
criminals for law enforcement agencies and promote their use for public
service delivery.
2. Collect and process crime statistics at the national level and clearing
house of information on crime and criminals both at National and
International level.
3. Lead and coordinate development of IT application and create an
enabling IT environment for police organizations.
4. National repository of fingerprints of all criminals.
5. To evaluate, modernize and promote automation in State Crime Records
Bureau and state Finger Print Bureau.

LIMITATIONS
1. In our website live chat feature is not available.
2. Visitors can only see information like News, guideline, crime types,
emergency 0contacts, about us etc.
3. No self created database is present till now.
4. Excel report has not been developed for Police, case due to some
criticality.
5. No proper backend is applied in this.

1. In future we will launch facility to message the admin and member of the
