EVANSTON POLICE PERSONEL
The department has grown considerably since 1863,
when village butcher Robert Simpson became the newly-
incorporated Town of Evanston’s first and only police
officer.
In fiscal year 2009-2010 (beginning March 1, 2009), the
department’s authorized personnel strength was 217.50
full-time employees.
The 165 sworn personnel consisted of the chief of police,
three deputy chiefs, eight commanders, 19 sergeants, a
complement of 134 police officers and 52 full-time and
one part-time civilian staffing various positions in the
Department
The Evanston Police Department
Evanston’s full-service police department first achieved acclaim in
1929, when it established the nation’s premier traffic-accident
prevention bureau under the direction of Lieutenant Frank Kreml.
Traffic-control innovations led to the department’s being named the
United States’ most traffic-accident-free city for five consecutive
years. Kreml later became director of the Northwestern University
Traffic Institute.
Similarly, the department’s Victim Witness Program was one of the
nation’s first (1976) police based advocacy units. It, too, received
national recognition, serving as a model in crisis intervention,
counseling, and support and referral services.
Today the department maintains its tradition of innovation in the
areas of communication, youth programs, crime prevention, and
community-oriented policing.

OPERATION
Operation Hard Swipe
From April through September 2010, the Neighborhood
Enforcement Team (NET) along with investigators from the Cook
County Sheriff’s Police, Cook County State Attorneys Office, United
States Department of Agriculture, Northbrook Police Department
and Wilmette Police Department conducted an undercover
operation targeting street level narcotics sales as well as narcotic
sales and LINK card fraud from a grocery store in Evanston.
Undercover officers received approval from the Courts to utilize an
eavesdropping device during the course of this investigation.
During this operation, officers purchased/seized 26.6 grams of crack
cocaine, 10.8 grams of heroin, 23.1 grams of ecstasy, 354.8 grams
of cannabis, five (5) handguns, one (1) shotgun and$23,557 in US
currency. This operation succeeded with the arrest of 36 individuals
and the execution of four (4) search warrants.

EVANSTON TRAFFIC BUREAU
RECIEVES ILLINOIS CHIEFS AWARD
• Evanston Police Department was recognized for the sixth year in a
row by the Illinois Chiefs of Police Association, through their Illinois
Traffic Safety Challenge. The Evanston Police Department
participated in the municipal police agency category which
encompassed police department’s staffed between 101- 250
officers. The Evanston Police Department has been awarded a first
place for their efforts

AWARD

• On October 25, 2011, The Evanston Police Department's
Traffic Management Bureau received national recognition for their
traffic safety and enforcement initiatives. This recognition was
received from the International Association of Chiefs of Police. The
award was received in conjunction with the association’s annual
conference. Evanston’s first place finish in the
Law Enforcement Challenge earned them a new police equipped
2012 Ford Expedition EL.

VICTIM SERVICES BUREAU
The Victim Services Program provides
comprehensive services to victims and
witnesses Of Crime, as well as to individuals
seeking social service assistance in non-crime
related situations. Services provided include 24
hour in-person crisis intervention, emotional
support, transportation, crisis counseling, court
advocacy, and information and referral for
additional services. Crisis intervention and
critical incident debriefing assistance are
provided for schools and businesses within the
community when needed.

YOUTH SERVICES BUREAU
• The Youth Services Program is designed to
enhance the police department’s response to
juvenile crime and families in youth related
incidents. Services include crisis intervention,
family case assessments, juvenile court liaison
as well as intervention and prevention services
for youth and their families. The lines of service
in the program are counseling, community
service, restorative justice and neighborhood
youth outreach

  • 5. EVANSTON POLICE PERSONEL The department has grown considerably since 1863, when village butcher Robert Simpson became the newly- incorporated Town of Evanston’s first and only police officer. In fiscal year 2009-2010 (beginning March 1, 2009), the department’s authorized personnel strength was 217.50 full-time employees. The 165 sworn personnel consisted of the chief of police, three deputy chiefs, eight commanders, 19 sergeants, a complement of 134 police officers and 52 full-time and one part-time civilian staffing various positions in the Department
  • 6. The Evanston Police Department Evanston’s full-service police department first achieved acclaim in 1929, when it established the nation’s premier traffic-accident prevention bureau under the direction of Lieutenant Frank Kreml. Traffic-control innovations led to the department’s being named the United States’ most traffic-accident-free city for five consecutive years. Kreml later became director of the Northwestern University Traffic Institute. Similarly, the department’s Victim Witness Program was one of the nation’s first (1976) police based advocacy units. It, too, received national recognition, serving as a model in crisis intervention, counseling, and support and referral services. Today the department maintains its tradition of innovation in the areas of communication, youth programs, crime prevention, and community-oriented policing.

N.E.T UNDERCOVER OPERATION Operation Hard Swipe From April through September 2010, the Neighborhood Enforcement Team (NET) along with investigators from the Cook County Sheriff’s Police, Cook County State Attorneys Office, United States Department of Agriculture, Northbrook Police Department and Wilmette Police Department conducted an undercover operation targeting street level narcotics sales as well as narcotic sales and LINK card fraud from a grocery store in Evanston. Undercover officers received approval from the Courts to utilize an eavesdropping device during the course of this investigation. During this operation, officers purchased/seized 26.6 grams of crack cocaine, 10.8 grams of heroin, 23.1 grams of ecstasy, 354.8 grams of cannabis, five (5) handguns, one (1) shotgun and$23,557 in US currency. This operation succeeded with the arrest of 36 individuals and the execution of four (4) search warrants.

EVANSTON TRAFFIC BUREAU RECIEVES ILLINOIS CHIEFS AWARD • Evanston Police Department was recognized for the sixth year in a row by the Illinois Chiefs of Police Association, through their Illinois Traffic Safety Challenge. The Evanston Police Department participated in the municipal police agency category which encompassed police department’s staffed between 101- 250 officers. The Evanston Police Department has been awarded a first place for their efforts

INTERNATIONAL ASSOCIATION CHIEFS OF POLICE NATIONAL AWARD • • On October 25, 2011, The Evanston Police Department's Traffic Management Bureau received national recognition for their traffic safety and enforcement initiatives. This recognition was received from the International Association of Chiefs of Police. The award was received in conjunction with the association’s annual conference. Evanston’s first place finish in the Law Enforcement Challenge earned them a new police equipped 2012 Ford Expedition EL.

VICTIM SERVICES BUREAU The Victim Services Program provides comprehensive services to victims and witnesses Of Crime, as well as to individuals seeking social service assistance in non-crime related situations. Services provided include 24 hour in-person crisis intervention, emotional support, transportation, crisis counseling, court advocacy, and information and referral for additional services. Crisis intervention and critical incident debriefing assistance are provided for schools and businesses within the community when needed.

  • 21. YOUTH SERVICES BUREAU • The Youth Services Program is designed to enhance the police department’s response to juvenile crime and families in youth related incidents. Services include crisis intervention, family case assessments, juvenile court liaison as well as intervention and prevention services for youth and their families. The lines of service in the program are counseling, community service, restorative justice and neighborhood youth outreach
