The Violent Crimes Unit was

combat the scourge of violence
and illegal drugs in the City after a
spike in violence at the onset of
the COVID pandemic.

The City had a violent year in 2020, where the community suffered a loss total of 10
individuals to homicides. These scenes were processed by our Criminal Investigations
Unit (CIU).
The Major Case Unit, working in concert with the Intelligence Unit and the Federal
Bureau of Alcohol Tobacco Firearms and Explosives (ATF) successfully closed by
arrest 80% of the 10 homicides. This closure rate is higher than the national
average.

• During 2020, the Training Unit also conducted a 10-week Citizens Police Academy
that graduated 25 citizens. This academy covered various topics related to law
enforcement and the Mount Vernon Police Department

• MOS received over 35,000 hours of training in the form of pre-tour roll call training,
in-service training, and attendance at specialized training courses conducted by
this Department, outside law enforcement agencies and the private industry.
• In 2020, the Training Unit was the liaison with the Westchester County Police
Academy and provided instructors for Firearms, Emergency Vehicle Operations
Course, Weapons of Mass Destruction, Arson, Defensive Tactics, Active Shooter,
Interactive Skills and Vehicle Stops during the sessions of the Basic Course for
Police Officers.
• Field Training Officer (FTO) program resulted in thirteen new recruits being trained.
• Expansion of the Reality Based Training during the annual firearms training cycle

• Opened 17 cases against 16 officers and one civilian employee. Five cases were closed,
three exonerated, one substantiated, one unsubstantiated, two withdrawn and ten remain
open.
• Five Officers were suspended, two Officers modified or received a change of assignments.
• Two cases from 2019 were closed; one was substantiated, and one was exonerated.
• Conducted 8 residential canvasses and 26 business canvasses.
• Conducted forty-two absence control inspections.
• Randomly conducted inspections of radio room communications.
• Conducted one audit of the Mount Vernon Police Department Detective Division
investigation funds. No discrepancies found.
• Conducted a property and evidence audit and inventory check.

Lt. Mann spearheaded a give back to the community which provided a toiletry and blanket giveaway for the
Women’s Family Shelter on 17 South 2nd Ave (Vernon Plaza Family) and the Youth Shelter Program of Westchester
located at 220 E 8th St. The items were donated by MVPD officers, MVPD PBA, Dept of Recreation, City Hall Youth
Bureau and the Guidance Center of Westchester
