The issue of voltage instability is becoming a matter of concern throughout the world. It is of
absolute importance to maintain the stability of the power system or it would lead to a condition of total
collapse of the system and ultimately blackout of the whole network. This paper analyses the performance of
line voltage stability indices, Fast Voltage Stability index (FVSI), Line index (LQP), Reactive Power Index
(VQI) and line Stability Index (LMN). These indices are used to identify the most critical line and bus of the
system. Under a condition of single line outage a TCSC is installed at the most critical line and its effect has
been observed. An IEEE 14 bus system is used for simulation purpose.

eTrøndelag is Sør Trøndelag County Authority’s toolbox for regional digital development, and contributes to the creation of new or enhanced services in both private- and public sectors.
We are both a strategy and a group, and consist of 3 advisers in the County Authority’s department of Innovation and Business development.
We view ICT is a tool, not the goal. ICT is as such, regarded as an enabler in development of new, better services, more modern production- and business models.
eTrøndelag is unique. None of the other 16 County Authorities in Norway has similar taskforce working with digitalization.
Now some background…..
In 2003 the County Authority initiated a digital strategy anchored in national strategies. It was later explicitly formulated and implemented in the Regional Development Strategy.
There was activity related to eTrøndelag from 2005, and The “ICT-Programme” – a group consisting of 2, later 4 ICT advisors, was established in 2008.
In 2010 it was renamed back to eTrøndelag (I was hired ).
In 2012 eTrøndelag the politicians decided to integrate us as a permanent taskforce in the Regional Development’s branch Innovation and business-development.
Today digitalisation/digital development is viewed as an imperative strategic element in realizing the County Authority’s policies.
eTrøndelag contribute to the overall regional digital development in municipalities and SME’s. Our activity concentrated around four core priorities:
Digital Infrastructure- driven by public/gov. demand, Digital Municipality-driven by gov. orders, Digital Innovation-driven by creativity, and Digital Skills- driven by developmental need.
The significant development of high-speed broadband and mobile infrastructure in the region makes it possible to innovate and utilize the use of advanced digital services also in rural areas. Increasing digital skills has a priority.
In short, eTrøndelag aim to increase awareness and understanding of new digital businessmodels and possibilities within municipalities and SME’s.
This will undoubtably realize more of the value-adding potential resident in the region.
Within those 4 core areas we identify, initiate, support and realize regional digital development projects. One of the most important tasks is to give input to development of new policies for both municipalities and the County Authority.
DIGITAL STRATEGY/POLICY DEVELOPMENT

INTERDISCIPLINARY SUPPORT IN COUNTY AUTHORITY (in projects where digital development is a driver/facilitating element. )
ENHANCING DIGITAL SKILLS IN THE REGION (Example: ST-Online (one of our submitted good practices: ICT- training for SMB in the region-online marketing, Digital Cultourist co-creation and workshops for content)
R&D (initiating R&D projects within digitalization. Examples: projects for benefit calculation of digitalization projects w SINTEF, student projects, partner in other projects)
Now I will run through each of the core priorities and give some examples.
Sør-Trøndelag County Authority has a leading role in the development of digital infrastructure in the county. Our core activity is to realize new broadband accesses and new base stations for mobile coverage in rural areas telecom operators don’t find profitable. We administer governmental grants and facilitates cost-sharing between telecom providers and municipalities.
We assists in mapping actual coverage, develop projects on basis of that data, and designs and negotiate tenders.
We cooperate with municipalities and telecom-tenderers as a mediator/facilitator.
We are also a coordinator between municipalities and telecom industry, facilitating joint exploitation of existing infrastructure without public subsidy.
More than 12,000 broadband accesses and 20 base stations for mobile coverage is the result since 2006. Total coverage is 77% 30/1 mbit by 2015.
Digital Infrastructure gets lots of media attention. The results are visible, its big money involved, and both the population and the politicians benefits.
Digital innovation is a sector-overarching advisory resource. We participate in a multitude of different projects, both internal and external. «Digital Innovation» aim to enable as many as possible in the regions SME’s and Municipalities to utilise the internet, developing new digital collaboration, services and business models. This means taking risks in initiating, financing and developing small innovative digitalization projects.
Examples are the building of a Digital Collaboration arena for a Helthcare project with participants from all over the County in order to reduce travelling. A green approach. That was a failure mostly because the participants lacked basic digital skills needed to post pictures, texts and so on.
Another example: We have financed and developed a GPS based mobile app called Digital Cultourist (based on work in the Interreg IVC project eCREATE), which can benefit SME’s in tourism by guiding tourists along cultural routes. Such development projects can bring SME’s together for workshops in order to learn how to create own webpages for the app, and to enhance digital skills in general. Digital cultourist – app-framework is suggested as a good practice btw.
Development and initiation of R&D projects are parts of the activities. An example is initiating a R&D project for benefit realization in digitalization projects for public sector, and student projects
At the moment we are engaged in 2 Interreg projects addressing innovation and digitalization.
Initiating and facilitating digital development projects in municipalities, with service innovation as output is part of the work. An example of internal cooperation and utilization of the advisory abilities in eTrøndelag is the 2 year long project “24/7 Digital Administration for the 7 Fosen Municipalities”, where both Digital Innovation and Digital Municipality participated as advisors in developing a “state of the art” portal for the seven municipalities in the Fosen region. The project got, and still gets, lots of attention from the Ministry of Local Government and Modernisation.
To be on par with the digital development is important also for the municipalities in order to meet the public’s demand for better services, and the governmental ICT-standards. Challenges in the field of creating new strategies, and more coordinated service production/innovation are thus being addressed by this priority field. Through eTrøndelag’s “eForum” (held twice a year), representatives from the region’s municipalities can listen to lectures, and participate in exchanging views and competence. Lately the DiguT project has been initiated. This project aims to gather representatives from the municipalities in the North and South Trøndelag in an organization in order to coordinate efforts of digital development, digital skills, and service innovation and architecture.
Digital skills are a precondition for development. Experience show that this skills are not at a satisfactory level (like experienced in Interreg IVC project e-CREATE). It is therefore of great importance for all activities in the eTrøndelag that this is addressed. Earlier we have arranged several open seminars addressing certain topics within the digital world. Now we have two main arenas: 1. “Seminar telecom for municipalities”, where telecom representatives can meet municipalities. 2. eForum (for municipalities, addressing digitalization.
We have been less good at addressing SME’s earlier. Together with two Businessgardens in the region we will correct that through the “ST-Online”. This is a series of courses for SME’s aimed at increasing digital knowledge on a practical level. This year the theme was digital marketing.
